ADVANCED MICROCIRCUIT EMULATION (AME) ENRICHMENT PROGRAM
1.0 BACKGROUND: This statement of work (SOW) contains the tasking for the Advanced
Microcircuit Emulation (AME) Enrichment Program. Specifically, the SOW provides for the maintenance of existing AME form, fit, and function (FFF) reverse engineering and Emulation technology, the development of additional AME Emulation technology. It also provides a limited part on demand capability for AME developmental technology through Delivery Orders.
Each Delivery Order will be separately funded and issued by the Contracting Officer. The existing AME technology was developed under SP0700-97-C-0051, the Advanced Microcircuit
Emulation Program, SP0700-02-D-1301, the Advanced Microcircuit Emulation Validation, and
SPM7MX-08-D-4002, the AME Implementation Program previously awarded to SRI
International (or its predecessor organizations). The work performed under the AME
Enrichment Program shall provide capability to maintain, enhance, and demonstrate Emulation technology for end Customers including DLA Land and Maritime (the Federal Stock Class
(FSC) 5962 Inventory Control Point (ICP)) and the broader DoD Community. AME developed capabilities in the following categories: Advanced Digital Devices, Microprocessors and
Microcontrollers, Memory, Hybrid Devices, Linear/Analog Devices, and Assemblies
(Engineering Services employing AME technology). The additional developed capability shall be demonstrated, proven, and implemented through high quality form, fit, and function (FFF)
Emulations of appropriate devices. The contractor shall deliver all product produced under this contract, wafers (final metalized or not), parts of wafers, die, prototype parts, qualified parts, packages, etcetera. The design library and fabrication processes are also deliverable under this contract. A goal of this effort shall be to transfer each AME technology to a limited production status as quickly as practicable with the goal of achieving rapid transition to production status.
Fine detail goals shall be delineated in the annual Contract Management Plan.
2.0 SPECIFICATIONS:

3.0 SCOPE: This SOW describes tasks for maintenance of AME technology in the paragraphs under section 3.1 and describes tasks for technology development and demonstration in the paragraphs under section 3.2. This SOW provides provisions for Delivery Orders to meet the
AME Customers' requirements in the paragraphs under section 3.3. Contract management and general reporting requirements are elucidated in the paragraphs under section 3.4.
3.1 MAINTENANCE OF AME TECHNOLOGY:
The Contractor shall maintain the elements of the existing AME Technology. The maintenance shall include the AME design library, completed designs, arrays, fabrication processes, package and test capability, design capability, in-house test capability, customer design interface, and quality implementation.

3.1.1 DESIGN TECHNOLOGY: The contractor shall generate complete design library and design outputs (at all levels, including all required models and software macros).
3.1.1.1 DESIGN LIBRARY: The contractor shall maintain the design library developed under the AME contracts SP0700-97-C-0051, SP0700-02-D-1381, and SPM7MX-08-D-4002. This shall include, but is not limited to, cells, arrays, and existing designs. Any new designs or additional design elements compatible with or components of the existing AME Design Library shall also be maintained as specified.
3.1.1.2 DESIGN SYSTEM: The contractor shall maintain the design tools/design suite required to operate and design with the AME Design Library.
3.1.1.3 DESIGN MODELS: The contractor shall maintain the design simulation models required for the AME Design Library.
3.1.1.4 EXTERNAL AME ENRICHMENT DESIGN CENTERS: The contractor shall provide the AME Enrichment Design Library to COTR designated organizations. The contractor shall also provide engineering support and consultation for the library to designated organizations.
3.1.2 PROCESS TECHNOLOGY: The contractor shall maintain and exercise the capability to fabricate good base wafers for the AME developed technologies. The contractor shall document the entire fabrication process and deliver as specified. These wafers shall be verified for suitability via Wafer Acceptance Testing or other mutually agreed methods.
3.1.3 TEST TECHNOLOGY: The contractor shall maintain the required in-house and access to certified external test capability to perform wafer probe, model generation data, individual device testing, and production quality test functions. The contractor shall also maintain the capability to characterize AME class devices suitable to detail a complete Emulation design specification.
Test data shall be preserved as required under the requirements of the quality program and the
Customers' requirements.
3.1.3.1 ASIC CHARACTERIZATION: The contractor shall maintain the capability to extract schematic data from unknown AME caliber Integrated Circuits (ICs). This capability shall be available to establish performance requirements, verify authenticity, and detect tampering in ICs.
3.1.4 PACKAGING INTERFACE: The contractor shall maintain the necessary interface and certified capability to have AME class microcircuits packaged in the requisite military and customer required quality levels. The contractor shall maintain the required capability and employ the DLA mandated / specified device tracking / authentication / verification markings.
3.1.5 QUALITY IMPLEMENTATION: The contractor shall maintain the quality certifications developed under contract SP0700-97-C-0051, SP0700-02-D-1381 and SPM7MX-08-D-4002.
This effort shall include maintaining the Technology Review Board as required by MIL-PRF-

