About this file

This is Amendment 0001 to Solicitation SPE60526R0200, issued by DLA Energy (Post, Camps, and Stations) on February 27, 2026. The amendment extends the offer submission deadline from the original date to March 31, 2026, at 12:00 hours local time, Fort Belvoir VA, with offers to be submitted via the Offer Entry Tool (OET). The solicitation involves fuel supply for United Kingdom operations, specifically three product lines: SFD (Platts ULSD 10ppmS CIF NWE), KS1 (Platts Jet CIF NWE), and ULG (Platts Gasoline 10ppmS CIF NWE). Pricing is indexed to Platts benchmarks with base reference prices established on September 29, 2025 ($2.265303, $2.223525, and $2.167858 respectively), and offerors must submit all-inclusive final per-gallon prices that include contractor differential, transportation, and all associated costs. This is a requirements-type contract with delivery quantities dependent on customer consumption rates and ordered through DD Form 1155 via the DLA Internet Bid Broad System (DIBBS).

The amendment incorporates FAR 52.216-2 (Economic Price Adjustment-Standard Supplies), FAR 52.215-1 (Instructions to Offerors), and five DFARS clauses related to VAT exclusion, customs duty relief, and import duty relief for United Kingdom operations. The amendment also provides responses to 13 vendor questions addressing Platts pricing benchmarks, price composition requirements, contract type, VAT and fuel duty exemptions under Status of Forces Agreement (SOFA) provisions, delivery procedures and locations per the Schedule of Supplies-Delivery Points in Attachment A, subcontracting restrictions, and general ordering procedures. Contractors are not required to sign the amendment and return copies to the issuing office.

SPE60526R0200 - 0001

Amendment 0001 is issued to Solicitation No. SPE60526R0200 to extend the offer submission date. Your offer must be submitted in the Offer Entry Tool (OET) by not later than March 31, 2026, 1200 hours local time, Fort Belvoir VA.

Amendment 0001 updates FAR 52.212-2(c)(1), and incorporates by reference DFARS Clauses, and provides responses to vendor questions.

1.FAR 52.216-2 ECONOMIC PRICE ADJUSTMENT-STANDARD SUPPLIES (NOV 2021)

(a) The Contractor warrants that the unit price stated in the Schedule in the Solicitation schedule for [offeror insert Schedule line-item number] is not in excess of the Contractor’s applicable established price in effect on the contract date for like quantities of the same item. The term "unit price" excludes any part of the price directly resulting from requirements for preservation, packaging, or packing beyond standard commercial practice. The term "established price" means a price that-

(1) Is an established catalog or market price for a commercial product sold in substantial quantities to the general public; and

(2) Is the net price after applying any standard trade discounts offered by the Contractor.

(b) The Contractor shall promptly notify the Contracting Officer of the amount and effective date of each decrease in any applicable established price. Each corresponding contract unit price shall be decreased by the same percentage that the established price is decreased. The decrease shall apply to those items delivered on and after the effective date of the decrease in the Contractor’s established price, and this contract shall be modified accordingly.

(c) If the Contractor’s applicable established price is increased after the contract date, the corresponding contract unit price shall be increased, upon the Contractor’s written request to the Contracting Officer, by the same percentage that the established price is increased, and the contract shall be modified accordingly, subject to the following limitations:

(1) The aggregate of the increases in any contract unit price under this clause shall not exceed 400% percent of the original contract unit price.

(2) The increased contract unit price shall be effective-

(i) On the effective date of the increase in the applicable established price if the Contracting Officer receives the Contractor’s written request within 10 days thereafter; or

(ii) If the written request is received later, on the date the Contracting Officer receives the request.

(3) The increased contract unit price shall not apply to quantities scheduled under the contract for delivery before the effective date of the increased contract unit price, unless failure to deliver before that date results from causes beyond the control and without the fault or negligence of the Contractor, within the meaning of the Default clause.

(4) No modification increasing a contract unit price shall be executed under this paragraph (c) until the Contracting Officer verifies the increase in the applicable established price.

(5) Within 30 days after receipt of the Contractor’s written request, the Contracting Officer may cancel, without liability to either party, any undelivered portion of the contract items affected by the requested increase.

(d) During the time allowed for the cancellation provided for in paragraph (c)(5) of this clause, and thereafter if there is no cancellation, the Contractor shall continue deliveries according to the contract delivery schedule, and the Government shall pay for such deliveries at the contract unit price, increased to the extent provided by paragraph

(c) of this clause.

2.FAR 52.215-1 Instructions to Offerors—Competitive Acquisition.

