The solicitation number is 36C25526Q0655, with a response deadline of September 11, 2026, at 3:00 PM Central Time. The VA intends to negotiate a sole source, firm-fixed-price contract with Onsite Construction Group, LLC, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), citing unusual and compelling urgency under 41 U.S.C. § 3304(a)(2) and SDVOSB authority under 38 U.S.C. § 8127(c).

The period of performance is estimated to begin October 1, 2026, and continue until completion, with milestones to be established after contractor schedule acceptance. Any firm believing it can meet the full integrated scope may submit written notification by email to Contracting Officer Michael Murphy at michael.murphy7@va.gov by 3:00 PM CST on September 11, 2026, including evidence of SDVOSB certification status, bonding capacity, and relevant boiler plant and mechanical controls experience. DESCRIPTION
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 15, has a requirement for urgent boiler-plant safety-device repairs and replacements at the Kansas City VA Medical Center (KCVA), 4801 Linwood Boulevard, Kansas City, Missouri 64128, and intends to negotiate a sole source, firm-fixed-price contract with Onsite Construction Group, LLC, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), for this requirement. This procurement is being conducted under the authority of 41 U.S.C. § 3304(a)(2) (Unusual and Compelling Urgency), as implemented by FAR 6.302-2, and 38 U.S.C. § 8127(c), as implemented by VAAR 819.7008 (sole source awards to a certified SDVOSB). This notice of intent is not a request for competitive quotes, and no solicitation documents are available.
Telephone requests will not be accepted.
The requirement includes repair, replacement, testing, commissioning, and restoration of boiler-plant safety devices, monitoring systems, alarm systems, fuel-oil controls, valves, related components, and Building 1 steam/condensate piping, including but not limited to: high-pressure steam safety-valve replacement (Boilers #1–#4) and deaerator safety-valve replacement;
deaerator pressure-reducing valve replacement; CO/LEL monitoring-system replacement; boiler control-room alarm-panel replacement; fuel-oil diagnostics, controls repair, and redundant fuel-oil capability restoration; replacement of gas, fuel-oil, feedwater, and city-water make-up control valves; and steam-condensate piping repairs in Building 1. The contractor will furnish all labor, supervision, materials, equipment, tools, testing, commissioning, documentation, removal, and disposal required by the final Performance Work Statement (PWS), except for two Government-furnished compressed-air dryers.
Due to failed and degraded safety devices, including a nonfunctional CO/LEL monitoring system and an obsolete, non-compliant alarm panel, the Government's need is of such unusual and compelling urgency that it would be seriously injured unless permitted to limit the number of sources solicited. Any firm that believes it can meet these requirements, including this full integrated scope, may give written notification by email to the Contract Specialist by 3:00 PM (CST) on 9/11/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements, including current SDVOSB certification status if applicable, bonding capacity, and relevant experience performing integrated boiler-plant/mechanical, controls, and safety-device work. Information must be emailed to the Contract Specialist, Michael Murphy, michael.murphy7@va.gov. TELEPHONIC INQUIRIES WILL NOT
BE ACCEPTED.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, or if no responding firm demonstrates the capability to perform the full integrated scope within the required urgent timeframe, NCO 15 will proceed with the sole source negotiation with Onsite Construction Group, LLC.
All work will be closely coordinated with the VA Contracting Officer (CO) and Contracting Officer's Representative (COR).
Period of Performance: Estimated to start 10/1/2026 until complete, with the period of performance and completion milestones to be established after receipt and acceptance of the contractor's final schedule.
