About this file

This document is a Justification for Other Than Full and Open Competition for the acquisition of two National Stock Number (NSN) video cameras, NSN 5836-01-686-3114 and NSN 5836-01-686-3116, used in the Enhanced Situational Awareness (ESA) system on the Amphibious Combat Vehicle (ACV).

The cameras, manufactured by DRS Network & Imaging Systems LLC, are the only known manufacturers of these source-controlled items that are proprietary to BAE Systems Land & Armaments L.P., the owner of the intellectual property. The total estimated dollar value of the base period and option quantity is $7,430,560. The solicitation will be synopsized and made publicly available on the System for Award Management (SAM.gov) website. A sources sought notice resulted in no responses, and market research confirmed DRS Network & Imaging Systems as the sole manufacturer. The justification cites the use of 41 U.S.C. 1901, Simplified Acquisition Procedures, as the statutory authority for the sole source procurement.

Justification For Other Than Full and Open Competition

1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain, is the contracting activity.

2. The action being approved is the ability to solicit for DLA requirements on an other than full and open competition basis.

3. Following are the supplies required to meet DLA’s needs:

4. The applicable statutory authority permitting other than full and open competition is 41 U.S.C.

1901, as implemented by FAR Part 13.501(a), Sole Source Acquisition.

5. The use of this authority is necessary because DRS Network & Imaging Systems LLC is the only known manufacturer of the two required Camera-Recording, Videos. Both camera sensor modules are manufactured to source-controlled drawings owned by BAE Systems Land & Armaments L.P. (Cage Code 80212) in which they have elected DRS Network as the

SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104 P a g e | 2 sole manufacturing source for both NSNs. BAE’s source-controlled drawing number is 4360221 for NSN 5836-01-686-3114 and 4360220 for NSN 5836-01-686-3116. BAE owns all intellectual property for both cameras.

The primary difference between the two cameras is the number of sensors and the field of view each one provides. The DVE UW contains one (1) sensor and outputs an image with a 114° x 98° field of view. The DVE Wide integrates three (3) infrared sensors, which output a stitched video of a 107° x 30° field of view. The DVE UW camera is a wide-angle lens which provides the driver and crew of the ACV a wide field of view and excellent close-in situational awareness and allows troops to deploy from the vehicle decisively. The DVE Wide camera receives, manages, and displays video from multiple external cameras on the vehicle. The driver can electronically pan through the 107° horizontal field of view allowing the driver the ability to see both sides of the road and aids the driver in clearly identifying any potential impediments to safe operation. The DVE Wide eliminates blind spots in the darkest, most obscured conditions, keeping drivers informed and safe. These two cameras are essential and critical because the cameras are the heart of the ESA System and provide combat support and the ACV operators with increased vision survivability and mobility.

Both camera modules are part of the Enhanced Situational Awareness (ESA) System manufactured by DRS Network & Imaging Systems. The ESA system contains one (1) Ultra- Wide sensor (DVE UW), one (1) Wide sensor (DVE Wide), and two (2) Ultra-Lite sensors (which are not included in this procurement). The ESA System was designed for the use on the BAE Amphibious Combat Vehicle (ACV). These cameras are mounted on the outside of the ACV to provide vehicle operators with enhanced situational awareness of their surroundings during combat. Each camera module works as part of the entire system, and each module contains proprietary technology that allows each one to interact together as one system. Using a camera module manufactured by a vendor other than DRS Network would prevent communication and interaction as one system between all camera modules as another vendor’s device would not contain the necessary technological data to do so. Therefore, there are no other alternate items for either NSN as DRS Network camera sensors, manufactured to BAE System’s source-controlled drawings, which contain proprietary intellectual property, are the only cameras that were designed specifically to be used with BAE Systems ACV.

6. In accordance with FAR 5.2, this acquisition will be synopsized in Contract Opportunities in the System for Award Management (SAM.gov) website and will be published on the DLA Internet Bid Board System (DIBBS). In addition, this justification will be made available for public inspection along with the solicitation, redacted as necessary, in accordance with FAR 5.102(a)(6).

7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on a favorable analysis of other than certified cost and pricing data.

8. A Sources Sought Notice was published on Contract Opportunities in the SAM.gov website on

January 9, 2024, with a closing date of February 8, 2024, and no responses were received.

Furthermore, market research was conducted with DRS Network & Imaging Systems, who is the sole approved manufacturer of these items. They provided a completed market research survey on November 30, 2023, which was sent to them on November 20, 2023. A market research survey was also sent to BAE Systems on November 20, 2023, who is the owner of the source-

They responded on November 29, 2023, but they did not provide any information and stated that they did not want to participate in the procurement. Market research was also conducted on various dates via the internet on DRS Network’s website; their website was used to gain more information on both camera systems. Finally, on June 11, 2024, a copy of DCMA’s Commercial Item Determination (completed on August 21, 2021) and DCMA’s Commercial and Technical Analysis (CTAR) for BAE Systems Land & Armaments LP was provided to the Contracting Officer for review and use for this procurement.

9. There are no other facts supporting the use of other than full and open competition.

10. BAE Systems, the owner of the source-controlled drawings for these items, does not want to participate in this procurement. DRS Network, who is the sole manufacturer of both NSNs, has expressed an interest in participating in this procurement.

11. DLA Troop Support will continue to perform market research prior to any future acquisitions for this requirement. In an effort to overcome barriers to competition, the solicitation for this requirement will contain DLAD Procurement Note M06, Evaluation of Offers for Part Numbered Items and L04, Offers for Part Numbered Items to encourage the submission of offers for alternate products. Any alternate offers received will be forwarded to the Product Specialist for evaluation.

12. As the contracting officer, I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
