REQUEST FOR INFORMATION
GERMANY FUEL TRANSPORT
1.0 INTRODUCTION & PURPOSE
This Request for Information (RFI) is issued to conduct market research and identify potential sources capable of providing bulk jet fuel transportation services for United States (U.S.) Forces in Germany. The purpose of this RFI is to gather information on industry capabilities to meet the requirement for fuel delivery services across both Eastern and Western Germany.
This is an RFI only. This is not a solicitation for proposals, and no contract will be awarded from this announcement. The Government will not pay for any information or administrative costs incurred in response to this RFI.
2.0 BACKGROUND
The integrity of aviation fuel is critical to flight safety and military operational readiness. A significant risk in the European commercial fuel market is the cross-contamination of jet fuel with Fatty Acid Methyl Ester (FAME), a common biodiesel component. To mitigate this threat, the U.S. Government requires stringent controls for fuel transportation, most notably the use of a dedicated fleet for aviation fuels.
This RFI addresses the combined requirements for two separate regions, Germany East and Germany West, with services originating from different depots but governed by the same critical quality, safety, and environmental standards.
3.0 SUMMARY OF REQUIREMENTS
The contractor will be required to provide all personnel, equipment, materials, supervision, and services to transport and deliver bulk jet fuel from designated pick-up points to various Defense Fuel Support Points (DFSPs) across Germany.
Key Consolidated Requirements:
• Total Estimated Workload: Approximately 71 deliveries per month across all locations.
• Total Estimated Distance: Approximately 5,601 miles (9,024 km) per month.
• Period of Performance: TBD
• Hours of Operation & Dispatch:
o Standard deliveries: Monday–Friday, 07:30–16:30.
o Surge & Emergency: 24/7/365 capability for emergency and surge support, including the ability to dispatch a tanker within four (4) hours of notification.
o Regulatory Compliance: Must possess or be able to secure exemptions from the
German Sunday and public holiday heavy vehicle driving ban (Sonn- und Feiertagsfahrverbot for heavy commercial vehicles over 7.5 tonnes) to fulfill 24/7/365 emergency delivery requirements.
• Personnel Qualifications: All transport drivers must hold a valid, active ADR certification specific to Class 3 (Flammable Liquids) with tank vehicle endorsement.
• Environmental & Statutory Compliance: Full compliance with German environmental protection laws governing water-hazardous substances (Verordnung über Anlagen zum
Umgang mit wassergefährdenden Stoffen – AwSV), alongside standard European and German dangerous goods transportation regulations.
• Security: All personnel and equipment must comply with base security requirements for accessing U.S. military installations (including background checks, installation passes, and escort protocols where applicable).
CRITICAL REQUIREMENT: DEDICATED FLEET
The contractor must provide and exclusively use a fleet of road tankers dedicated solely to transporting aviation-grade turbine fuels. Contractors must be able to certify the “FAME free” or "aviation-only" service history of all tanker trucks and associated equipment and present, on demand, trucks prior to load and delivery for quality inspection and retain product sample draw prior to delivery.

5.0 INFORMATION REQUESTED FROM RESPONDENTS
Interested parties are requested to provide responses to the following questions. Please structure your response in the same order as the questions below:
A. Company Information
1. Provide your company name, business address, point of contact (name, title, email address, phone number), and Commercial and Government Entity (CAGE) / NATO CAGE (NCAGE) code if applicable.
B. Capability, Regulatory Experience & Personnel
2. Describe your company's experience in providing bulk fuel transportation services, particularly for aviation or turbine jet fuel, within the last five (5) years.
3. Detail your operational experience within Germany, specifically demonstrating compliance with:
o ADR Regulations: Compliance and vehicle/driver certifications under dangerous goods transportation rules, specifically ADR Class 3 (Flammable Liquids) for road tankers.
o AwSV Requirements: Familiarity and adherence to the German Federal Ordinance on Facilities for Handling Substances Hazardous to Water (Verordnung über Anlagen zum Umgang mit wassergefährdenden Stoffen – AwSV) during loading, transit, transshipment, and unloading operations.
4. Given current driver shortages in the German logistics market for specialized hazardous materials drivers, describe your strategy to recruit, vet, train, and retain qualified drivers holding valid ADR Class 3 (Tank) licenses.
5. Describe your experience working with military or government clients and your ability to meet base access, security clearance, and installation vetting requirements for commercial drivers and equipment.
C. Dedicated Fleet and Quality Control
6. How would you meet the critical requirement for a dedicated, non-FAME-contaminated fleet?
Describe your current fleet size and configuration, or your plan to acquire/dedicate assets specifically for this contract.
7.How do you currently ensure and certify that your tankers have not been contaminated with other products? Provide an overview of your Quality Control Plan (QCP) or standard operating procedures (SOPs) for preventing fuel cross-contamination.
8. Describe your procedures for fuel sampling, visual inspections, quality testing, custody transfer documentation, and driver training related to aviation fuel purity.
D. Operational Capacity & Emergency Support
9. Based on the consolidated workload (approximately 71 trips/month), please describe your capacity to service both the East and West regions simultaneously. Would you approach this as a single provider for both regions, or would you propose servicing only one region?
10. Describe your capability to meet the 24/7/365 emergency/surge support requirement, including the 4-hour dispatch timeline. Specifically address:
o How your company manages standby driver/vehicle availability.
o How you navigate and comply with the German Sunday and public holiday heavy commercial vehicle driving ban (Sonn- und Feiertagsfahrverbot according to § 30 StVO for vehicles > 7.5t), including your experience in obtaining special exemption permits (Ausnahmegenehmigung nach § 46 StVO) or utilizing authorized exceptions for critical defense infrastructure.
