Amendment 4 to SPE60518R0216 Questions and Answers

1. Question: Is a facilities clearance required to have access to the delivery site?

Answer: At this time, there are no facility clearance required to access the delivery site.

2. Question: Will DLA issue a DD-245 “Contract Security Classification Specification”, and require a cleared unarmed escort onto the site to escort the driver and or will the driver be required to be US National (USN)?

Answer: At this time, the government has no need to issue a Contract Security Classification Specifications for this requirement, and there is no requirement for a clear unarmed escort to access the delivery site.

3. Question: Where the diesel fuel will be utilized. (i.e. generators, machineries etc.)?

Answer: How the fuel is being used has no bearing on this solicitation. All offerors must prove they can supply SFD that meet or exceed the specifications outlined in the solicitation.

4. Question: What is the capacity of the tank in the fuel storage apparatus in Har Keren, and is it possible to fill it by one delivery per week (assuming fuel consumption of 6,600 USG per week, as said in page 3 of the solicitation documents)?

Answer: There are four (4) above ground tanks with a capacity of 6,604 gallons per tank. This should allow for one delivery per week.

5. Question: We would like to emphasize that in Israel, the reference Pllatt's product prices are not determined on the average assessments of all days during the previous month (as written in the solicitation documents). In Israel the reference Platt's prices are based on five (5) quotations for 10ppm ULSD published by Platt's European Markets Scan under the heading CIF Med Genova/Lavera (Platt's code AAWYZOO). The reference Platts prices are determined as the average assessments of five (5) days immediately preceding the last two (2) Israeli working days of the previous month.

Therefore, we would appreciate it if you change the solicitation terms and determine the reference price according to the Israeli calculation method.

Answer: All offerors should reference the provision M3.01 — EVALUATION OF

OFFERS WHERE UNCOMMON ESCALATORS ARE USED (DLA ENERGY JAN

1998) listed in the solicitation when proposing a different escalator or a different method for determining the escalated price.

6. Question: Please specify the required documents to submit to the tender.

Answer: The offeror is required to review the solicitation to determine the documents necessary to prove they understand the requirement and can supply SFD fuel that meet or exceed the fuel specification, delivery this fuel to the location and at the various quantities listed in the solicitation.

7. Question: How is the base reference price determined - Table K, column VI (In Israel practiced a different method that determined the base price)?

Answer: The base reference price is calculated by taking the monthly average for the previous month. This price is the base price for the entire month. So for June 1, 2018, the price is calculated by taking the average price for May 2018. To calculate this price, the high and low prices are added together then divided by 2. This price is divided by the conversion factor (315.17 gallon/metric ton) to convert the price to USD per gallons.
