About this file

This specification sheet details portable toilet service requirements for Starved Rock State Park, a facility under the Illinois Department of Natural Resources. The vendor will provide up to 36 portable toilet units at five locations throughout the park, with a mix of standard and handicap-accessible units. Service frequency varies seasonally: twice weekly from May through mid-September, then once weekly from mid-September through April. The contract covers the fiscal year 2027 period and requires the vendor to begin work within a reasonable notice to proceed. Service dates are scheduled for Monday and/or Friday, with flexibility for holiday adjustments at the vendor's discretion. Winter months require inclusion of winterization costs in the bid, and the vendor must be prepared to remove or relocate units during flooding events and manage associated idle service costs.

The vendor must maintain compliance with all applicable OSHA regulations, local, county, state, and federal licensing requirements, and DNR specifications regarding site protection and environmental stewardship. The prime contractor is responsible for completing a minimum of 51 percent of the work and must protect all park structures, fixtures, and natural areas from damage, with responsibility for repairs of any collateral damage to properties. The vendor must coordinate all public and media communications through the DNR Project Manager and may face access restrictions with 24 hours' notice due to weather, biological conditions, or other site circumstances. The contract amount must not be exceeded without prior written authorization from the State, and the vendor shall provide all necessary expertise, equipment, materials, and labor to complete services within the specified timeframe while minimizing environmental impact.
