About this file

This document is a Special Notice containing Questions and Responses for the Defense Intelligence Agency's (DIA) Enterprise Security and Operations (DESO) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The IDIQ will be a multiple-award, full and open competition with an anticipated award in FY25, using NAICS code 561612 with a $29M size standard. Key details include a mandatory structural composition submission deadline of July 23, 2025, at 9 AM EST, and an oral presentation process that will be scenario-based with a maximum of 6 representatives per proposal.

The document provides critical guidance for potential offerors, including restrictions on teaming and participation. Companies are strongly discouraged from changing their structural composition after submission, and vendors may only participate in one presentation, either as a prime offeror or a subcontractor. Specific details about evaluation criteria, mission areas, and acquisition strategy will be released with the Request for Proposal (RFP). The government will conduct comprehensive market research for small business opportunities on task orders, and prime contractors must bid on all mission areas. The oral presentations will involve scenario-based questions provided 1 hour prior to the presentation, with additional details to be outlined in the future Instructions to Offerors (ITO).

16 Please clarify restrictions for affiliate organizations where the notice mentions “Parent and subsidiary companies are considered the same entity.”

For Alaskan Native Corporations (ANC) that have multiple subsidiary affiliates, does this mean the bidding ANC company requires separate teaming agreements with any sister company subsidiary/affiliate as part of the listed structure, or can the offering company be listed once and cover all affiliate used as part of the teaming structure or orals presentation?

The Statement “Parent and subsidiary companies are considered the same entity” means that for bidding purposes, a parent company and its subsidiaries are viewed as a single organizational unit rather than separate companies.

For Alaskan Native Corporations (ANCs) with multiple subsidiary affiliates, this means:

Single Entity Treatment:

The ANC parent and all its subsidiaries are treated as one bidding entity for the purposes of the solicitation.

No Separate Teaming Agreements Required Between Affiliates:

You would NOT need separate teaming agreements between the bidding ANC Company and its sister company subsidiaries/affiliates. These internal relationships are considered part of the same organizational structure.

Listing Structure: The offering ANC company can be listed once, and this would cover all affiliated subsidiaries used as part of the teaming structure or in the oral presentation.

External Partnerships:

However, any non-affiliated organizations (companies that are not subsidiaries of the same ANC parent) would still require formal teaming agreements if they are part of your proposal team.

Prime contractor must bid to all mission areas.

20 Was there any mandatory pre-qualification or down-select process that companies had to complete before this point?

July 23rd structural-composition filing is the first actual mandatory requirement.

21 If DIA has not yet determined if this will be a single or multiple award IDIQ, will DIA consider allowing a company to participate in an oral presentation as a prime

This will be a multiple award IDIQ. Companies may not participate in an oral presentation as a prime offeror and one (1) oral presentation as a subcontractor offeror and one (1) oral presentation as a subcontractor?
