About this file

This is a Statement of Work (SOW) for the Joint Light Tactical Vehicle Competitive Initiative (JLTVCI) program administered by the Defense Logistics Agency (DLA) Weapons Support under solicitation SPE7LX-25-R-0021.

The JLTVCI is a multiple-award indefinite-delivery/indefinite-quantity contract requiring contractors to supply spare parts and components for Joint Light Tactical Vehicles used by the Department of Defense and Federal Government. The contract encompasses a broad range of items across 33 Federal Supply Classes (FSCs), including vehicular components, engines, transmission parts, electrical systems, fasteners, and specialized equipment. Items are ordered through two procurement methods: Purchase Orders (POs) for competed actions and Rapid Ordering Catalog (ROC) for streamlined ordering. The contract period consists of a two-year base period with three optional one-year extensions, for a potential five-year term. All items within scope may be ordered throughout the performance period, with technical requirements, pricing, and delivery terms specified at the ordering level. Contractors must maintain a minimum 95% on-time delivery rate and meet Quote Rate Metrics requiring large businesses to respond to at least 65% of fair opportunity actions and small businesses to respond to at least 40% annually. Delivery is calculated in calendar days from order placement to designated locations in CONUS, Hawaii, Alaska, or Canada, with Time Definite Delivery standards ranging from 1 to 11 days depending on supplier responsibility point and category. Quality requirements include ANSI/ISO/ASQ Q9001 compliance, production acceptance testing, first article testing when required, and 100% quality compliance. Contractors must maintain current certifications including System for Award Management (SAM), U.S./Canada Joint Certification Program (JCP), DLA Enhanced Validation, and NIST SP 800-171 assessments. Small business contractors must maintain a minimum 40% subcontracting commitment, while other-than-small-business contractors must maintain 40% of total awarded order dollar value to small businesses and provide a Small Business Subcontracting Plan. The Government reserves the right to off-ramp underperforming contractors or conduct periodic open seasons to add new awardees to maintain competition and adequate supplier capacity.

1.2. Objectives

The primary objective of this contract is for a contractor to provide support for the JLTV family of vehicles, as support continues to transition to DLA.

The secondary objective of this contract is to make awards to a pool of highly rated Basic Contract Awardees, who have undergone non-price and price evaluation using the solicitation’s evaluation factors. The solicitation’s evaluation factors are discussed in the solicitation. Delivery Orders will be competed among the highly rated Basic Contract Awardees for either long-term contract or fixed quantity purchase orders, depending on the need for the item.

These contracts will begin with a two-year base period and have the potential of three

(3) one-year option year periods, culminating in a potential of five (5) possible contract years.

The items of supply and requirements will be specified at the ordering level. Items throughout the life of the contract may change from Stock Support to Customer Direct Support, or Customer Direct Support to Stock Support. The prices offered at time of proposal are applicable for all methods of support.

2.2. Delivery Order Competitions/Procurement Methods

The two methods of procurement the Government will be utilizing to conduct delivery order competitions as part of the JLTVCI are listed below in the sections of this SOW titled Competing Future Purchase Orders (Section 2.2.1).

JLTVCI Procurement Methods:

1. Purchase Order (PO)

2. Rapid Ordering Catalog (ROC)

Please note, to be eligible to compete in future Fair Opportunity Actions, the Basic Contract Awardee must comply with the Quote Rate Metric found in the section of this SOW titled METRICS.

The Government currently anticipates the majority procurement actions taken as part of the JLTVCI Successor Project will be under the Rapid Ordering Catalog (ROC).

All items on a Basic Contract Awardee’s Price Evaluation List (PEL) that are determined fair and reasonable will populate the Basic Contract Awardee’s ROC.

When orders are awarded at or below the simplified acquisition threshold (SAT), the Government may rely on current ROC pricing and delivery schedules for award

determinations, subject to modification based on evolving needs. Throughout the life of the contract and at the discretion of the contracting officer, items may be added to the ROC and the contracting officer will seek pricing and delivery terms from all Basic Contract Awardees. Additionally at the discretion of the contracting officer, updated pricing and delivery for existing ROC items may be requested from the Basic Contract Awardees. Basic Contract Awardees with existing ROC pricing and delivery terms may only submit better pricing and delivery terms, and all other Basic Contract Awardees may submit new pricing and delivery terms. Pricing determined to be fair and reasonable will be added to the Basic Contract Awardees’ ROC.

The Government reserves the right to issue individual, fixed-price Purchase Orders for one-time purchases. While the Government anticipates using these contracting methods less frequently than ROC awards, it may increase their use during the contract period at its discretion.

