Q&A
QUESTIONS FROM INTERESTED PARTIES IN RESPONSE TO
NE NATURAL GAS SOLICITATION SPE604‐22‐R‐0405
1. Question: Can you please confirm which of the groups listed below the DLA wants alternate fuel for and please provide the fuel type for these entities? We were a bit confused by this chart as some of the entities are listed as “No” for alternate fuel but the % is listed at 100%.
Similarly, the US Naval Academy is listed as “Yes” for alternate fuel by the fuel type is missing.
DLA Response: Correct, DLA acknowledges this discrepancy. We have reached out to our customers to clarify. DLA also notes that LI’s listed with alternate fuel capability and limits will only utilize this fuel source during LDC‐related curtailment(s)/OFOs and/or if operational conditions require. These locations’ primary fuel source will be natural gas. Updated schedule pages will be provided via amendment.
2. Question: For Tied Group 6, you have Fort Lee (0030) Quantico MCB (0031), FBI Academy
Quantico (0032) and Portsmouth Naval Hospital (0033) all grouped together. There are TCO constraints in between these locations. Would you consider splitting out Quantico MCB and FBI
Academy Quantico away from Fort Lee and Portsmouth Naval hospital into separate groups?
That may dictate whether we can supply bids on this grouping due to the physical delivery limitations for Fort Lee and Portsmouth Naval Hospital.
DLA Response: DLA has consistently received adequate competition on these grouped line items on previous solicitations and will not consider separating them at this time.
3. Question: For LI 0035 (6 of 15), National Institute of Health (limited interruptible), note #3 mentions that a COGEN plant can go down and result in increased usage of as much as 11,000
DTH/day for an undetermined/unpredictable amount of time. Please confirm that the COGEN plant is not part of this solicitation. There was talk in the past about trying to add the COGEN to eventual subsequent bids, but the current schedule sheet for NIH under both Firm and Limited
Interruptible meter types both match prior bid documentation that would not support adding significant COGEN volumes. As well, would the government entertain a swing bandwidth on the
NIH interruptible boiler account, where any volumes more than 10% of their contract volume could be billed at a Gas Daily Price for Transco Zone 6 NNY?
DLA Response: DLA can confirm that the COGEN plant volumes are not included in this solicitation. No, DLA will not consider changing the Delivery Option for LI 0035 (6 of 15)
National Institute of Health and reiterates that the Delivery Option will remain as Option (2) Full
Requirements/Pool.
4. Question: There is a considerable volume uptick for USGS Curtis Bay and now listed as COGEN
(0036 1 of 6); can you tell us if this was mechanical changes that took place during the last 2 year contract or is that something that is projected to come online in this new term? Will that uptick in usage be noticeable in the existing historical usage if/when requested from the utility, or is that embedded in future projections only?
DLA Response: USCG Curtis Bay experienced a catastrophic fire which decommissioned their
COGEN for about 18 months. One year ago, the installation was able to return their COGEN to full capacity resulting in a steady increase in usage. This location also relies on a methane fuel source provided from the local landfill. However, recently this fuel source has been unreliable and resultantly the location has turned to natural gas to sustain their requirement. No large projects or shutdowns are predicted for the near future that would contribute to a significant volume variation. All forecasted volumes provided in the schedule pages are accurate and capture this location’s expected usage for this contract period.
5. Question: There is a considerable volume uptick for Maryland Procurement Office (0036 3 of
6); can you tell us if this was mechanical changes that took place during the last 2 year contract or is that something that is projected to come online in this new term? Will that uptick in usage be noticeable in the existing historical usage if/when requested from the utility, or is that embedded in future projections only? Is this uptick in usage under the Firm Pool load shifting that corresponds with the load reduction under the Limited Interruptible schedule sheet (0037
3 of 4)?
DLA Response: No large projects or shutdowns are predicted for LI 0036 (3 of 6) for the near future that would contribute to a significant volume variation for this LI. The steady increase in consumption will show in the historical data and is also provided for in the future projections provided on the schedule pages. Yes, this increase in usage is a result of the Firm Pool load shifting which corresponds with the load reduction on the LI schedule page for LI 0037 (3 of 4).
