About this file
This Special Notice is an update to a Q&A response from the Defense Intelligence Agency (DIA) regarding the Enterprise Security and Operations (DESO) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract opportunity. The notice specifically addresses a clarification about affiliate organizations, particularly for Alaskan Native Corporations (ANC), stating that firms owned by an ANC will be treated as independent firms for size and affiliation purposes, provided they follow applicable ANC rules. The ANC parent company and its owned firms will not be considered a single bidding entity under SBA regulations.
The document is dated 05 August 2025 and closes the Q&A period for the previously issued 16 July 2025 notice. This update is part of the ongoing pre-solicitation process for the DIA Enterprise Security and Operation IDIQ, which has included industry day meetings, extended question periods, and requests for potential offerors to submit their complete structural composition to specific contracting officers by specified deadlines.

SPECIAL NOTICE
Subject: Updated response to Q&A responses provided by the Government on 16 July 2025 (QuesƟon 16)
Agency: Defense Intelligence Agency (DIA)
Date: 05 August 2025
QuesƟon: Please clarify restricƟons for affiliate organizaƟons where the noƟce menƟons “Parent and subsidiary companies are considered the same enƟty.” For Alaskan NaƟve CorporaƟons (ANC) that have mulƟple subsidiary affiliates, does this mean the bidding ANC company requires separate teaming agreements with any sister company subsidiary/affiliate as part of the listed structure, or can the offering company be listed once and cover all affiliate used as part of the teaming structure or orals presentaƟon?
Updated Response: Firms owned by an ANC will be treated as independent firms for size and affiliaƟon purposes, provided they follow the applicable ANC rules. An ANC parent company and the firms it owns will not be treated as one bidding enƟty because they are not affiliated under SBA regulaƟons.
The Q&A period for referenced 16 July 2025 noƟce remains closed.
