About this file
This is a Special Provisions document for an on-call task order contract issued by Charles County Government in Maryland for professional water and wastewater engineering services (RFP# 27-004). The County seeks to contract with multiple multi-disciplined engineering firms to provide services including design preparation, bid document preparation, project and construction management, surveillance, inspection, and permitting support for water and wastewater-related projects. Selected contractors must maintain a full-time staff of licensed Professional Engineers in Maryland across six core service areas: water/wastewater, civil, electrical/instrumentation/control, structural, process/mechanical, and project/construction management. The contract permits subcontracting for specialized services such as architecture, surveying, geotechnical work, and environmental services. Services are provided on an as-needed basis with no minimum quantity guaranteed, and the County reserves the right to independently bid work or exclude firms from task assignments. Task order proposals must be submitted within fourteen calendar days of the County's written request and include proposed pricing, itemized costs, service descriptions, personnel assignments, assumptions, completion timelines, and deliverables. Task orders valued under $250,000 require proposals from one or more firms, while those valued between $250,000 and $500,000 require proposals from at least three firms.
Compensation is based on hourly rates for various position classifications including principals, project managers, architects, senior and junior design engineers, project representatives/inspectors, surveyors, draftspersons, and administrative support. Invoicing must include updated schedules, work summaries, detailed itemization of costs by position, project dates, and location information, submitted on County standard forms within thirty days of work completion. The total contract value shall not exceed the County's approved budget for specified services, with specific amounts not detailed in the provisions. All deliverables, including original drawings, plans, specifications, calculations, permits, and computer files, become the sole property of Charles County upon completion. The prime contractor must perform at least 50% of work with its own staff. The County may terminate the contract with any engineering firm that declines to bid on three consecutive task requests. The contract term is identified as effective July 14, 2026, with provisions requiring engineers to maintain records for three years after final contract payment and correct any defective work within three years of project delivery at no cost to the County.
