About this file

This Special Notice from the Army Contracting Command – Detroit Arsenal (ACC-DTA) outlines the government's intent to issue a Request for Prototype Proposals (RPP) for an Autonomous Mobility Solution for Robotic Ground Vehicles under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA). The project, requested by the Project Manager Future Battle Platforms (PM FBP), focuses on developing autonomous mobility capabilities for the Robotic Combat Vehicle (RCV), with the goal of creating ground vehicles that can navigate and operate with minimal human intervention.

The anticipated Period of Performance is 12 months, with an RFI currently open through the National Advanced Mobility Consortium (NAMC) and responses due on April 14, 2025. The government intends to pursue a Follow-on Production effort under 10 USC 4022(f). This special notice is purely informational and does not constitute a solicitation for a prototype project. Interested parties are directed to the NAMC website (www.NAMConsortium.org) or can email Questions@NAMConsortium.org for more information about membership and the opportunity.

Title:

Special Notice – Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-

9-D001 RPP 24-D07 AUTONOMOUS MOBILITY SOLUTION PROVIDER FOR ROBOTIC

GROUND VEHICLES.

Description:

This is a special notice that the Government intends to issue a Request for Prototype Proposals (RPP) for the Prototype Autonomous Mobility Solution for Robotic Ground Vehicles under the DAI OTA, W56HZV-23-9-D001. The DAI OTA was entered into between ACC-DTA and the National Advanced Mobility Consortium (NAMC) on 1 September 2023, in support of Ground Vehicle System Related Research and Development prototype projects. The Government will utilize the DAI OTA to award this effort.

The Autonomous Mobility Solution for Robotic Ground Vehicles is being requested by Project Manager (PM) Future Battle Platforms (FBP) Program Executive Office Ground Combat Systems (PEO GCS). The Robotic Combat Vehicle (RCV) is a groundbreaking advancement in the field of ground maneuver warfare. To align with Army requirements, an autonomous solution for ground mobility is required. Autonomy, as it relates to ground mobility, is defined as the ability for a ground vehicle to navigate and operate in an environment without direct human control. The Army requires an autonomous mobility solution for the RCV to decrease the cognitive load on soldiers being supported by the RCV and execute specific missions with little-to-no human interventions.

The purpose of this RFI is to assess industry capability and readiness to provide autonomous mobility capabilities for Army robotic vehicles. The initial platform for autonomous mobility is the RCV, although future robotic vehicles requiring autonomous mobility are also being considered.

The anticipated Period of Performance (PoP) for this prototype project is 12 months.

Currently ACC-DTA has a Request for Information (RFI) with NAMC and responses from that RFI are due on April 14, 2025.

The Government does intend to pursue a Follow-on Production effort under the authority of 10 USC 4022(f) for this effort.

NOTE:

This Special Notice is for informational purposes only. A prototype project is not being solicited, nor will one be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government’s intent to release an RPP to the NAMC membership.
