Construction & Equipment is a unique supply chain supporting the war fighter on a large variety of items from fire extinguishers to fire trucks
C & E has several types of Acquisition Programs, which focus’s on the needs of the war fighter
Prime Vendor / Tailored Logistics Support Contracts are long term contract with a commercial distributor, original equipment manufacturer (OEM), or third party logistics provider for integrated logistics support that may include forecasting, inventory management, distribution, engineering support, technical services or other services to support customer needs and normally include performance metrics. The benefits of the PV and TLSP programs include brand name preference, competitive pricing, commercial warranties, and 24 customer support. The program has also resulted in reductions in lead-times and significant processing cost savings An example is the Fire & Emergency Services Program includes a wide range of equipment, incidental services and training in support of the “First Responders” and “Domestic Preparedness” groups
Long Term Contracts / Traditional – these are the traditional forms of contracting that focus’s on contracting direct with OEMs. The Heavy Equipment Program commonly referred to as HEPP allows customers to customize their purchases of items like Fire Trucks based on their needs. Also within the area of traditional support the C&E Lighting Team offers the full range of commercial lighting and a full catalog of portable and hand held lighting such as self generated lighting towers, tent lights, flash lights and drop lights.

“A distributor of a defined group of commercial products to customers in an assigned region or area of responsibility” Commercial items from a variety of manufacturers.
Commercial items are requisitioned by customers via electronic ordering systems.
The TLSP vendor fills, ships, and tracks the order through final acceptance.
Modeled after best commercial inventory practice Has enabled DLA to reduce inventory levels and holding costs while improving the responsiveness of the supply system to user needs.
Has given customers a wide selection of commercial items to meet their needs.

F&ESE TLS Program Overview The Fire & Emergency Services Equipment (F&ESE) TLS Program provides Worldwide Support.
Estimated dollar value (including options): $788 Million (5 years)
Maximum dollar value (including options): $985 Million (5 years)
Provide support by providing all fire and emergency services supplies, equipment, and related incidental services required by DLA customers worldwide to perform their missions utilizing a combination of commercial support capabilities.
Customers include the Department of Defense (DoD), federal agencies, and any other authorized customers located worldwide.

F&ESE TLS Program Overview Scope:
The contractor is to provide various types of fire and emergency services equipment and related incidental services under the proposed contracts including but not limited to: hoses, hose fittings, nozzles, tools, fire extinguishers and other extinguishing agents, rescue equipment, respiratory protective devices, regulators, uniforms, turn out gear, first response and search and rescue supplies, decontamination equipment, detection equipment, hazardous material (HAZMAT), communication equipment, training equipment, compressors, emergency egress and protective systems, pumps, and generators.

Solicitation Best Value Tradeoff Process:
Factor 1: Past Performance – Confidence Assessment Both relevancy and contractor performance will be evaluated to formulate a final past performance confidence assessment rating.
Factor 2: Technical Merit
Notes:
NOTE 1: Factor I is more important than Factor II.
NOTE 2: Under Factor I, both relevancy and contractor performance will be evaluated to formulate a final past performance confidence assessment rating. This overall rating is known as the Past Performance – Confidence Assessment.
NOTE 3: Factor II will be evaluated for technical merit and technical risk in accordance with the combined technical/risk rating methodology set forth in the DOD Source Selection Procedures.
NOTE 4: If any portion of the information required in a factor is not provided, the offeror’s rating for such a factor may be adversely affected.

Solicitation Price Evaluation List:
Solicitation will use a Price Evaluation List of 100 supply items and 1 incidental service scenario for evaluation purposes. The items listed on the Price Evaluation List have been determined by usage history from the current F&ESE TLSP.
Offerors are to provide F.O.B. Destination end unit prices for a minimum of 90% of the supply items on the Price Evaluation List. Additionally, offerors must price the incidental service scenario.
Offerors determined to be in a competitive range will undergo further price analysis.
WARFIGHTER SUPPORT ENHANCEMENT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Solicitation Alternate Items:
Offerors may submit alternate items for items listed on the Price Evaluation List.
Offerors shall furnish with its offer legible copies of all drawings, specifications, or other data necessary to clearly describe the characteristics and features of the alternate product being offered.
In addition, the offeror shall provide a cross reference list comparing the features and capabilities of the alternate item offered to the exact item listed on the Price Evaluation List sufficient to enable the Government to determine whether the offeror's product is equal to the product cited in the Price Evaluation List .
The Contracting Officer will make a determination on the acceptability of an alternate item. If an item is not accepted, it will not count toward an offeror’s 90% requirement.
NOTE: The offeror may submit pricing for an item on the Price Evaluation List as well as submit pricing for an alternate item.

Solicitation Pricing Strategy:
Pricing of all Price Evaluation List items and approved alternates will be determined fair and reasonable by the Contracting Officer prior to award.
The Price Evaluation List pricing for each awardee will serve as the respective ceiling price in the contract for the two (2) year base period and three one (1) year option periods.
Base Period and Option Year pricing will be requested as part of the price proposal.

Offerors will be able to see the low offer for each corresponding item (Low Offeror will remain Anonymous during Auction).

Post-Award Administration Post-Award Information Sessions will be held with all successful awardees.
DLA Troop Support is responsible for managing and administering contracts.
Performance Measurements Metrics:
Contractors must maintain a minimum of 95% line item fill rate (quantity delivered versus quantity ordered for a particular line item) Contractors must maintain a minimum of 90% on-time delivery fill rate (quantity delivered on-time versus quantity delivered) Contractors are required to quote on a minimum of 90% of RFQ’s.
Contractor Performance Assessment Reporting System (CPARS) Contract information shall be entered in CPARS and annual assessments input by the Contracting Officer.
Monitor Contract Performance DLA Troop Support shall conduct In-Process Reviews (IPR) with contractors at least once per year; IPRs may be conducted more often should the Head of the Contracting Activity (HCA) deem it necessary.

Post-Award Administration Contract Length:
The solicitation contains a two (2) year base and three (3) one (1) year option periods.
Ramp-up/transition time of 60 days is included in the two year base period.
Contracting Officer determines if exercising option is in the best interest of the Government.

Delivery Orders:
All delivery orders will be competed except as outlined in FAR 16.505(b)(2).
Awardee selected based on Best Value decision (LPTA, Tradeoff, other).
Selection criteria will be stated in the delivery order RFQ.
The Contracting Officer will make a fair and reasonable determination for every item requested prior to awarding each delivery order.
Reverse Auction may be utilized for delivery orders in accordance with DLAD 52.215-9033 .
