About this file

This is a Request for Information (RFI) and Sources Sought Synopsis issued by the Defense Logistics Agency (DLA) Energy on June 23, 2026, for ground fuel supply capabilities in Kuwait.

DLA Energy is conducting market research to identify vendors capable of supplying diesel fuel and unleaded gasoline to support operations at Kuwait International Airport, Al Farwaniyah, and Ali Al Salem Air Base. The requirement consists of four fuel types with the following estimated annual quantities: Diesel Fuel (SFD) at 576,000 gallons monthly (NSN 9140-01-556-9156), Mid-Unleaded Gasoline (MUM) at 60,000 gallons annually (NSN 9130-01-272-0983), Diesel Fuel (DF2) at 3,500,000 gallons annually (NSN 9140-00-286-5294), and Regular Unleaded Gasoline at 1,200,000 gallons annually (NSN 9130-00-148-7103). Responses are due by July 1, 2026, at 11:00 a.m. EST. Interested parties must submit capability statements addressing company information, technical capability and experience, current certificates of analysis or quality for each fuel type, detailed transportation plans identifying delivery methods available in Kuwait, supplier confirmation letters, DBIDS access evidence, VAT exemption processes, and Kuwait licensing and operational requirements. The RFI explicitly states this is for planning purposes only and does not constitute a commitment to contract. Should DLA Energy issue a formal solicitation, vendors must be registered and active in the System for Award Management (SAM) and fully registered and approved in the Joint Contingency Contracting System (JCCS) at the time of proposal submission, with failure to do so resulting in non-responsiveness and ineligibility for award.