38535. The effort shall be documented as required in MIL-PRF-38535 or other applicable specification.
3.1.6 DEMONSTRATION DEVICES: The contractor shall produce demonstration devices in the various categories of AME technology to verify their continuing capability to successfully design, fabricate, package, and test AME class microcircuits.
3.1.7 EFFICIENCY IMPLEMENTATION: The contractor shall analyze the work flows, processes, and procedures employed in the AME technology. The contractor shall implement approved improvements to reduce cycle time, administrative lead time, reduce costs, and augment the breadth of technology coverage / capability.
3.1.8 TRANSITION TO PRODUCTION CONFIGURATION: The contractor shall convert developmental AME technologies to a limited production status suitable for consistent and reliable ordering under the Delivery Order section of this SOW. The transition of technology to a part on demand capability will be used by the Government as a measure of success of the AME
Enrichment Program.
3.2 DEVELOPMENT OF ADDITIONAL AME TECHNOLOGY: This section details the tasking for extending the AME capability. It describes efforts in design, fabrication, packaging, test areas. It also defines effort for the implementation of a quality system on these additional capabilities. The contractor shall perform the following tasks to the extent specified in the
Contract Management Plan (see 3.4.2.3).
3.2.1 PROCESS DEVELOPMENT: The contractor shall develop and implement the necessary fabrication processes to provide additional generic FFF emulation capabilities in the six categories. These processes shall be documented, delivered without restriction, and ultimately incorporated into the appropriate quality process flows and documentation.
3.2.2 ARRAY DEVELOPMENT: The contractor shall design, characterize, and implement new arrays and/or core design technology necessary for additional capability in the six AME
Enrichment categories; advanced digital, microprocessor/microcontroller, memory, analog, hybrids, and engineering services related to implementation of AME technologies. These elements shall be documented and delivered without restriction. These elements shall be incorporated into the Quality Program as appropriate.
3.2.3 DESIGN LIBRARY: The contractor shall design, characterize, and implement necessary devices, cells, macrocells, and other components necessary to populate the developed arrays and other core design elements. The design library elements shall be documented and delivered without restriction. The Emulation design flows shall be generated and incorporated into the
Quality Program and documentation.

3.2.3.1 DEMONSTRATION DESIGNS: The contractor shall design and implement demonstration FFF designs to demonstrate the Design System's viability. These designs shall be included in the AME Design Library and delivered as specified.
3.2.3.2 ASIC INTEGRATION: The contractor shall develop and/or build upon existing methodology(ies)/products to aid in the re-specification and design of Application Specific
Integrated Circuits and other custom microcircuits. This methodology(ies) shall be compatible with the existing AME ASIC characterization approach unless approved otherwise. This methodology(ies) shall be documented and delivered without restriction. The ASIC methodology shall be incorporated into the Quality Program as appropriate.
3.2.3.3 DESIGN MODELS: The contractor shall generate and implement design models that accurately reflect the actual performance of the design elements in the AME Enrichment Design
System. These models shall be verified against actual silicon implementation of their elements.
3.2.4 FABRICATION: The contractor shall fabricate Emulation devices for the six categories.
These devices shall serve as proof of concept vehicles, be utilized to populate design libraries, and exercise/maintain proficiency in the developed capability.
3.2.5 PACKAGE: The contractor shall package Emulated devices in high quality FFF packages.
The package flow(s) shall be incorporated into the Quality Program as appropriate.
3.2.6 TEST: The contractor shall test all AME Emulated devices to ensure a full FFF compliance and/or customer specification conformance. The test procedures generated shall ultimately be incorporated into the appropriate Quality Program. Test data shall be deliverable as required in compliance with the Quality Program and the customers' requirements.
3.2.7 QUALITY PROGRAM: The contractor shall incorporate each developed capability into an internal Quality Program. The Quality Program for microcircuits shall be based on MIL-PRF-
38535. For other classes of devices the appropriate quality standard/guide shall be implemented.
All necessary Quality Program documentation shall be generated and maintained. The contractor shall maintain Trusted Foundry certification as required, in accordance with the
Trusted Access Program Office’s specifications.
3.3 DELIVERY ORDER EFFORT: This section provides for the ordering of AME parts in a developmental or limited production classification. The Contracting Officer will delineate the requirements for each order. The Contracting Officer may also place Delivery Orders for additional AME Enrichment technology development or engineering services related to utilization of AME Enrichment technology. Each order will be managed and reported separately from the core maintenance and development tasks under the AME Enrichment Program. Each delivery order will delineate the order's technical requirements or device specifications, as applicable.

