Q & A KEESLER AFB, MS SPE60322R0505

1. In reference to buying fuel, is the contractor responsible?

Answer: The government owned mobile refueling vehicles fuel is budgeted through the 81 LRS S on an annual basis. The government provides the fuel for the government owned mobile refuelers, (5) R-11s and (2) C-300. C-5.8.1.4 covers Contractor Furnished Special Purpose Vehicles.

2. What level of service is Bulk Fuel?

Answer: PWS C-3.0 provides the scope. The Contractor is to provide operation and management services of all fuel services rendered. i.e. fuels distribution, bulk fuel storage, laboratory, accounting, preventive maintenance on fixed fuel systems and mobile refueling fleet. Contractor shall comply with environmental protection, safety, and security directives, to include, all applicable federal, state, local, and international agreements, laws, regulations, plans, and policies.

3. What is the average number of gallons issued to a C130?

Answer: C-130 aircraft receives 2100 gallons on average issue.

4. Please provide a breakdown of workload (aircraft refuels) for the hours of operation.

Answer: (6 aircraft refuels) 0700-1600, (6 aircraft refuels) 1600-2400, (30 aircraft refuels) After-hours primarily during HURCON Season, 1 Jun -30 Nov each year.

5. Ref: Appendix M, Government Provided Equipment.

a. Question: Only three wall-mounted fire extinguishers were shown on the GFE listing. Does the

Government or the contractor provide fire extinguishers for the fill stand area and possibly the bulk fuel storage tank area?

Answer: Government supplies all fire extinguishers; fill-stands fire extinguishers for all Petroleum Oil

Liquid (POL) areas of operation.

b. Question: Is the contractor responsible to provide fire extinguishers for the aircraft refueling area(s)?

Answer: No. Aircraft Maintenance squadrons supply fire extinguishers for the aircraft refueling areas.

c. Question: Are extinguishers provided by the Government at the Retail Issue Station?

Answer: Yes. At the Retail Issue Station (Military Service Station) fire extinguishers are provided by the government.

6. PWS, PARA C-5.3.2.1, page 8 Contractor Performed SM: Appendix D, page 21, Fuels System

Distributions Mechanic

a. Question: Is the Contractor at Keesler required to perform Systems Maintenance?

Answer: No. The Fuels Management contractor is required to perform Preventive

Maintenance IAW T.O. 37-1-1. The Base Operating Support (BOS) CE contractor performs System

Maintenance on fixed fuel systems. The DLA-E contracted Recurring Maintenance and Minor Repair

(RMMR) entity performs System Maintenance as well.

7. PWS, PARA C-6.1.2, PAGE 14, Operations and Staffing Plan:

a. Question: Are there active-duty military or reserve personnel performing contract Fuels related services at Keesler AFB?

Answer: No. Active-duty military are assigned or perform fuel-servicing operations. There is an Air

Force Reserve Unit (AFRC) assigned at Keesler, however, the AFRC fuels specialists only perform their monthly/periodic training utilizing the government owned fuel assets. The Supply Planner (SP) performs all fuels related services at Keesler AFB, MS.

8. PWS Section C-3.2. Contract Turnover. Please confirm that the US Govt. will not hold the incoming contractor responsible for any maintenance issues, spills, or inventory losses of the current contractor and that a sufficient timeframe will be given to the new contractor to correct these areas and bring them to compliance (should any exist).

Answer: No. The government will not hold the incoming contractor liable for pending issues that transpired prior to the incoming contractor’s contract start date period as identified during the incoming walkthrough. The incoming contractor may be liable if contributes to or extends or exacerbates any existing issue, spill, or inventory loss. Reference C-3.2.

9. PWS Section C-5.2.6 Quality Surveillance Laboratory. What level of laboratory analysis is the current facilities and equipment capable of (i.e., A, B, B+, C, C+)?

Answer: Keesler fuels laboratory is capable of performing Type C+ +analysis. The Air Force has

C++ labs at many installations capable of all of the C-level tests, plus several additional tests. UFC-

310-03 (12 Aug 2020), Para 2-4.1.

10. PWS Section C-5.2.6 Quality Surveillance Laboratory. The product must be tested in IAW ASTM and MIL STD 3004 I (latest) standards and levels of testing. The Jet fuel is required to be tested to at least a B+ level before it can be issued to aircraft. The site equipment does not reveal this capability on

Keesler. Who is responsible for shipping the samples to a laboratory that is capable of the necessary/required testing levels? Is the laboratory a US Govt. contracted laboratory or is the contractor to locate one and submit it to DLA for approval? Who pays for the testing?

Answer: Jet fuel, (JAA) is received from a DLA-Energy (DLA-E) designated fuel terminal. A government

Quality Assurance Representative (QAR) ensures quality of product at the terminal location. Jet fuel received at the military location is required a Type C analysis IAW MIL-STD-3004D, Table IX (6d). If analysis that is more stringent is required, fuel samples are sent to the designated area laboratory for further testing. The laboratories are government owned. Government pays for testing and analysis.

11. Are there additive injectors on site for the Jet Fuel additives? Who is responsible for ordering them?

Answer: There are no fuel additive injectors on site at Keesler AFB. All fuel additives are injected at the designated DLA-E, Defense Fuel Support Point (DFSP) terminal.

12. PWS Section C 5.1 Staffing. Can the US Govt. identify the number of personnel already on site and job descriptions?

Answer: No. This information is Proprietary. Offerors must determine the number of personnel needed and include their staffing approach in their bid based on all the technical data provided.

