Questions and Responses to SPE604-21-R-0405
1. Is Defense Logistics Agency consider changing Delivery Option on Line Item 0003, 0008, 0009, 0010, 0011, 0012, 0013, 0024, 0025, and 0026 to Option 3, oppose to Option 2?
Currently, DLA Energy will continue soliciting the above customers as Option 2, Full Requirements. However, offerors may submit alternative pricing in addition to the pricing requested by the RFP for DLA Energy’s consideration. Please note, for a proposal to be considered valid, it must include pricing requested by the RFP.
2. For Line items 0021 and 0022, please verify that the volume to be billed includes LDC fuel loss and that LDC fuel loss should not be included in the adjustment factor.
LDC Fuel loss is not included in the estimated volumes on the schedule page and should be included on the monthly invoice. Additionally, LDC fuel loss should not be included in the adjustment factor unless it is otherwise noted on the schedule page per B700 Economic Price Adjustment – Market Price and Transportation (Natural Gas) (DLA Energy NOV 2016) (b)(2).
3. Request that DLA provides the account #’s so bidders can validate acct usage.
DLA Energy will provide the most current list we have available to us, however, please note that the most accurate account numbers should be requested from the LDC's and this list may not be the most up to date or include all the account numbers to be serviced for these customers at the time of award.
4. Do any of the service locations require additional invoicing besides a monthly bill?
Customers do not require more than a monthly invoice.
5. Please provide a list of facilities (if applicable) that require WAWF invoicing.
DoD customers use WAWF unless otherwise noted. Payment and invoicing information will be provided upon contract award.
6. Will the awarded supplier be able to charge termination fees for any location that drops during the contract term to recover natural gas purchased on that location’s behalf for the contract term?
Upon a full or partial termination for convenience, the supplier shall be paid for reasonable charges the supplier can demonstrate to the Government.

Questions and Answers
Will the supplier be expected to buy/deliver from Fort Knox’s own supply of natural gas?
The resultant contract does not encompass the customer-owned supply.
Once supplier delivers to the meter do we have any additional responsibility such as balancing?
The Supplier will provide supply management for this location.
Are the monthly volumes provided on the schedule page baseload volumes or estimates?
The monthly volumes provided on the schedule page are estimates.
Can Fort Knox confirm they will provide the nominations to supplier monthly (5 months prior to next flow month)?
Nominations will be provided in accordance with C700 STATEMENT OF WORK (NATURAL GAS) (DLA ENERGY JUL 2012) (e) (3) Monthly Order Quantities.
Can Fort Knox confirm the applicable swing type they are requesting?
The applicable swing quantities will be priced according to C700 STATEMENT OF WORK (NATURAL GAS) (DLA ENERGY JUL 2012) (e) (3) Monthly Order Quantities. The Schedule Page indicates the methodology under section Overage & Shortage Volume Pricing.
8. Regarding the below line items: We request the SIP be changed from Henry Hub to a mid-continent index point such as Rex Zone 3.
0034 JSMC Lima 0037 Wright-Patterson Air Force Base 0035 DLA Land and Maritime Columbus 0036 DFAS Columbus
After consideration, DLA Energy will issue an amendment to update these customers to Inside FERC Rex, Zone 3.
9. Regarding the below line items: Are these line items planning to join the supplier’s pool or be a standalone?
0004 Naval Station Great Lakes 0016 DOE Fermi 0017 Doe Argonne
If in the best interest of the Government, and allowable per applicable LDC rules, the customer may join the suppliers’ pool(s).
10. Line Item 0004 Naval Station Great Lakes: please provide storage bank information
SPE604-21-R-0405
Storage bank information can be provided by the LDC.
11. Line item 0027 NSA Crane: the volumes for the 225 and 260 accounts are combined. Can the DLA clarify how much volume the 225 and 260 accounts have individually?
DLA Energy does not have a usage breakdown between the accounts; however, the schedule page identifies which premise numbers are associated with rate 245 and rate 260.
12. Regarding Section I-0004 I209.09 EXTENSION PROVISIONS (DLA ENERGY JAN 2012): Please confirm any extension will be mutually agreed upon and if supplier will be expected to offer same price?
The option extension is a unilateral decision and will be subject to the same terms and conditions of the contract that it extends.
13. Regarding Section B-0001 B1.06 SUPPLIES TO BE FURNISHED (NATURAL GAS) (DLA ENERGY JUL
2012) (d):
Please confirm if bidders can or cannot aggregate GRT on invoices in Delaware as per above “If Applicable, these taxes..."
This solicitation does not cover customers in Delaware. However, applicable GRT should be added as a separate line item onto the monthly invoice.
14. Should there be any change in law, tariffs or regulations that alters a supplier’s cost to serve (e.g.: a new tax) will the buyer allow their supplier to alter their contract price? Does the buyer prefer a separate line item on the invoice or a change in price as a whole? Does the buyer need to approve the cost change or can we just pass through after notification?
If a change in a law, tariff or regulation alters supplier’s costs to serve DLA Energy customers, DLA Energy and the supplier may negotiate a suitable equitable adjustment for the increased costs, including a change in the adjustment factor.
15. Regarding Section H-0001 H700 TRANSPORTATION ASSISTANCE AND NOTIFICATION OF TARIFF/RATE CHANGES (NATURAL GAS) (DLA ENERGY APR 2007): Supplier would like to clarify that it will only provide notice on its own rate filings. It is not responsible for notifying the Government of all relevant regulatory proceeding initiated by the LDC. Please confirm this is acceptable.
The Contractor is to, within one working day of receiving information pertaining to a transportation tariff/rate change affecting installations the Contractor is servicing, provide the Contracting Officer and the installation a written notice of such change. Per the note, e-mail notification is acceptable.
16. Regarding Section C-0001 C700 STATEMENT OF WORK (NATURAL GAS) (DLA ENERGY JUL 2012) invoicing: “If there is a discrepancy between the Contractor’s invoiced quantity and the quantity received by the LDC the Government will pay the lesser of the two quantities” If a supplier receives a utility revision on volumes that is higher than originally billed can Contractor rebill the
SPE604-21-R-0405
corrected volumes received from the utility (even if they are higher than what was originally billed)?
If there are technical limitations causing an error in meter readings leading to a lower reported volume which is then corrected by an LDC invoice, the government will be liable for the additional volume.
17. Regarding Section I-0002 I11.01-2 ADMINISTRATIVE COST OF TERMINATION FOR CAUSE – COMMERCIAL ITEMS (DLA ENERGY FEB 1996) we request “by the government” be added into the language below:
(a) In the event this contract is terminated for cause [by the Government], in whole or in part, the Government will incur administrative costs.
(b) The Contractor agrees to pay all administrative costs associated with a contract termination action [by the Government].
Termination is inherently a government right and is not afforded to contractors. Therefore, the clause will remain as is.
18. Please confirm billing addresses and installation contacts will be provided to the awarded contractor ASAP post-award.
Yes, billing addresses and installation contracts will be provided to the awarded contractor as soon as possible post-award.
