About this file

This amendment to a solicitation provides answers to questions from potential offerors regarding fuel requirements for the Republic of Korea. The Defense Logistics Agency Energy seeks to procure approximately 71 million gallons of petroleum fuel products over five years for delivery to locations within the Republic of Korea. Offerors must acknowledge receipt of this amendment by March 24, 2021 and submit pricing through the Online e-Tool system, along with any necessary registration documentation. The amendment clarifies that full DIBBS registration is not required by the due date so long as a request for access has been made.

Amendment 0002 is hereby issued to address questions and answers.

QUESTION: I just want to make sure that the unit of Quantity Requested in Escalator (Attachment B) is 'L(Liter)'.

ANSWER: The unit of Quantity Requested in Escalator (Attachment B) is in US gallons.

QUESTION: I read that the question-and-answer period is due February 22, 2021 4:00p.m. Eastern Daylight Time (EDT) Ft.

Belvoir, VA local time, and wanted to check if this is correct. By the time I read the solicitation in South Korea, it was already after the period due to the time difference.

ANSWER: Amendment 0001 was issued to correct the question-and-answer period; questions will be received and answered until March 8th, 2021 4:00 p.m. Eastern Daylight Time (EDT) Ft. Belvoir, VA local time.

QUESTION: In addition, I believe you require all the offerors to be registered on DIBBS. However, we were just advised from the DIBBS that the physical address verification step may take more than 30 days for foreign countries since they have to wait the postcard with pin number. We were wondering if you would require all the offerors to be completely registered by the due date of the proposal or would allow offerors to register before the start date of the contract.

ANSWER: Regarding DIBBS, we need you to provide an email or documentation that you have requested access when you submit your proposal, but you don’t need have to access until the contract is awarded.

QUESTION: We made a OET account to input offer. But corresponding Solicitation item (SPE605-21-R-0209) does not exist on the list at OET website.

ANSWER: Complete the data under the ‘My Account’ Tab on the top right of the screen once you are logged in. The steps in Attachment E (attached) will assist.

QUESTION: According to the published date (Attachment +A THE SCHEDULE), total quantity of fuel is estimated approximately 71,322,694 gallons. It is increased about 7% Compared to total quantity of 2016 (66,618,718 gallon). But the actual demand of fuel is being decreased because of the using of LPG gas as far as we know. Is this estimated total quantity possible occurrence?

ANSWER: This a is two-part answer. With one part being the demand planning forecast and one supply planner adjustments.

Demand Planning - The enriched forecast is generated monthly based on corrected history, statistical modeling based on usage, and customer and/or demand planner inputs. That said, I went and double checked the enriched forecast for 1.8V Aug 2021 through July 2026. The forecast generated in January 2021 for the delivery period noted was 30,802,6002 usg, February 2021 was 26,584,312 usg, and March 2021 was 26,912,393 usg. The generated forecasts are close and represent a fairly consistent pattern.

The Delta between the enriched forecast and the 71,322,694 usg on the solicitation has to be quantity added by supply planning. Usually, supply planning adds quantities based on customer provided quantity for expected usage by material.

QUESTION: Except the submit of price offer on OET, Is there any document that we have to submit? If there is, please indicate where can we find the list of documents to be submitted and how can we submit.

ANSWER: The Offer Submission Package, Attachment C (attached) provides information on what needs to be submitted. To upload via OET, select the ‘Bid Package Documents’ Tab and upload attachments.

QUESTION: Do you accept Contractor Teaming Arrangement (CTA) for this contract? For example, can more than one company offer together with CTA agreement?

ANSWER: The government’s general policy regarding teaming arrangements is set forth in FAR 9.603:

The Government will recognize the integrity and validity of contractor team arrangements; provided, the arrangements are identified, and company relationships are fully disclosed in an offer or, for arrangements entered into after submission of an offer, before the arrangement becomes effective. The Government will not normally require or encourage the dissolution of contractor team arrangements.

Of course, this policy does not prevent the Government from determining the responsibility of the prime contractor or holding the prime contractor fully responsible for contract performance, regardless of any team arrangement between the prime contractor and its subcontractors. FAR 9.604(b), (e).

QUESTION: We are not yet registered in DIBBS, however we believe it will take longer than the due date of the offer.

Would you be extending the due date if you consider that DIBBS registration cannot be done within the current deadline?

ANSWER: You don’t need have to access until contract awarded, as long as it’s provided in an email or documentation that access has been requested and it’s provided with your proposal.

QUESTION: We would like to ask about the previous contract information, such as the current contractor or the current PWS of this solicitation / contract. Could you provide the previous/current contract for the same performance?

ANSWER: This information can found in the Contract Information System (CIS) at https://www.dla.mil/Energy/Business/ ContractInformationSystem/. Through this website you can access information about previous/current contracts and prices as well as specific locations.

QUESTION: What is the availability of new bidding in 2021?

ANSWER: This solicitation is open until March 24th, 2021, 3:00 PM eastern standard time (est) Fort Belvoir, VA, Local Time. If you decide to submit an offer it needs to be submitted by this March 24th, 2021, 3:00 PM est.

QUESTION: Availability of bidding if RFI (Requests For Invitation) is not received and returned

ANSWER: The RFI was a Request for Information; no documentation needed to be returned to submit an offer for this solicitation.

QUESTION: From where does the fuel need to be delivered? The Attachment A only states the delivery address. We need to know the point of departure to estimate the price.

RESPONSE: Within the line item narrative under Tank Location provides the building number where the tank is located at the delivery address provided.

QUESTION: Does the contractor ONLY deliver the fuel? Or does the contractor require buying the fuel as well as delivering it?

RESPONSE: This is FOB Destination – Contractor is required to obtain and deliver fuel IAW the solicitation/contract terms and conditions.

QUESTION: Is the unit of Tank Capacity also UG6?

RESPONSE: Yes, both line item quantity and tank capacity is in US Gallons.

QUESTION: Do you have any data that helps us to estimate the distance between each troop of regions?

RESPONSE: It’s up to the contractor to determine the transportation cost from obtaining the fuel and complete delivery of fuel to the necessary location/tank.

QUESTION: Is Quantity Requested from Attachment B based on 1 year? or whole contract period (5 years)?

RESPONSE: The quantity for each line item is the best Government estimate for the 5 year contract period

QUESTION: Since there is not enough data on the solicitation, it takes too much time to estimate the price. Would you please extend the due about two weeks from the original due?

RESPONSE: Unfortunately, at this time we are unable to extend the solicitation closing date.

QUESTION: Please provide us specification about supply fuel.

ANSWER: See attachment B in solicitation package.