3.The following DFARS Clauses are hereby incorporated by reference:

DFARS 252.229-7006 Value Added Tax Exclusion (United Kingdom) Dec 2011 DFARS 252.229-7007 Verification of United States Receipt of Goods Jun 1997 DFARS252.229-7008 Relief from Import Duty (United Kingdom) Dec 2011 DFARS 252.229-7009 Relief from Customs Duty and Value Added Tax on Fuel (Passenger Vehicles) (United Kingdom) Jun 1997 DFARS 252.229-7010 Relief from Customs Duty on Fuel (United Kingdom) Jun 1997

4.The following responses are provided to vendor questions received:

Question #1: Platts Pricing Reference During the session it was mentioned that pricing will be based on a Platts index. Could the Government please confirm the specific Platts benchmark that should be used as the reference for calculating offer prices? (e.g., Platts Northwest Europe, CIF NWE, or other applicable Platts index).

RESPONSE:

SFD - Platts ULSD 10ppmS CIF NWE Basis UK Cargo AAVBH00 Daily Conversion Factor MT to gallons = Divide by 315.3 Base Reference Price on September 29, 2025 = $2.265303

KS1 - Platts Jet CIF NWE Cargo PJAAU00 Daily Conversion Factor MT to gallons = Divide by 328.42 Base Reference Price on September 29, 2025 = $2.223525

ULG - Platts Gasoline 10ppmS CIF NWE Cargo AAXFQ00 Daily Conversion Factor MT to gallons = Divide by 355.42 Base Reference Price on September 29, 2025 = $2.167858

SPE60526R0200 - 0001

Question #2: Offer Price Composition My understanding is that the per-gallon offer price entered into the Offer Entry Tool (OET) must represent the fully delivered price and include the applicable Platts index, contractor differential, transportation, and all associated costs. Could you please confirm that this interpretation is correct?

RESPONSE: The price entered in OET must be your all-inclusive final price.

Question #3: I understand the gallon quantities listed in the price sheet represent the estimated total quantities over the entire contract term, and that actual ordering quantities may vary. Please confirm if this is correct.

RESPONSE: Customer orders are based on the Quantity Ordered found in the DD FORM 1155 generated through the DLA Internet Bid Broad System (DIBBS).

Questions #4: Since the deliveries will occur within the United Kingdom, could the Government please confirm whether fuel supplied under this contract will qualify for VAT and/or fuel duty exemption under the applicable Status of Forces Agreement (SOFA) provisions?

RESPONSE: See the applicable DFARS clause. Fuel supplied under contract to visiting forces in the United Kingdom may qualify for VAT and/or fuel duty exemption under the applicable Status of Forces Agreement (SOFA) provisions.

Question #5: See the applicable DFARS clause. Are deliveries of fuel under this program likely to be exempt from UK tax (VAT and excise duty)? If so, what is the precise basis for exemption (SOFA, other agreement)?

RESPONSE: See the applicable DFARS clause. Fuel supplied under contract to visiting forces in the United Kingdom may qualify for VAT and/or fuel duty exemption under the applicable Status of Forces Agreement (SOFA) provisions.

Question #6: Do you have details of the procedure which vendors will need to follow to ensure fuel can be supplied free of these taxes?

RESPONSE: DLA does not provide the steps to follow. This is the responsibility of the offeror to determine the steps.

Question #7: How long has a DLA ground fuels solicitation been established in the UK?

RESPONSE: Unknown Question #8: What is the timing of solicitation (publish date, closing date)?

RESPONSE: Refer to RFP SPE60526R0200 FINAL, page 2, for this information.

Question #9: What delivery options exist at the key high volume locations (including any special arrangements which vendors need to consider)?

RESPONSE: The delivery schedule is in accordance with the Solicitation SCHEDULE OF SUPPLIES-DELIVERY POINTS, see Attachment A - Line-Item Narrative.

Question #10: What are the typical arrangements for requesting and scheduling individual deliveries during the period of the contract?

RESPONSE: Refer to RFP SPE60526R0200 FINAL, for this ordering and the period of performance.

Question #11: What arrangements are in place to allow a vendor to exclude such taxed?

RESPONSE: Refer to the applicable DFARS Clauses in the solicitation.

Question #12: Will primes be able to team/partner with companies that specialize in these services?

RESPONSE: Any resultant contract is with the Contractor and the US Government. The offeror represents that it will not subcontract with a company in the performance of the contract that is excluded from doing business with the US Government.

Question #13: What is the frequency of deliveries and the quantities required by the customer under each Line Item.

RESPONSE: This is a requirements type contract. It depends on the customer’s consumption rate.