6. Question: There is a considerable volume uptick for Johns Hopkins Applied Physics Lab (0036 4 of 6). I see that in the notes section at the bottom, note 1 says that there are now 3 locations tied to the schedule sheet. I believe in past bids, there were two locations that were on a single imbalance report treated as submeters. Can you tell us if this third location is on the same imbalance report or would it have its own independent utility imbalance report? Can you tell us if this was mechanical changes that took place during the last 2 year contract or is that something that is projected to come online in this new term? Will that uptick in usage be noticeable in the existing historical usage if/when requested from the utility, or is that embedded in future projections only?
DLA Response: Correct. There are three locations tied to the schedule page for LI 0036 (4 of 6)
Johns Hopkins. Over the past 2 years, this customer added new equipment and an additional building. Historical consumption will show the upward trend in usage as a result of these additions. The consumption data provided on the schedule pages accounts for the expected increased usage resulting from the aforementioned additions. DLA has contacted the customer seeking details regarding the status of the imbalance report.
7. Question: Considering that the account list are not yet published, are we able to submit further questions once we review supplied usage or request historical usage from utilities and should we find large discrepancies on volume sets already listed on the Schedule Sheets? It looks like many of the schedule sheets are copies from past bids, and we know as incumbents on some of the customers that consumption patterns may be dated in the schedule sheets.
DLA Response: DLA invites bidders to ask further questions, however their questions should be listed separately and submitted as a part of their Offeror Submission Package. DLA will provide the most current list of account numbers for line items in this solicitation. A letter of authorization will also be provided to obtain further account information from the specified
LDC. For suppliers seeking account numbers or an LOA, please submit a direct request to dlaenergy.ngteam@dla.mil. Please include “SPE604‐22‐R‐0405 Account Number/LOA Request” in the subject line of your request.
8. Question: Please provide accurate account numbers for meters assigned to LI 0001 Westover
ARB presently listed as H76469, H07496, P13065, and H86855.
DLA Response: DLA will provide the most current list of account numbers for line items in this solicitation. A letter of authorization will also be provided to obtain further account information from the specified LDC. For suppliers seeking account numbers or an LOA, please submit a direct request to dlaenergy.ngteam@dla.mil. Please include “SPE604‐22‐R‐0405 Account Number/LOA
Request” in the subject line of your request.
9. Question: Are accounts Tied and Aggregated Group 2 USCG Curtis Bay and Fort George G.
Meade to be included in this RFP?
DLA Response: Yes. DLA has provided these locations in this solicitation under Tied‐Aggregated
Group 2 as Line Items 0036 (1 of 6) USCG Curtis Bay (BLDG COGEN), 0036 (6 of 6) Fort George G.
Meade, and 0037 (1 of 4) USCG Curtis Bay (Boiler Plant).
10. Question: Please provide a list of facilities (if applicable) that require WAWF invoicing.
DLA Response: Customer payment information will be provided upon award.
11. Question: Will the awarded supplier be able to price account adds at market price or will they be expected to match the awarded contract rate?
DLA Response: DLA notes that accounts are regularly added and dropped from service throughout the production period of the contract as a normal course of government business.
For further information regarding equitable adjustments, DLA refers suppliers to the the RFP at section C‐Statement of Work (f) Material Change, FAR 52.216‐21 Requirements (Oct 1995)(a), and DFARS 252.243‐7002 Requests for Equitable Adjustment (Dec 2012).
12. Question: Does the DLA foresee adding any additional accounts/meters during this contract period?
DLA Response: DLA does not foresee adding additional accounts or meters to the solicitation at this time. DLA notes that accounts are regularly added and dropped from service throughout the production period of the contract as a normal course of business. DLA refers suppliers to the the RFP at section C‐Statement of Work (f) Material Change and FAR 52.216‐21 Requirements
(Oct 1995)(a).
13. Question: Will the awarded supplier be able to charge termination fees for any location that drops during the contract term to recover natural gas purchased on that location’s behalf for the contract term?
DLA Response: DLA notes that accounts are regularly added and dropped from service throughout the production period of the contract as a normal course of government business.
For further information regarding equitable adjustments, DLA refers suppliers to the the RFP at section C‐Statement of Work (f) Material Change, FAR 52.216‐21 Requirements (Oct 1995)(a), and DFARS 252.243‐7002 Requests for Equitable Adjustment (Dec 2012).