3.3.1 DESIGN:
3.3.1.1 The contractor shall design and develop process control patterns to characterize the process parameters as specified in the Delivery Order.
3.3.1.2 The contractor shall design, characterize, and implement necessary devices, cells, macrocells, and other components necessary to populate the developed arrays and other new arrays as specified in the Delivery Order.
3.3.1.3 The contractor shall design and implement demonstration FFF designs to satisfy the requirements of the Delivery Order.
3.3.1.4 The contractor shall include new designs and/or design elements in the AME Design
Library and deliver as specified in the Delivery Order.
3.3.1.5 The contractor shall design new AME Enrichment arrays to meet the requirements of the
Delivery Order.
3.3.1.6 The contractor shall perform AME design using the base arrays and design components developed for the arrays in accordance with the requirements of the Delivery Order.
3.3.2 FABRICATION:
3.3.2.1 The contractor shall fabricate arrays in accordance with the requirements specified in the
Delivery Order.
3.3.2.2. The contractor shall fabricate AME Enrichment devices in accordance with the requirements specified in the Delivery Order.
3.3.3 PROCESS DEVELOPMENT: The contractor shall conduct process development in accordance with the Delivery Order.
3.3.4 PACKAGING: The contractor shall package parts in accordance with the terms of the
Delivery Order.
3.3.5 TEST:
3.3.5.1 The contractor shall perform the non-recurring engineering required to characterize microcircuits. This shall include, but is not limited to, both undocumented parameters and typical performance as specified in the Delivery Order.
3.3.5.2 The contractor shall determine and verify unknown circuit schematics in accordance with the requirements specified in the Delivery Order.
3.3.5.3 The contractor shall perform wafer probe, prototype test, and/or final test in accordance with the requirements specified in the Delivery Order.

3.3.5.4 The contractor shall generate Test Plans and/or Test Procedures in accordance with the requirements specified in the Delivery Order.
3.3.6 QUALITY:
3.3.6.1 The contractor shall qualify AME Enrichment devices in accordance with the Delivery
Order.
3.3.6.2 The contractor shall incorporate AME Enrichment Technology flows and processes into the Quality Program as specified in the Delivery Order.
3.3.7 DATA: The contractor shall generate AME Enrichment data as specified in the Delivery
Order.
3.3.8 DEVICE RE-SPECIFICATION: The contractor shall enhance and advance the capability to derive physical, logical, and hardware descriptions for underspecified and/or unspecified microcircuits as specified in the Delivery Order.
3.3.9 ENGINEERING SERVICES: The contractor shall perform engineering services necessary to utilize the AME technologies in the customers' systems as specified in the Delivery Order.
3.3.10 AME ENRICHMENT ASSEMBLIES: The contractor shall perform the necessary engineering, design, test, and fabrication to incorporate AME Enrichment technology into
Customers’ assemblies as specified in the Delivery Order.
3.3.11 EFFICIENCY IMPLEMENTATION: The contractor shall analyze the work flows, processes, and procedures employed in the AME technology. The contractor shall implement approved improvements to reduce cycle time, administrative lead time, reduce costs, and augment the breadth of technology coverage / capability as specified in the Delivery Order.
3.4 GENERAL REQUIREMENTS
3.4.1 MANAGEMENT: Any proposed changes in Key Personnel shall be submitted in writing
(with full resume) to the Contracting Officer for consideration no later than 30 days prior to the proposed date of personnel change. It is recongnized that personnel resigning (or being terminated) may not provide an opportunity for 30 days notice as a matter of timing. The contractor shall provide equivalent skillset personnel when replacing key personnel as soon as possible. The resume for the replacement shall for forwarded as soon as the potential hiree is made an offer to enable the Government to verify the replacement skillset. All other Key
Personnel changes must be approved by the Contracting Officer in writing prior to the change of personnel. A listing (accompanied by full resumes) of all Key Personnel performing under the
AME Program shall be provided to the Contracting Officer upon initiation of the contract. The contractor shall assign a Technical Manager (minimum of 2/3 time, herewith designated as a Key
Person) to the AME Enrichment Program. He/she shall be responsible for direct technical

