About this file

Summary

This is a Special Procurement Notice issued by the Oregon Secretary of State for statewide ballot tracking services. The procurement seeks to contract for BallotTrax, a ballot tracking solution that will enable uniform, real-time ballot tracking notifications for all Oregon voters. The Secretary of State intends to centrally administer the BallotTrax system statewide, providing voters with consistent access to ballot status updates across Oregon. This special procurement process allows the state to expedite the selection and contracting process for this critical election infrastructure service without following standard competitive bidding procedures.

The notice establishes a special procurement designation, which permits the Secretary of State to negotiate directly with the selected vendor rather than conducting a traditional open competitive bid process. Additional details regarding protest procedures, protest deadlines, and other procedural requirements are contained in the attachments to this notice. Interested parties should review the complete notice and all supporting documentation for specific information regarding the procurement timeline, evaluation criteria, and submission requirements.
