About this file
This is a Special Terms and Conditions document for the Commonwealth of Virginia, Department of Conservation and Recreation, governing the Claytor Lake State Park Campground Roads Repaving project. The solicitation seeks a fixed-price bid from a qualified contractor to complete asphalt paving, improvements, general maintenance, and repairs of approximately 2,000 square feet of access roads at the Claytor Lake State Park campgrounds. A mandatory pre-bid conference is scheduled for 10:00 AM on April 16, 2026, at the Water's Edge Meeting Facility, and attendance is a prerequisite for bid submission; no bidders will be admitted after 10:05 AM. Bids must remain valid for 30 days from submission and may only be withdrawn in writing after that period. The Commonwealth reserves the right to award on a lump-sum basis to the lowest responsive and responsible bidder, reject any or all bids, waive informalities, and delete items prior to award at its sole discretion.
The bid price shall be all-inclusive, covering complete installation ready for use and including all applicable freight and installation charges with no allowance for extra charges. Contractors performing work valued at $30,000 or more must be licensed by the State Board of Contractors as a Class B or Class A contractor, depending on contract value, and must provide license information on the bid envelope and proposal. All contractors must submit a Small Business Subcontracting Plan with the goal of allocating 42% of purchases to small businesses certified by the Department of Small Business and Supplier Diversity. Contractors with more than 50 average employees and contracts exceeding $50,000 must register and participate in the E-Verify program. The Commonwealth reserves the right to negotiate with the lowest bidder if the bid exceeds available funds, and payment may be withheld until compliance with the small business subcontracting plan is verified. Each solicitation will result in one purchase order with an applicable eVA transaction fee assessed for each order.

The evidence submitted shall be sufficient in detail and content to allow the Commonwealth to verify that the tariff is the cause of the price change.
- a certification signed by contractor that it has made all reasonable efforts to obtain the good or the raw materials comprising the good procured by the Commonwealth at a lower cost from a different source located outside of the country against which the tariff has been imposed.
- a certification signed by contractor that the documentation, statements, and any other evidence it submits in support of its request for a price increase under this Section are true and correct, and that the contractor would otherwise be unable to perform under this Agreement without such price increase.
