1. The following Amendment 0001 is issued to change the following in the solicitation:
On pages 7 & 8 of solicitation: “Initial Delivery Date” for Items 0001 and 0002 is changed from “November 10, 2025” to “TBD.” This Amendment reflects the change.
2. This Amendment also provides answers to the questions below regarding the solicitation:
Question 1: In our JCCS account some documents are about to expire and some are already expired, since we got approved by the JCCS the uploading option has been locked. The question is do we have to upload the updated documents and if the answer is yes, how can we get the permission for the upload option without affecting our approval status?
Answer 1: If your JCCS account is registered, approved, and you’ve been granted access to installations until a future date that exceeds the deadline date for the proposal, you do not have to take action or worry about updating JCCS documents that recently expired until 6 months prior to your expiration date. At that time (6 months prior to expiration), you should be updating your documents and resubmitting for approval again.
Question 2: The solicitation got published on Dec 5, 2025, but it says that the initial delivery date is Nov 10, 2025 which is prior to the solicitation release date, please confirm the initial delivery date?
Answer 2: Pages 7 & 8 of solicitation: “Initial Delivery Date” for Items 0001 and 0002 is changed from “November 10, 2025” to “TBD.” This Amendment reflects the change.
Question 3: In RFP SPE605-26-R-0203 Section B.4 Item 0001 and 0002 you mentioned Special Access Required-Yes. Can you please explain?
Answer 3: Please make reference to the “Additional Delivery Notes” for Item 0001 and 0002 and each one states the following:
In order to access EDSC – delivery cannot come through EAB if the drivers do not have Yellow or Blue badges. They must access the base from the Western Gate, coming directly from Erbil. Any additional Special Access requirements will be provided by the customer once the contract is awarded.
Question 4: The Price in the Letter of Commitment should be the Total Price or the Differential Price only?
Answer 4: It should be the total price for each product in the solicitation. The Price sheet explains this information. The total offer price includes the BRF + the Differential = Total Offer Price.
Question 5: In the Offeror Representations and Certifications point G. FAR 52.204-26 (Oct 2020) Covered Telecommunication Equipment or Services Representations, we couldn't find this point but we found a similar one in PAGE 64 DFAR 252.204-7016 (Dec 2019) will this be OK? Please advise.
Answer 5: Yes. You have to submit a completed FAR 52.204-26 with your indicated selection since it’s only provided by reference in the solicitation. You must also complete the DFAR Clause 252.204-7016 (Dec 2019).
Question 6: In the SF1449 First Page Field 17.a There is a code and facility code, in the code section we put our NCAGE Code (SKV29) what should we put in the Facility Code section?
For your information we do the whole operation from the same location.
Answer 6: Here is the purpose of the “Facility Code” box on the SF-1449:
• Facility Code - If it is known that all the work covered by the order is to be performed at an address different from the address represented by the Vendor's code, and any contract administration function will be required at that facility, enter in the facility code block the organizational entity code for that facility.
Use the above based purpose to determine what should go into the “Facility Code” box. Otherwise, leave it blank.
Question 7: In the Attachment 2 Letter of Commitment Instruction Line Item 1 Certificate of Quality for product being offered (Supplier Letters of Commitment only).
Does that mean that we should provide a Certificate of Quality or just committing to provide the certificate of quality when delivering the product?
Answer 7: You should provide a certificate of quality for both products “recent within past 3-months of RFP…” of proposal” with your offer/proposal as required by the solicitation, and should the contract be awarded to you, you would provide a certificate of quality for each subsequent delivery. Additionally, you have to provide Letters of Commitments as required in the solicitation read Special Notes section iv.; section
v. and section vi. Also, please see FAR 52.212-2 (Page 75 of 83) Evaluation FACTORs which include each offeror will be evaluated.
Question 8: Is it necessary for my company and my local partner to form a Joint Venture on SAM for this bid?
Answer 8: A joint venture is a business decision made by your company with another. The Government does not advise on whether or not you should do this. To be awarded a U.S. Government contract all vendors offering or providing a proposal must be registered in SAM as stated in the solicitation. If working with another contractor, one contractor will be the Prime and the other will be the subcontractor.
