About this file

This Special Provisions document, issued by the Washington Suburban Sanitary Commission (WSSC) Water in Maryland, establishes temporary facilities, controls, and specific requirements for the Beaufort Place Water Main Replacement project. The project involves installing approximately 12,639 linear feet of new ductile iron water mains in varying diameters (4-inch through 20-inch pipe) and 6,541 feet of water house connections across multiple streets in Silver Spring, Montgomery County, Maryland, including Aylesbury Street, Hopefield Road, Kings House Road, Rainbow Drive, and surrounding areas. Construction must be completed within 446 days from the Notice to Proceed, with working hours restricted to 9:00 a.m. to 3:00 p.m., Monday through Friday, and mandatory full roadway restoration by end of business day. Sealed bids must be submitted electronically via WSSC's eProcurement Portal no later than 2:00 p.m. on Wednesday, April 1, 2026, with a question submission deadline of March 16, 2026.

The Special Provisions require contractors to provide project signs at five designated locations along Rainbow Drive and Hopefield Road. Critical to this project is Special Provision Section 02514, which addresses the discovery and management of Lead Service Lines (LSL), Galvanized Requiring Replacement (GRR) service lines, or unknown service line materials during water main replacement. Contractors must coordinate with the WSSC Contract Manager before construction begins and cease work immediately upon encountering LSL or GRR lines, reporting to the Contract Manager before resuming operations. If construction is known to impact homes with such service lines, WSSC must notify customers and verify pipe materials or coordinate service line replacement prior to water main construction. Liquidated damages are assessed at $1,080.00 per day for delays beyond the contract completion date, and the project is subject to a 20 percent Minority Business Enterprise and Small Local Business Enterprise subcontracting goal, Maryland Prevailing Wage requirements, Maryland Buy American Steel Act compliance, and performance and payment bonds equal to 100 percent of contract value with 5 percent retainage.
