About this file

This amendment modifies solicitation SPE60524Q0289 for direct delivery fuel for DF2. The amendment extends the quote due date to January 26, 2024 and removes the requirement to source fuel from outside of Southern Iraq. Vendors must submit pricing for all contract line items, which include delivery of diesel fuel to meet ASTM D975 Grade No. 2-D S5000 specifications to multiple DoD locations in Southern Iraq on an unscheduled basis. The award will be made on an all-or-none basis to the lowest priced technically acceptable vendor with an active JCCS registration number.

Amendment 0001 to

SPE605-24-Q-0289

The solicitation is amended as follows:

1. The due date for quotes is being extended to Friday, January 26, 2024, at 12:00PM Eastern Time (Fort Belvoir, VA)

2. Paragraph 1 of the Description of Requirements, is being revised by removing the reference to contract clause B-0001

B1.05. The revise paragraph reads as follows:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5, as supplemented by additional information included in this notice. This acquisition is unrestricted. This announcement constitutes the only solicitation and additional information will not be provided.

Proposals are requested under Request for Quotations (RFQ) SPE605-24-Q-0291for items listed on SECTION B –

SUPPLIES/SERVICES AND PRICES/COSTS.

3. Contract clause B1.05 SUPPLIES TO BE FURNISHED (OVERSEAS PC&S) (ALASKA/HAWAII) (DLA ENERGY JAN

2012) is being removed in its entirety.

4. Following are the answers to some of the questions received in response to the RFQ:

Questions Answers 1 Is it recommended to structure our pricing based on Platts for DF2/MUM?

1 We cannot recommend how vendors should to structure their pricing.

2 Should the procurement of gasoline and DF2 exclusive to OPDC be sourced solely from the designated location, or is it permissible to consider alternatives, such as obtaining these products from Kurdistan?

2 All fuel to be delivered to Southern Iraq must be sourced from OPDC refineries. Fuel products cannot be sourced from locations outside Southern Iraq.

3 For the solicitation process, could you provide guidance on the necessary documentation? Are there templates available, and could you specify which attachments, apart from prices and COQ, should be included?

3 Vendors are required to submit COA/COQ's for the fuel, pricing and provide the JCCS ID.

4 In the solicitation process, is it feasible for a single company to be awarded only one CLIN (Contract Line Item Number), or is it customary for one company to secure all CLINs associated with the procurement?

4 The award will be made on an "all or none" basis. All offeror must submit pricing for all CLINs list on the RFQ, to be considered for award.

5 How the delivery is planned for the Quantities mentioned. The frequency and the quantity for each lot.

5 Quantities and delivery dates are determined by the customer at the delivery locations, and are coordinated through the DLA Middle East Office. Multiple deliveries may be required.

6 Documents required for the truck drivers and others for granting base access.

6 All requirements for gaining base access will be provided at the time of award.

7 We are eager to participate in the current opportunity for Diesel Fuel (DF2) acquisition as announced by DLA Energy on SAM.gov. However, we understand the requirement for vendors to be fully registered and approved in the JCCS, along with the necessity to include the JCCS registration number with our offer.

7 The requirements for JCCS are listed in the Specific Instruction of the solicitation.

8 Given the urgent nature of this requirement and the short seven-day window for proposal submission, we seek your assistance in expediting the review of our JCCS application. This will enable us to determine our eligibility to provide a quote for this critical requirement.

8 The requirements for JCCS are listed in the Specific Instruction of the solicitation.

Amendment 0001 to

SPE605-24-Q-0289

9 May you please send me the solicitation form (if any) to complete the Company name and other details?

9 Vendors are required to submit COA/COQ's for the fuel, pricing and provide their JCCS ID.

10 Diesel fuel delivered to Southern Iraq shall meet the specification requirement as detailed in ASTM D975 Grade No. 2-D S500. Does the US Government mean DF2 S5000, as 2-D S500 is not available in Iraq or under import?

10 The requirement is for S5000 per section (b)(1) of

QAP C16.18.2.
