Questions and Answers

1. Is JBSA capable of replacing cameras and troubleshooting network connectivity with the current on-base resources? Our recommendation would be to generate an RFQ for equipment only for the 121 cameras that are not functioning properly and self-perform the replacement work. Your current personnel are more than capable.

Answer: Contractor will be responsible for full design, installation, training, and government acceptance.

2. Is there an overall CCTV strategy or system design for JBSA presently that coincides with the

Air Force’s Base Modernization initiative?

Answer: No.

3. Does the camera system need to be FIPS compliant?

Answer: The solution needs to be FIPS compliant.

4. Is there an objective to integrate multiple disparate systems into a single solution?

Answer: No

5. Is there a requirement for integration with an existing IDS system?

6. Will new cameras be required to have I/O functionality at the camera?

7. Is the base segregated by multiple commands?

Answer: No, but different commands are present in stakeholders.

8. Is each system being installed air gapped from use by other command structure on base?

9. Is the system going to be shared by other departments on base (Marine Command, Army

Command, Navy Command, Air Force Command, etc.)?

10. Is video data shared with the BDOC for all locations on base?

11. Are the cameras required to identify anomalies at entry and exit locations?

12. Weather conditions: Will the cameras have a defined temperature range for operation mandated?

Answer: The only cameras acceptable are those cameras listed on the SOO.

13. Will the new application be required to inherit legacy products installed?

14. Are there any analog systems that will need to be transitioned to IP?

Answer: Yes. Please see SOO and attachments for the objectives.

15. What is the warranty expectation of new products to be installed?

Answer: 1 year from date of government acceptance.

16. If products are to be added to existing system, how is the VMS licensing managed for each system? This would also include legacy products.

Answer: Licenses were purchased and managed by each installation. For this project all new licenses will be provided with the cameras under this requirement, provided by the contractor.

17. What are the data/cyber security requirements of the video system?

Answer: Please see SOO.

18. Will the system be required to comply with the implementation of PICARD?

Answer: If possible, but not required.

19. Will all products need to be identified through the CMD list published by AFLCMC? Are there exceptions?

20. At any time, will the products require an ATO, should integration be required with the existing

VMS?

Answer: ATOs are provided with the CMD. Please see the SOO for camera integration requirements.

21. Will the cameras be required to contain AI or intelligence at the edge?

22. Will the cameras be required to perform tasks embedded at the edge?

Answer: No

23. For moving cameras, is there a requirement for the camera to provide intelligent analytic detection while moving?

Answer: No

24. What is the low light/starlight requirements of the camera? Maximum range for holding color at night?

25. Will white light/IR be a requirement as a supplement for limited lighting conditions?

26. Is there a specification for acceptable dynamic range capabilities of the camera?

Answer: No, the current guidance does not provide these specifications.

27. PTZ camera functionality: Belt or gear drive train?

28. Do you have a classification for MTBF per device? Duty cycle requirements?

Answer: All cameras listed on the SOO have been evaluated for MTBF and meet or exceed the AF standard.

29. Per camera/device, is there specification on IK/IP ratings?

30. Are cryptographic modules an acceptable form of encryption and secure authentication (TPM onboard)?

Answer: Yes

31. 802.1x network authentication with EAP/TLS?

Answer: Yes, if supported by camera proposed and subject to approval if proposed.

32. If the existing systems are not FICAM and FIPS compliant, is it being replaced during this project?

Answer: No, as part of the proposal the contractor will identify if this requirement cannot be met by the scope of this SOW.

33. Are the Cameras on the approved list FIPS compliant?

Answer: The only cameras acceptable are those cameras listed on the SOO. The solution proposed must be FIPS compliant.

34. What is the date of the CDM Approved camera list? There are approved cameras missing from this list?

Answer: The date of the CMD is 28 Jan 2021. The CMD includes cameras that are no longer authorized to be procured. The only cameras acceptable are those cameras listed on the SOO.

35. Will the Government clarify which ACP’s utilize which type of cameras (IP or Analog)?

36. Will the Government clarify who is responsible for new cabinets, patch panels and supporting infrastructure equipment?

37. Will the Government clarify who is responsible for the procurement of new ethernet switches?

Answer: Government.

38. Will the Government clarify who is responsible for the procurement of SFP’s?

39. Will the government define what switches are approved for use for the system?

Answer: The Cisco Catalyst C9500 is currently the standard switch employed by JBSA. See SOO.

40. Will the government define what SFP’s are approved for use with the system?

41. Will the government clarify if equipment that is slated for removal/disposal will need to be inventoried or reviewed by Government personnel prior to its disposal?

Answer: Yes, please see SOO

42. Will the Government clarify what is acceptable validation and verification that a camera is fully operational on the network?

EXAMPLE: If a camera is to be deemed operational on the network, the camera will have and be capable of the following: Assigned Static IP address, Assigned subnet mask, Assigned default gateway, communications between a workstation on the network via ICMP, HTTP or HTTPS that allows the workstation to ping and view the camera without error for a time period of at least 5 minutes.

43. In Section 3.0 SYSTEM REQUIREMENTS the draft SOW it is states ”the new cameras will tie into the existing VMS” will the government clarify who is responsible for the configuration of the

VMS?

Answer: The contractor is responsible as part of the contract. Please see SOO.

44. Will the Government clarify what VMS or VMS’S are in use?

Answer:

JBSA-RAN: Geovision 17.1, JBSA-LAK: VICADS 4.1.

JBSA-SAM: Avigilon Control Center/Version 7 7.6.0.22 (build 106897)

45. Will the government clarify who is responsible for licensing associated with adding cameras to the VMS?

46. Will the Government clarify that the ATO approved cameras are compatible with the VMS?

Answer: The government has a reasonable belief the cameras listed on the SOO are compatible with the existing VMSs. However, the 502 SFG is not a government testing unit and is seeking a solution from the contract IAW the SOO.

47. VMS systems the Government aware of any special configurations or non-standard configurations required for adding to and/or the sustained operability of cameras within the

VMS.

Answer: Yes. Lackland VMS requires custom configuration and communication with VICADS for camera additions and maintenance

EXAMPLE: ONVIF USE, Customized ONVIF Profiles and configurations will need to be used for interoperation of VMS (X)

48. In Section 4.0 INSTALLATION the draft SOW can the Government Clarify the responsibilities of the contractor and the government?

EXAMPLE: The contractor will be responsible for all Ethernet wiring and connections to the ethernet switch the government will be responsible for all fiber connections (via the NEC and/or Communications Squadron).

Answer: Please see SOO.

49. Will the government clarify any special conditions or parameters for the use and temporary storage of a commercial boom lift during the project?

Answer: Contractors will be provided sufficient space for a lay down yard. Securing the storage space/lay down yard will be the responsibility of the contractor.
