Summary of Downey Park Skate Area Renovation Project Manual and Specifications
This project manual and specifications document pertains to the Downey Park Skate Area Renovation project in Orange County, Florida, a capital improvement initiative involving the demolition of existing skate park equipment and construction of new concrete skating surfaces. The project, estimated at $514,000, encompasses Phase 1 (street skate area) as the base bid and Phase 2 (skate bowl) as an alternate bid, requiring site preparation including trenching and grading, drainage infrastructure installation with an SD inlet and 8-inch PVC piping, concrete paving construction, and landscape restoration with Argentine bahia grass. The work must be completed in two phases with substantial completion within 210 calendar days and final completion within 240 calendar days from the Official Notice to Proceed. Sealed bids are due electronically via the OpenGov e-Procurement Platform by April 2, 2026 at 4:00 PM EST, with a mandatory pre-bid meeting scheduled for March 9, 2026 at 1:00 PM and a non-mandatory site visit at 2:00 PM at 10107 Flowers Avenue, Orlando, Florida. Questions regarding the solicitation must be submitted by March 18, 2026 at 4:00 PM EST through the OpenGov question and answer module.
The County will award the contract to the lowest responsive and responsible bidder meeting specified qualifications, which include at least three similar projects completed within the last ten years and preference for contractors with documented skate bowl or similar skate park project experience within the last three years as prime contractor. Required documentation includes all applicable state and local licenses, E-Verify registration, and proof of insurance with a minimum of $1,000,000 commercial general liability coverage. A bid bond or alternative surety equal to at least 10 percent of the total estimated contract amount is required for offers exceeding $100,000, with the selected contractor obligated to execute a written contract within ten days and provide performance and payment bonds equal to the contract amount. Payment will be processed monthly based on the percentage of work completed with 10 percent retainage held until final completion, subject to Florida Statute 218 (Local Government Prompt Payment Act), with progress and final payments due within 20 business days of respective approval and completion certification. A Limited Geotechnical Exploration report dated August 23, 2019 identified shallow groundwater conditions at depths of 0.5 to 1.5 feet below existing grade, requiring wet pond design and potential grade raising. The contractor assumes full responsibility for temporary facilities, erosion control measures, site security with 6-foot chain link fencing, maintenance of traffic, and comprehensive final closeout documentation including record drawings, maintenance manuals, warranties, and an electronic DVD with project close-out information in PDF format with optical character recognition.

A. General: Employ skilled workmen to perform cutting and patching.
Proceed with cutting and patching at the earliest feasible time and complete without delay.
1. Cut existing construction to provide for installation of other components or performance of other construction activities and the subsequent fitting and patching required to restore surfaces to their original condition.
B. Cutting: Cut existing construction using methods least likely to damage elements to be retained or adjoining construction. Where possible review proposed procedures with the original installer; comply with the original installer’s recommendations.
1. In general, where cutting is required use hand or small power tools designed for sawing or grinding, not hammering and chopping. Cut holes and slots neatly to size required with minimum disturbance of adjacent surfaces. Temporarily cover openings when not in use.
2. To avoid marring existing finished surfaces, cut or drill from the exposed or finished side into concealed surfaces.
3. Cut through concrete and masonry using a cutting machine such as a Carborundum saw or diamond core drill.
4. Comply with requirements of applicable Sections of Division-2 where cutting and patching required excavating and backfilling.
5. By-pass utility services such as pipe or conduit, before cutting, where services are shown or required to be removed. Cap, valve or plug and seal the remaining portion of pipe or conduit to prevent entrance of moisture or other foreign matter after by-passing and cutting.
C. Patching: Patch with durable seams that are as invisible as possible.
Comply with specified tolerances.
1. Where feasible, inspect and test patched areas to demonstrate integrity of the installation.
01045-6
2. Restore exposed finishes of patched areas and extend finish restoration into retained adjoining construction in a manner that will eliminate evidence of patching and refinishing.
3. Where removal of walls or partitions extends one finished area into another, patch and repair floor and wall surfaces in the new space to provide an even surface of uniform color and appearance.
Remove existing floor and wall coverings and replace with new materials if necessary to achieve uniform color and appearance.
a. Where patching occurs in a smooth painted surfaces, extend final coat over entire unbroken surfaces containing the patch, after the patched area has received primer and second coat.
3.04 CLEANING
A. Thoroughly clean areas and spaces where cutting and patching is performed or used as access. Remove completely paint, mortar, oils, putty and items of similar nature. Thoroughly clean piping, conduit and similar features before painting or other finishing is applied. Restore damaged materials to their original condition.
