SPECIAL NOTICE – INTENT TO SOLE SOURCE
THIS IS an Intent to Sole Source Notice ONLY. The U.S. Government currently intends to award a contract to provide a Science, Technology, Engineering and Mathematics (STEM) camp/education program for approximately 75 cadets on a SOLE SOURCE basis but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. The education program will have 5 iterations and the cadets in attendance for each iteration will vary. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this Special Notice. In addition, be advised that the U.S. Government will not be able to set-aside the requirement to small businesses if 2 or more small businesses do not respond with information to support the set-aside. We encourage all businesses, large and small, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S.
Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Special Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.
Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is 721214 (Recreational and Vacation Camps (except Campgrounds)). The Small Business Size Standard is $9.0M. The requested period of performance is from 11-16 June 2023. The contract place of performance shall be within the following states: St. Croix U.S. Virgin Islands.
The proposed sole source firm-fixed price contractor is the University of the Virgin Islands. The statutory authority for the sole source procurement is pursuant to the authority of the Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5.
The Draft Performance Work Statement (PWS) is attached for more details.
Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the SAT. It does apply to 8(a), HUBZone, SDVOSB, EDWOSB, and WOSB set asides regardless of the dollar value of the award. See Federal Acquisition Regulation (FAR) 52.219-14 - Limitations on Subcontracting for Small Business.
All WOSB firms need to take action in beta.certify.sba.gov in order to compete for WOSB Federal Contracting Program set-aside contracts.
Responses to this Special Notice shall be e-mailed to the Contract Specialist, Robert Woolsey, at robert.l.woolsey2.civ@army.mil no later than 7 June 2023 at 1:00 PM.

General statements will not be accepted.
5. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns.

Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the notice.