For Official Use Only communication with the Contacting Officer's Technical Representative (COTR), AME
Enrichment Program Manager, and any other Contracting Officer designated Government personnel. Due to the highly skilled technical nature of the AME Enrichment Program's tasking, all technical personnel possessing Bachelor's degrees and above shall be designated as Key
Personnel
3.4.1.1 DELIVERY ORDER MANAGEMENT: In addition to the requirements in paragraph
3.4.1, the contractor shall maintain close contact with the end customer Point Of Contact designated in Delivery Orders.
3.4.2 REPORTS:
3.4.2.1 COST, SCHEDULE, STATUS REPORT: The contractor shall generate C/SSRs. The
C/SSR shall be in accordance with the work breakdown structure shown in the approved
Contract Management Plan (CMP) or as contained in Delivery Orders for special tasks.
Thresholds for reporting variances are plus or minus 10% of Budgeted Cost for Work Scheduled
(BCWS) and plus or minus 1% of Budget at Completion (BAC). For specific requirements governing data deliverables, submissions will be used by the Government to determine progress on the contract. The contractor's cost management system shall be capable of generating accurate and timely data. Information derived from that system shall be used in order to meet the reporting requirements of the C/SSR.
3.4.2.2 MONTHLY TECHNICAL REPORT: Costs shall be tracked for individual Emulation devices and reported in the Monthly Technical Report. This data will be used for tracking and measurement of objective achievement.
3.4.2.3 ANNUAL CONTRACT MANAGEMENT PLAN: The contractor shall generate an annual Contract Management Plan. The Annual Contract Management Plan shall delineate the major thrusts and emphasis areas within the SOW for the given contract year. In the event of a conflict otherwise, the SOW and CDRLs take precedence over the CMP. The CMP shall include a description of progress to be attained at the end of the each contract year. The goal shall be in terms of a definite, verifiable, condition or quantity. Progress toward attainment of this goal and achievement of the CMP's milestones will be a major factor in the Government's decision to continue funding. Detailed task responsibilities and their associated Key Personnel shall be explicitly identified. The contractor shall include their Work Breakdown Structure (WBS) to three (3) levels. All tasks shall be cross referenced to the contractor's WBS. Detailed milestones shall be prepared for major tasks. Budgetary allocations for each task shall be included. The
CMP shall include a description of progress to be attained at the end of the one year base period.
The goal shall be in terms of a definite, verifiable, condition or quantity.
3.4.3 CONFERENCES, SYMPOSIA, MEETINGS, AND BRIEFINGS: The contractor shall provide appropriate personnel for Program Reviews, outreach to potential AME Enrichment users, presentations at conferences and symposia, and other appropriate forums. Prior to being

For Official Use Only released or presented, all presentations and material shall be submitted (in a timely manner) to the COTR and Program Manager for technical review.
3.4.4 IN-PROCESS REVIEWS: The contractor shall prepare for and conduct In-Process
Reviews quarterly. These reviews shall be in depth, covering technical, managerial, and fiscal issues. The reviews shall clearly elucidate technical progress to goals, technical effort consumed in reaching those goals when compared to budgeted fiscal resources, milestones achieved, and any critical issues.
3.4.5 ANNUAL CONTRACT BRIEFING (ACB): The contractor shall conduct ACBs. The ACB provides a description of progress and performance during the preceding year. Location, agenda, and content shall be delineated by the COTR and Program Manager in advance of the ACB.

3.4.6 OUTREACH: To instill confidence in the AME Enrichment Technology, the contractor shall make its AME Enrichment design, fabrication, test, and related facilities available for tours by customers, potential customers, and other Government designated interested parties without regard to their security clearance level. The contractor shall actively support and participate in outreach activities to potential Customers in the broader DoD community, including organic and commercial. The contractor shall support analyses of Customers’ Bills of Material and related data. The contractor shall support working groups and standing groups as appropriate.
