About this file
This is a Special Terms and Conditions document for goods and nonprofessional services procurement by the Commonwealth of Virginia. The document establishes the standard requirements and procedures governing all resulting contracts from this solicitation, which seeks Dinex Dispensers including mobile racks and mobile trays in silver finish. VSDB is the procuring agency. The solicitation requires bidders to provide firm unit pricing for each item throughout the contract period. Delivery must occur within 15 calendar days after receipt of order (ARO), unless the bidder specifies an alternative timeline. Bidders must provide 24-hour advance notification to Heather Miltenberger at 540-598-1986 prior to delivery. All bids remain valid for 30 days from submission, after which they may be withdrawn or remain in effect until award or solicitation cancellation. Bidders must submit complete product descriptions, catalog cuts, and specifications to demonstrate compliance with solicitation requirements.
Pricing shall be evaluated on a net price basis with unit prices, extensions, and grand totals required; arithmetic errors will be resolved in favor of unit pricing, and prompt payment discounts will not be considered in award determinations. Awards will be made to the lowest responsive and responsible bidder. The Commonwealth reserves the right to reject any or all bids in whole or in part and to delete items prior to award. Contractors must maintain all books, records, and documents related to the contract for five years after final payment or until audited by Virginia, whichever occurs sooner. All vendors must participate in the eVA eProcurement Program and, if awarded a term contract, must provide an electronic catalog or Punch-Out Catalog conforming to eVA specifications. The Commonwealth may cancel contracts without penalty upon 60 days written notice. All goods must be covered by the most favorable commercial warranties the contractor provides to any customer.