Solicitations/ Requests for Quote (RFQ)/ Fair Opportunity notices may contain multiple NSNs/items and/or JLTVCI Procurement Methods for administrative efficiency purposes at the Government’s discretion.

Unless otherwise noted in by the Government, for actions under the simplified acquisition threshold, delivery order award evaluations will be based on price and delivery in accordance with the terms in the fair opportunity notice/ RFQ. Since delivery is an evaluation factor, there may be an evaluation preference for offers of fewer delivery days than the number of delivery days requested by the Government.

The Government reserves the right to make awards to offerors quoting/offering a greater number of delivery days than requested.

For urgent actions of current and future items within the scope of the JLTVCI, the Contracting Officer may issue Solicitations/ Fair Opportunity notices/ RFQs with as little as a twenty-four (24) hour (or less) response period for offers. The Basic Contract Awardee is required to provide a response by the end of the response period to be considered for award.

Solicitations/ Requests for Quote/ Fair opportunity notices/ RFQs may be solicited using any of the following methods:

2.2.1. Competing Future Purchase Orders

Purchase Orders (PO)

A competed purchase order is a request for a specific quantity of an item, potentially including fixed-quantity options, with delivery required within the timeframe specified in the purchase order.

Orders Exceeding the Simplified Acquisition Threshold: For purchase orders above the simplified acquisition threshold, the Request for Quote (RFQ)/solicitation will be issued to all Basic Contract Awardees for competitive bidding, unless the delivery order is set-aside for small business.

Split Awards: The government reserves the right to split awarded purchase orders between two competing Basic Contract Awardees.

DLA Procurement Process: A Purchase Request initiates the procurement process by outlining a requirement for DLA execution. The DLA contracting team will review the requirement and prepare the Fair Opportunity Notice/RFQ.

Orders under the Simplified Acquisition Threshold for items not priced in the ROC: RFQ’s for these items will be issued to all Basic Contract Awardees for competitive bidding, unless the delivery order is set-aside for small business.

Once the Government determines that there is a requirement, the Contracting Officer shall provide a fair notice of the intent to make a purchase, including a clear description of the supplies to be delivered or the services to be performed and the basis upon which the selection will be made to all contractors offering the required supplies or services under the multiple-award contract; and afford all contractors responding to the notice a fair opportunity to submit an offer and have that offer fairly considered. The information to be included in the Fair opportunity notices/ RFQs and may include the following:

b. A clear description of the supplies/item to be delivered including quantity, or services to be performed per order. The quantity for items purchased per order may be increased by a percentage (%) to allow for quantity downward adjustments. Any adjustments will be explained in the RFQ. The Fair Opportunity Announcement/RFQ may also request quantity range pricing, at the discretion of the Government.

c. An outline of the evaluation procedures that will be used in making the award decision, including but not limited to price only, full trade-off, or Lowest Price Technically Acceptable (LPTA) procedures.

d. The anticipated order window.

e. For definite quantity awards (without options), the applicable Basic Contract Awardee’s ROC pricing and delivery terms may be evaluated for award at the discretion of the Government.

An order may be manual or electronic at the Government’s discretion.

Once a purchase order awardee is selected, the Government may not issue orders immediately, and may delay the order until accounting information is received.

Rapid Ordering Catalog (ROC)

The Government may add, delete or update items on the ROC during the period of performance. The ROC will include pricing and delivery information from competing Basic Contract Awardees. When a Fair Business Opportunity is issued to add pricing to the ROC of a Basic Contract Awardee, all other Basic Contract Awardees will be solicited. The Contracting Officer will:

a. Identify items to be added to the ROC and the Contracting Officer will make a scope determination for each item prior to issuing an RFQ. Period of performance for items added to the ROC may be up to 5 years or the remaining life of the contract.

Once an item is determined within scope, the Contracting Officer may conduct market research or issue a Fair Business Opportunity/RFQ to all Basic Contract Awardees. The RFQ will have a clear description of the supplies/item to be delivered including quantity (quantity range pricing may also be requested at the discretion of the Government), or services to be performed per order.

make an award decision.

If a quote is technically acceptable and the price is determined fair and reasonable by the Contracting Officer, the Contracting Officer will add the item to the Basic Contract Awardee’s ROC and the ROC pricing and delivery may also be placed in the DLA automated system to enable future orders in a streamlined manner by DLA or any other delegated ordering office. The Basic Contract Awardee will be notified when an item is added to its ROC.

The Government may accept ROC pricing and delivery terms from more than 1 Basic Contract Awardee per item. Orders placed against ROC pricing may be manual or electronic at the Government’s discretion.

