About this file
This document is an amendment to a solicitation for direct supply of natural gas to various DoD and Federal Civilian installations in the West region. The amendment revises the economic price adjustment ceiling limit from 8,000 percent to 4,000 percent. It also revises line item details such as natural gas sourcing locations and local distribution company assignments. Preferential Backbone Transportation Service bidding rights are assigned to the contracted natural gas supplier. The amendment additionally provides clarification that transportation assistance is limited to tariff and rate filings affecting price or operating service. The Defense Logistics Agency Energy issued solicitation SPE604-23-R-0402 with a performance period from October 1, 2023 to September 30, 2025 for an estimated quantity of 24,498,697 dekatherms of natural gas to locations in Arizona, California, Nevada, New Mexico, Utah, and Washington. Offers are due by April 13, 2023 and questions by March 28, 2023 via the specified email.

1. The economic price adjustment ceiling limit expressed in contract text B700, Economic Price Adjustment – Market Price and Transportation (Natural Gas) (DLA Energy Jan 2023) paragraph (c)(5)(i) is revised from 8,000 percent to 4,000 percent.
2. The following revisions are incorporated into Attachment IV, Schedule Pages as indicated below:
a. The Line Item 0016 Local Distribution Company on the summary chart is revised from SoCal Gas (Core/CAT Accounts) to SoCal Gas (Non-Core Accounts) for those locations behind SoCal.
b. The following notes are added to Line Items 0002 and 0003:
Note #1: Natural Gas is sourced from SUMAS and the inter/intrastate pipeline fuel loss is passed through as a separate item on the invoice; LDC fuel loss is passed through on the invoice.
Note #2: The contractor shall obtain natural gas supply at the NW Pipeline Corp./Canadian Border (Sumas) index location. LDC fuel loss and Interstate/Intrastate pipeline fuel loss on Northwest Pipeline, Inc. pipeline, using the applicable tariff fuel rate, will be passed through as a separate item on the monthly invoice. The contractor will provide documentation supporting the fuel loss rate as requested.
Note #3: H700 TRANSPORTATION ASSISTANCE AND NOTIFICATION OF TARIFF/RATE CHANGES is limited to only those filings that effect price or operating service.
c. The SIP location for Line Item 0004 is revised from El Paso Permian to SoCal Gas.
d. The following note is added to Line Items 0012, 0013, and 0016:
Note: The Federal Government will assign preferential Backbone Transportation Service (BTS) Bidding Rights to the contracted natural gas supplier ("Assignee"). This enables the Assignee to bid during Step 2 of the Open Season and to be the contract holder of the BTS Rights. Should the Assignee choose to release or reassign this capacity to another party, it shall be on a recallable basis. If the Federal Government is required to change suppliers (e.g., contract termination or end of the period of performance), at DLA Energy's request all BTS Rights assigned by the Federal Government shall be reassigned on a non-recallable basis to any party designated by DLA Energy. These Rights shall be transferred at 100% of the reservation rate associated with schedule G-BTS. Should the Assignee choose to obtain the BTS Rights through the Open Season process, it must meet all LDC's terms and conditions for acquiring BTS Rights including contractual and credit obligations.
e. The LDC for Line Item 0016 locations behind SoCal is revised from SoCal to Socal (Non-Core Accounts).
3. All other terms and conditions remain unchanged and in full force and effect.
