SPECIAL INSTRUCTIONS TO BIDDERS

This document is a set of special instructions to bidders issued by Tempe School District No. 3 in Arizona for an Invitation for Bid (IFB) related to water treatment services at 17 district sites. The solicitation was posted on September 11, 2025, with a submission deadline of October 2, 2025. All bidder questions must be submitted in writing to Susan Romo at Susan.Romo@tempeschools.org at least seven days prior to the opening date, and bidders are prohibited from contacting school or department personnel directly. The anticipated contract will be awarded to a single bidder. The contract term extends through June 30, 2026, with potential for up to four additional one-year renewal extensions subject to funding availability. Eric Thompson, Chief Financial Officer, serves as the District Representative.

The District will evaluate bids based on cost, experience and expertise of the firm and key personnel, program offerings, and overall compliance with terms and conditions and scope of work requirements. While cost is a significant evaluation factor, the apparent low responsive and responsible bidder will be selected, with price not being the sole determining factor. Trade discounts awarded in the bid must remain firm throughout the entire contract period, and freight charges shall be FOB Destination. Bidders must include complete manufacturer's descriptive literature and may be required to submit a signed copy of any company contract or agreement for District consideration. The successful bidder must maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with worker's compensation insurance, and is responsible for employee screening, safety compliance, property protection, adequate workforce and equipment inventory, and employee training on contract requirements.
