About this file
This is a Sources Sought Synopsis for a potential federal fuel supply contract. DLA Energy is seeking to identify capable vendors for supplying Diesel Fuel, 10 PPM SULFUR (SFD) with National Stock Number 9140-01-556-9156 in an estimated quantity of 1,050,000 US gallons to support Israel Posts, Camps and Stations under Purchase Program 1.6F (Solicitation Number SPE605-26-RFI-1015-ISRAEL). The requirement falls under NAICS code 324110 (Petroleum Refineries) and PSC Group 91 (Fuels, Lubricants, Oils, and Waxes).
Interested vendors must submit capability statements by August 13, 2026 at 9:00am EST to the three listed DLA Energy contacts, including refinery location(s), Certificate of Analysis/Certificate of Quality documentation for the specified fuel type, a detailed transportation plan, and letters from proposed suppliers. Vendors should note that this is a planning document and does not constitute a formal request for proposal. However, should a formal solicitation be issued, award eligibility will require active registration in System for Award Management (SAM.gov), a Unique Identification Code, a Commercial/NCAGE Code, and full registration and approval in the Joint Contingency Contracting System (JCCS) at the time of proposal submission; failure to achieve full JCCS registration and approval will result in non-responsiveness and ineligibility for award. Vendors are strongly encouraged to begin the JCCS registration process immediately due to its time-intensive nature.