Question 9: Is there a preferred or pre-approved list of supply sources for MUM and SFD compliant with the DLA specifications?
(Refer to supply capability requirements, Section I(d)(v).)
Answer 9: There is no preferred or pre-approved list of supply sources that the U.S. Government has, however, you must comply with all the DLA Specifications identified in the Solicitation in Section I(d) - Special Notes.
Question 10: Can we submit multiple supply sources as long as all Certificates of Quality meet EN 590 and MUM specifications, or must we designate a single primary source at time of proposal?
(Ref: Source Restriction rules, Section E-0006.)
Answer 10: You can submit multiple supply sources. Each must be identified per the solicitation in Attachment 3 – Fuel Source Data Sheet and you must have all source letters of commitments as outlined in the solicitation Section I, Special Notes section, page 3 of 83 and on page 75 of 83, Section M – FAR 52.212-2
– Evaluation.
Question 11: If our fuel is sourced from multiple terminals, do we need separate COQs for each terminal location?
Answer 11: Yes.
Question 12: If our storage capacity is distributed across multiple leased tanks, can we combine capacities to meet the requirement?
(Ref: Section I(d)(vi).)
Answer 12: You can combine as you decide in your business plan but the fuel must always meet DLA specifications when delivered.
Question 13: Does DLA require pre-inspection of storage tanks before award or only before first delivery?
Answer 13: DLA does not require pre-inspection of storage tanks before award or before first delivery.
Question 14: Are photos and GPS coordinates sufficient for storage facility documentation, or is a site visit required pre-award?
Answer 14: As is stated in the solicitation, Section I, (v)(a) “Detailed description and a map or chart of the offeror’s supply chain, from vendor source to final
Question 15: Under Section (k) TABLE there is a reference in column "VII" to "Maximum payable under this contract..." "See paragraph (f) above" Of the 22 "(f)" paragraphs in the solicitation, none of them reference "Maximum payable." Which page and paragraph should we search for to understand the "Maximum payable"?
Answer 15: This is a Requirement type contract. Quantities are estimated on the solicitation to make award.
Total fuel quantity can change based on the needs of the customer. Awardee’s payment will be based on the delivery orders executed (meaning quantities delivered and accepted by the Government). Your total offer price should include the base reference price + differential (your expenses plus your profit) = Total Offer Price as requested in Attachment 1 – Price Data Sheet.
Question 16: Should proposals be submitted to those individuals stated on RFP page 3 section I General Information Regarding Request for Proposal paragraph b. AND to DLA-ENERGY-PCA@DLA.MIL as stated on RFP page 73 L-0001: L2.11-4 E-MAIL PROPOSALS (DLA ENERGY OCT 2010)?
Questions 16: Submit proposals only to the individuals identified in the proposal on RFP Page 3.
Question 17: Reference RFP page 4 paragraph viii “Provide the CAGE Code and JCCS number for the prime contractor (i.e. the Offeror). The Offeror’s JCCS account information SHALL be current, accurate and complete…” and paragraph e. “All prime contractors SHALL register in the Joint contingency contracting System (JCCS)..” and “A complete vendor submission for the prime contractor in JCCS includes…” and page 44 C-JTSCC 5152.225-5916 MANDATORY ELIGIBILITY FOR INSTALLATION ACCESS (OCT 2015) “To be eligible for installation access, Contractors and subcontractors at all tiers are required to register for installation access in Joint Contingency Contracting System (JCCS)…” mailto:DLA-ENERGY-PCA@DLA.MIL o Can the government please clarify if it is sufficient for only the Prime to be registered in JCCS and include all proposed subcontractors for this opportunity under the required questionnaire or if the Prime should have our subcontractor(s) also register individually in JCCS? If subcontractors are required to register individually would the information required be the same as the Prime? Are our subcontractor’s subcontractors (second tier) also required to register individually in JCCS with the same required information or is it sufficient for our subcontractor to list them under their questionnaire?
Answer 17: Registration in JCCS is required of the Prime contractor ONLY. Subcontractors are NOT required at this time to register in JCCS.
Question 18: Reference RFP L-0002: L54 SITE VISIT (DLA ENERGY OCT 1992).
o Please advise the government Point of Contact information for coordinating a Site Visit prior to the Solicitation due date.
