About this file
The City of College Park Power Department has issued a technical specification (T(A)-10) for single-phase overhead distribution transformers, inviting bids for procurement of transformers with specific technical requirements. The specification covers single-phase, 60 Hertz, mineral-oil-filled, self-cooled distribution transformers in various kVA ratings for an overhead electric distribution system, with transformer sizes ranging from 5 to 500 kVA and voltage configurations including high voltage (7200/12470Y) and low voltage (120/240, 240/480, 277) options. Bidders must comply with detailed technical standards including ANSI specifications, and are required to provide comprehensive documentation such as outline drawings, total transformer weight, accessories location, and certified test reports.
The bid evaluation will be conducted using the Equivalent First Cost (EFC) method, with awards based on the lowest calculated EFC for each specific kVA, type, and voltage category. Vendors must quote losses as the guaranteed average of transformers in a specific order and size, with penalties for non-conforming transformers. The transformers come with an 18-month warranty from shipment or 12 months from installation, covering defects in material and workmanship. Packaging requirements include fastening transformers to skids or two-way entry disposable pallets, with specific dimensional clearance specifications. Delivery is FOB Destination, with a 24-hour advance notice required, and the delivery location is an unmanned facility requiring a call-ahead appointment.
