SPECIAL NOTICE
Description: The purpose of this special notice is to provide industry with the DRAFT Statement of Objectives (SOO) for the JBSA Camera Replacement at Joint Base San Antonio (JBSA), TX (Attachment #1). The 502d Contracting Squadron plans to issue a formal Request for Quote (RFQ) to allow all interested vendors an opportunity to provide their solution to the final SOO for government evaluation in accordance with the terms and conditions of the RFQ. The action will be executed in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, under the authority of Air Force FAR Supplement (AFFARS) 5313.106-1 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).
This special notice is NOT a RFQ or proposal request. No offers will be accepted as a response to this notice, however, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to ericka.mcglone@us.af.mil with a copy to rachel.demone@us.af.mil. Any costs incurred in submitting a capabilities statement will not be reimbursed by the Government.
The anticipated RFQ will be a 100% SB Set-aside; NAICS: 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing; Size Standard: 1,250 employees

The Government intends to evaluate all CLINS based on total evaluated price (TEP). TEP will be comprised of the total of the Base plus all Options (Groups A + B + C) to determine lowest price.
Any resulting award, in response to the forthcoming RFQ, will be made to the lowest priced technically acceptable (LPTA) quoter, subject to the availability of funds and sequentially as follows:
Base Only (Group A) or Base and Option 1 (Groups A and B) or Base with Options 1 and 2 (Groups A, B and C)

A proposed Site Visit is scheduled for Friday, 20 Aug 2021 at 0730 CT at JBSA-Lackland, TX 78256. Submit a completed Unescorted Access Request (UAR) form (Attachment #2) via email to ericka.mcglone@us.af.mil with a copy to rachel.demone@us.af.mil not later than, Monday, 16 Aug 2021 at 1500 CT. Contractors will need to complete Section II block 12 and Section V Guest Information block 16. Please do not use nicknames on this form.
Use real names only. Example: Use Robert instead of Bob.
The Government encourages submission of SOO questions in advance of the proposed site visit. Previously received questions and answers received as a result of the Industry Day held 8 Jul 2021 are attached for your review (Attachment #3).
Funds are not presently available for this effort. No award will be made until funds become available. The Government reserves the rights to cancel this special notice and the proposed site visit. In the event the Government cancels this special notice and proposed site visit, the Government has no obligation to reimburse the vendor(s) for any costs.
