About this file

This document is an Amendment (0001) to a federal solicitation (SPE605-25-R-0224) issued by the Defense Logistics Agency - Energy. The amendment provides clarifications to three key questions from potential offerors regarding the solicitation. First, it confirms that JCCS registration covers US Central Command and US African Command areas, which includes Uzbekistan and other Central Asian countries. Second, it reaffirms DLA Energy's requirement for proposals to include primary and alternative supply chains with fuel sources, transportation companies, storage companies, and laboratories. Third, the amendment explicitly prohibits using Russian-sourced fuel, rejecting a requested waiver for the U.S. Embassy in Tashkent, Uzbekistan.

The amendment requires offerors to acknowledge and submit a signed Amendment 0001 no later than October 7, 2025, at 3:00 PM local time (Ft. Belvoir, VA), with submission to be sent to Contract Specialist Suttom Beshir and Contracting Officer Augustus Patterson via their respective email addresses. The solicitation's effective date is September 22, 2025, and all other terms and conditions remain unchanged. The document emphasizes compliance with specific geographic and sourcing requirements for the fuel supply chain.

1. The following Amendment 0001 is issued to provide answers to the questions below regarding the solicitation:

Question 1 – As per the website, a registration under JCCS only covers locations in Middle East, Africa, and Europe. Since Uzbekistan is not located within these areas, please reconfirm if JCCS registration is required under this solicitation?

Answer 1 – JCCS covers all the US Central Command (CENTCOM) and US African Command (USAFRICOM) Area of Responsibility (AOR). CENTCOM AOR includes countries in the Middle East, Central Asia, and Egypt. The most common and accepted definition of Central Asia includes the former Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Egypt is the only African country that falls under CENTCOM. All other African counties fall under USAFRICOM.

Question 2 – Please reconfirm our understanding that DLA requests for a primary and alternative supply chain consisting of a fuel source company, transportation company, storage company and laboratory under each supply chain.

Answer 2 – DLA Energy request all the above for all proposals. The “Special Evaluation Notes” explains the requirements for primary and alternative supply chains, fuel sources, transportation and storage companies, and laboratories.

Question 3 – Under DFARS 252.225-7054 point (b) of the solicitation, we respectfully request consideration for a waiver to supply Russian-sourced fuel to the U.S. Embassy in Tashkent, Uzbekistan, under the current solicitation. Uzbekistan’s landlocked position and lack of seaport access mean its fuel supply chain depends mainly on overland imports from neighboring countries.

Limited infrastructure and regional constraints make non-Russian sourcing costly and slow. As a result, Russian-sourced fuel remains the most practical and reliable option for local partners and remains the nature of the market in Uzbekistan.

Answer 3 – A waiver to allow fuel from a Russian source will NOT be granted. All offerors are prohibited from using Russia as a fuel source for this requirement.

2. Please acknowledge and submit a signed Amendment 0001 with your proposal No Later Than (NLT) October 7, 2025, at 3:00 PM local time (Ft. Belvoir, VA) to Contract Specialist Suttom Beshir at Suttom.Beshir@dle.mil and Contracting Officer Augustus Patterson at Augustus.Patterson@dla.mil.

3. All terms and conditions under the solicitation remain unchanged.
