LOCK TRAVEL TIME(hrs) CRANE TIME(hrs) COMPRESSOR(hrs) DOWNTIME(hrs) Up Down Dredging Snagging 1 2 7 10 2 0 2 7 4 10 2 0 3 4 6 30 2 1 4 6 5 30 2 0 5 5 - 0 2 0
TOTALS 24 22 80 10 1 10
This year’s project will include Locks #1 - #5 or less if directed. There is no guarantee of the number of hours. Payment will be made for actual hours worked.
3.6. BIDDING
Proposals should be presented with four (4) distinct prices. These are for travel, use of the crane, downtime, and air compressor and a grand total. Mobilization is already included at a fixed rate.
3.6.1. Travel
The contract unit price for travel represents that charge for the level of activity necessary for the towboat to move the plant from one point to another. Typically, a Coast Guard licensed Pilot, and one or more deck hands are necessary to facilitate this work. Examples are actual fleet movement through a lock and movement between locks. Travel time shall not be charged in addition to time charged for use of the crane. Time for travel shall be computed to the closest one-tenth hour.
3.6.2. Crane
The Contract unit price for crane use represents that charge for time when the crane is actually in use.
Typically, a crane operator and a spotter are necessary to perform this level of work. Examples of this activity are dredging and snagging. Time necessary to use the crane to set spuds shall also be permitted when it is not possible to properly moor the barge to the lock walls. When the crane is in use, the compensation rate for crane use shall represent total compensation for all portions of the contractor’s plant. Travel time shall not be paid for the same hours as billed for use of the crane. Time for crane use shall be computed to the closest one-tenth hour.
3.6.3. Downtime
The contract unit price for downtime represents that charge for the inability to dredge or travel due to weather or river conditions prohibiting such work due to safety concerns. Generally prohibitive conditions shall exist when the water level of the pool in which the Contract’s plant resides, exceeds five feet above the crest of the respective downstream dam. This does not cover downtime due to breakdown and repair of equipment. This charge recognizes that the CONTRACTOR will have personnel cost, even when no work or travel is done, providing security of the equipment. Typically, the CONTRACTOR may have security personnel on board. Downtime may not be charged in conjunction with any travel or crane time on that same day.
3.6.4. Air Compressor
The contract unit price for the air compressor represents the full compensation for the COMMONWEALTH’S use of the CONTRACTOR’S air compressor. There is no separate payment for the CONTRACTOR’S use of the air compressor to repair or maintain his plant, machinery or equipment. Payment is based on the hourly use, to the nearest one-tenth hour, at the contract unit price.
SECTION IV
SNAGGING
5.1. SCOPE
This work will involve the relocation of trees, logs or other debris identified by the AUTHORITY to facilitate the reestablishment of a safe navigational channel.
5.2. DISPOSAL
Trees, limbs and other debris that are to be relocated from within the river channel must be placed where they do not interfere with the safe navigation of the river. Removed trees are generally relocated to the nearest bank where they can be safely lodged in the tree line so as not to float back into the sailing channel during high water. Typical time per snag can range from simple grab and relocates (10 minutes) to 30 to 60 minutes if the snag still has an embedded root wad. Snags to be relocated will be at the direction of the Authority.
5.3. PAYMENT
The CONTRACTOR will be reimbursed for snagging done at the direction of the AUTHORITY according to the approved rates for crane use. The CONTRACTOR will be completely responsible for all damages incurred to his equipment during snagging.
SECTION V
DOWNTIME
3.1. SCOPE
The quote for downtime represents that charge for the inability to dredge or travel due to weather conditions prohibiting such work. This charge recognizes that:
1. Work on the river is unique and requires expensive specialized equipment.
2. Work on the river is subject to with unexpected or uncontrollable conditions that are beyond the control of the CONTRACTOR and the COMMONWEALTH and are not limited to particular seasons.
3. That production is dependent on river conditions.
4. This project has a limited scope and the CONTRACTOR can not readily commit his forces elsewhere (to limit his expense) if river conditions prevent further work and restrict his movement.
5. That all CONTRACTORS experienced in this type of work build these extra costs into their bids.
6. That it is not in the best interest of the COMMONWEALTH and the CONTRACTOR to have costs for delays due to river conditions built into the contract unit costs for those years for which no delay was encountered.
This charge recognizes that the CONTRACTOR will have personnel, fuel, and rental costs even when no work or travel is done.
3.2. PURPOSE
The purpose of downtime is to minimize the other costs that the CONTRACTOR will bid on this contract. It does this by limiting the uncertain uncontrollable costs that the CONTRACTOR is responsible for. It assures the CONTRACTOR will not have to build into his bid for dredging, extra costs that originate from sudden and prolonged river conditions that prevent further work. It identifies those uncertain and uncontrollable costs and assures him of some measure of compensation should they occur.
As an example, if the CONTRACTOR has experienced three (3) days of downtime previously (or feels that he should just build it into his bid for safety), he will not have to build into his bid for dredging, three (3) or more days of downtime. This is especially beneficial to the
COMMONWEALTH for those years for which there would be no downtime necessary.
3.3. LIMITATIONS
The CONTRACTOR may not charge for more than thirty (30) hours of downtime during the course of this work. The CONTRACTOR must notify and be approved by the AUTHORITY of his intent to claim a particular time for downtime. This prior approval is necessary to avoid excesses and abuse. Generally, the AUTHORITY shall approve downtime when the depth of the water in the pool occupied by the CONTRACTOR’S plant, exceeds five feet above the crest of the crest of the dam immediately downstream.
3.4. EXCLUSIONS
This does not cover downtime due to breakdown, repair, service or maintenance of equipment.
3.5. PAYMENT
Payment will be based on the contract fixed unit cost for downtime for each hour during which the CONTRACTOR is not able to dredge or travel due to weather or river conditions as approved by the AUTHORITY.
