About this file

This document is a Special Notice for an Industry Day announcement regarding the Department of the Army's Soft Kill Active Protection System (APS) for Ground Combat Vehicles. The Government intends to host an in-person Industry Day event on November 19, 2024 at the Velocity Center in Sterling Heights, Michigan. The event is only open to members of the National Advanced Mobility Consortium (NAMC). The purpose is for the Government to brief industry on the Soft Kill APS requirements, which include a modular, safety-compliant, and expandable system that can detect, identify, and neutralize incoming anti-armor threats. The Government anticipates pursuing a follow-on production effort under 10 U.S.C. 2371b(f) for the successful prototype project. Questions for the Government should be submitted through NAMC by November 13, 2024, and there will be no live Q&A during the event. The event announcement provides point of contact information for further details.

Title:

Special Notice – Industry Day Announcement for the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001 RPP 25-D02, Vehicle Protection Systems (VPS) Soft Kill Active Protection System (APS)

Description:

The Government intends to host an Industry Day for the Soft Kill APS on 19 November 2024 at 1 PM Eastern Standard Time (EST). The event will be held at the Velocity Center, located at 6633 18 Mile Rd, Sterling Heights, MI 48314. This is an in-person meeting only, and only open to members of the National Advanced Mobility Consortium (NAMC). Anyone who is not currently a member should contact NAMC for details on how to join the consortium. Registration for the meeting is required and can be completed on the NAMC website (www.namconsortium.org).

The event will consist of a briefing from the Government to Industry about the requirements for the Soft Kill APS. Any questions that you wish to ask should be submitted through NAMC at questions@NAMConsortium.org no later than 3 PM EST, 13 November 2024, so the Government can review them and provide a response either at Industry Day, or through NAMC. There will be no live Question and Answer segment in this meeting. Any follow up questions that result from the briefing should be submitted through NAMC. There will not be any one-on-one sessions as a result of this meeting.

Soft Kill APS is intended to protect Ground Combat Vehicles (GCVs) from anti-armor munitions by detecting an incoming threat, identifying the appropriate countermeasure response, and engaging/neutralizing the threat. The System must be modular, safety compliant, and expandable using open standards. Modularity requires that the System can easily integrate future sensor and countermeasure solutions that are Modular Active Framework (MAF)-compliant. Safety compliance requires rigorous design, development, testing, and producing documentation for Safety Review Board requirements to pass Safety Compliancy. Expandability requires the software and architecture to be modular and capable to expand with other systems as the MAF standard evolves.

The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures.

NOTE:

This meeting will be held at Distribution D. This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government’s intent to hold an Industry Day.