Individual Delivery Order awards for a specific item based on ROC pricing and delivery terms may be made to more than one Basic Contract Awardee throughout the life of the contract based upon the Government’s evolving needs, and/or changes to ROC pricing and delivery terms.

Prices within the ROC may be utilized for expedited ordering by DLA Weapons Systems or any other delegated ordering office.

For requirements under the simplified acquisition threshold, all Basic Contract Awardees were afforded an opportunity to submit pricing and delivery under its ROC. Consequently, the Contracting Officer may elect not to contact each Basic Contract Awardee and may utilize the information provided in the ROC to select a delivery order awardee as permitted by FAR 16.5.

2.3. EDI

Order placement will be by Electronic Data Interchange (EDI) transmissions in accordance with ANSI X12 Standards through a registered Value-Added Network (VAN). Issuance of an EDI transmission or email notification from the Contracting Officer constitutes a binding order. Manual Delivery Orders may be issued for items requiring first article testing, Government-furnished tooling, or for other special or unique requirements or as determined necessary by the Government. The Contractor is required to commence performance upon receipt of a binding order.

In general, the process will work as follows:

The Government customer will submit requisitions, requisition follow-ups and requisition cancellations to DLA Weapons Support. The customer requirements will then be forwarded to the Contractor via a Delivery Order issued from the Government’s computer/electronic system that will be formatting (translating) the Government requisitions into the appropriate EDI transaction set. The priority code and Required Delivery Date (RDD) will be identified on each individual delivery order. The Contractor has successfully filled a customer direct delivery of a CONUS demand when, after receipt of a delivery order, the Contractor has delivered the items to the designated customer location within the Government requirement delivery set forth at the order level. The Contractor has successfully filled a customer direct delivery of an OCONUS/FMS demand when, after receipt of a delivery order, the Contractor has delivered the items to the designated Containerization Consolidation Point (CCP), for those items not part of the FDT program. Delivery locations will be included on each delivery or purchase order. All shipments by contractors will be to CONUS, Hawaii, Alaska, or Canada. Partial deliveries are allowed but shall not constitute compliance with the delivery requirement.

2.4. Technical Data Package (TDP) Receipt Instructions

TDPs will be accessible through cFolders. SAFE TDPs access: Email the completed and signed NDA, along with a copy of your company's CAGE verification in the System for Award Management (SAM) to DLA.Land.and.Maritime.Non-Disclosures@dla.mil cFolders: Companies must have access to cFolders to obtain the TDPs. A complete SAR consists of eligible copies of all drawings, specifications, standards, or other data necessary to describe clearly the characteristics and features of the Alternate Product proposed or recommended. The SARs submitted shall be in accordance with the requirements of the Source Approval Handbook(s) published by the applicable Military Service's ESA. Contact the Alternate Offer Monitor at DSCCAO-SAR@DLA.MIL for a copy of the handbook.

2.7.2. If the Alternate Product proposed or recommended by the Contractor was previously furnished to the Government or was otherwise previously evaluated and approved but has not been entered into the PID, the Contractor shall provide the contract and/or solicitation number under which the product was furnished or approved. If the product was furnished or was evaluated and approved by an Activity other than DLA Weapons Support, the Contractor shall furnish the name of the Activity and shall provide all pertinent documentation relating to the submission and approval.

2.7.3. Any proposed Alternate Product which represents a "reverse engineered" Exact Product may be considered for evaluation, provided the Contractor furnishes a complete TDP related to both the Exact Product and the Alternate Product resulting from the reverse engineering effort. The Contractor shall provide documentation reflecting samples which manifest the markings of the manufacturer or other entity whose Exact Product is identified in the PID, as well as documentation as to the number of samples that were examined, the process/logic used in the reverse engineering process, and all raw data, including, but not limited to, measurements, lab reports, and test results, used in the preparation of the TDP for the reverse engineered item. The Contractor shall also provide evidence that there shall be no degradation of fit, form, function, and/or interchangeability/interface, and that life cycle and reliability analyses have been performed with positive results.

2.7.4. Regardless of the method by which the Contractor supports the recommended Alternate Product, the Contracting Officer may consider only those recommended products that will result in sufficient cost savings.

Generally, Alternate Products may not be considered if the cost of evaluation will exceed the potential for savings. Included in the assessment will be the cost to evaluate at DLA Weapons Support and the cost to evaluate at the

ESA.

2.7.5. The Contractor will be notified as soon as practicable after receipt of an Alternate offer if the Alternate Product is acceptable.
