Amendment 0005 is hereby issued to revise the Price Evaluation List SPE8EH-16-R-0001 (Attachment 1) and provide further questions and answers submitted to date.

It should be noted that the Price Evaluation List now contains a total of 84 supply items and one (1) incidental service scenario. Offerors shall provide ceiling prices on a minimum of 90% of the supply items (or 75 supply items) on the Price Evaluation List, for the exact item specified and/or an acceptable alternate item and a price for the one (1) incidental service scenario.

Item 001 has been removed from the PEL.

Item 031 has been removed from the PEL.

Item 071 has been updated. The part number has been updated to 10126741 and the description has been updated to M7 RESPONDER AIR MASK BAG, BLACK.

Item 72 has been updated. The part number has been updated to GENERIC-FP-A-M7RH-D141MM2CDC0 and the description has been updated to GENERIC-FIRES PROGRAM M7 RESPONDER AIRMASK 4500 PSIG W/APR PAPR KIT, MEDIUM

MEDIUM.

Item 086 has been removed from the PEL.

Offerors are instructed to use the Microsoft Excel Spreadsheet titled “Attachment 1 - Price Evaluation List SPE8EH-16-R-0001-0005” to submit their price proposal.

Questions and Answers:

1.) In the event that an item appearing on the PEL is verified as not meeting Berry or BAA requirements, will it be counted as 'responsive' to meet 90% requirement of PEL items offered?

If an offeror identifies an item that can no longer be obtained from a compliant source or an item which is not Berry compliant (where applicable), it should be indicated in the offeror notes column on the spreadsheet.

In the event that an item is identified as being non-compliant, the offeror may provide pricing for an alternate item which is compliant.

2.) Referencing SOW 9d, will the Government please confirm contractors are to provide "burdened unit price" on packing slips? Will the Government be providing that information on all Delivery Orders?

Contractors must provide the burdened unit price on packing slips. The burdened unit price is simply the total unit price that the TLS Contractor offered for the delivery order inclusive of transportation (i.e. the price the TLS Contractor is therefore charging DLA) and the DLA Troop Support Cost Recovery Rate (CRR). The CRR is the percentage increase in price that the customer pays in order to cover DLA Troop Support's cost of doing business. When TLS Contractors win a delivery order during performance of the F&ESE TLS Program, the burdened price will be provided at the time of delivery order award.

3.) Please confirm Line 45 - R-411 E EDRAULICS RAM is for the attachment only.

PEL Item 045 is for the attachment only.

4.) Please confirm Lines 46 and 47 are for the cutters only and not the cutter packages that include charger and batteries.

PEL Items 046 and 047 are for the cutters only and not the cutter packages that include a charger and batteries.

5.) Where are SF1449 blocks 1 - 7 and 9 – 16?

These blocks are located on the SF1449, which is the first page of the solicitation. Additional information for block 9 is located on pages 3 - 4 under the section, "Continuation of Blocks from SF 1449."

6.) Solicitation Section II. PROPOSAL INSTRUCTIONS, FACTOR 1 – PAST PERFORMANCE provides instructions for developing past performance write-ups, however, there is no indication where these write-ups should be included. While there are instructions for addressing past performance in Readiness Planning, there is no guidance that we could find to indicate where Contract-specific past performance write-ups should be addressed. To ensure a level evaluation playing field, would the government clarify that bidders should include Past Performance write-ups in a separate volume or as part of an existing volume, with a separate page count?

Please see the Caution Notice, paragraph 12 and the Addendum to FAR 52.212-1. On pages 69 and 70 of the Solicitation, you will find Past Performance instructions. All Past Performance information shall be submitted in accordance with these instructions.