13. PWS C-5.2.4 Will DLA KO/COR provide a list of authorized customers for the bulk and retail fueling sites? Are fuel cards utilized?

Answer: Authorized customers consist of any DoD or authorized non-DoD customers who have preauthorization to purchase fuel products. Primary customers consist of home base C-130 aircraft and transient aircraft, all use fuel cards. GOVs utilize the Vehicle Identification Link (VIL Key) and contractor owned vehicles can obtain a VIL Key with an established Fuel Purchase Agreement (FPA) on file and authorized through DLA-E to purchase ground fuel products.

14. PWS C-5.2.4.3 Retail. “Should the manual operations fail, the contractor shall provide a ground products support alternative means such as positioning a ground product refueling unit”. Who will provide this equipment? Will the US Govt. provide an area for it to be established? Confirm that the equipment will remain the property of the contractor and will be allowed to be removed from the site whenever the current retail point is operational again?

Answer: When the automated Military Service Station (MSS) should fail due to lack of electrical power or equipment failure; the mobile 1200-gallon, C-300s will be positioned at the MSS to provide fuel servicing during the outage. The mobile ground fuel units are government owned, and they will return to the POL mobile refueling parking area when the MSS comes back online. The SP can establish posted servicing hours as needed as not to over stress manpower.

15. Who will provide the coalescers and filters for the FWS (fuel water separators) for the terminal and the bowsers? Is this provided by the US Govt. and ordered by the contractor based on the status of the installed filters being serviceable or not as determined in the DP pressure and/or PASS/FAIL of Filter

Effectiveness lab test of the fuel downstream of the filters?

Answer: Coalescers are provided by DLA-E. The CE, Water Fuel System Maintenance (WSFM) technician requisitions the coalescers and the COR signs off on the requisition form to procure them.

The WSFM fuel systems mechanic installs the filters and ensures system serviceability.

16. If the contractor is to provide these filter elements and coalescers, what are the models of the

FWS vessels on site so that we may cost them?

Answer:- Contractor is not responsible for procuring the filter separator elements for the fuel systems filter separators.

17. PWS C-5.2.4.3 page 12, Appendix F, Additional Logistics Support. page 31; and PWS C-5.8.1.3

Contractor Provided Vehicles. These references address the purchase of fuels / lubricants for contractor vehicles. Must the contractor purchase, at its own expense, the fuel and lubricants for the government provided vehicles and equipment?

Answer: The only fuel the SP will need to purchase is for their company owned vehicle(s). Fuel can be purchased from the government with a Fuels Purchasing Agreement (FPA) or the SP can go off installation, on the economy.

18. PWS C-5.9, page 13, Other Performance Requirements: According to Appendix M, an additional requirement is to provide pest control. What pests /rodents are present? What are the base approved generic chemical names that can be used to control the pests? Does the base HAZMART control the approval of these chemicals for use?

Answer: The SP at Keesler AFB does not have to provide Pest Control. The contracted CE Entomology

Department performs pest control measures. They ensure their chemicals are approved through the

Environmental Office.

19. PWS, L-0001 L.82, page 125, Wage Determination. The cited Collective Bargaining Agreement only has wages for three categories of employees. It does not show wage rates for Accountant and

Laboratory Technicians, although the PWS, pages 21-22 stipulates that these positions cannot have collateral duties. Please clarify the intent of the CBA staffing and wage matrix.

Answer: The PWS states the Laboratory Technician (LT) cannot be a collateral duty, but it does not prevent the LT from infrequent performance of routine PWS tasks (such as FDSO or Refueling Unit operator) to maintain proficiency.

20. Appendix M, Aircraft Workload Information: Do any of the transient aircraft require a person with a SECRET clearance to service the aircraft?

Answer: A SECRET clearance is not required to service transient aircraft.

21. Reference PWS C-5.2.6. The cost of shipping samples to area or commercial laboratories is the responsibility of the Contractor. Please clarify if the Contractor is authorized to establish an account with

Base Supply for shipping samples or if the Contractor is required to source a commercial carrier to ship fuel samples.

Answer: Currently there is an account established with Base Supply for shipping samples. Sourcing a commercial carrier or establishing an account with Base Supply to ship the samples in not necessary.

Reference Appendix F – Additional Logistics Support. Please specify if the Government provides and pays for fuel for the Government provided refueling vehicles specified in Appendix M (13) Incidental

Equipment.

Answer: The government pays for fuel for government owned vehicles and incidental equipment used to manage and operate the Fuels Management activity.

22. Reference Appendix M (3) General Workload Information. Please confirm the average number of Jet A tank trucks received each month. The reference states only 6 receipts a month which is low since the average annual jet fuel gals issued is 2.5M gallons. (2.5M gals/12 = 208,333 per month;

208,333/8500 (avg. tank truck) = 24.5 tank trucks a month. It appears this table should reflect 6 tank trucks per week for Jet A.

Answer: Average annual JAA receipt trucks (222)

Average monthly JAA receipt trucks (18.5)

Average annual JAA received (1.6M gallons)

Average monthly JAA received (139K gallons)

Average TT quantity per truck (7500 gallons)

23. The Base Environmental office requires the current contractor to obtain and analyze storm water discharge samples from seven locations throughout the Fuels Facilities at least monthly. Results are documented and reported to base environmental. This workload is not included within Appendix M of the PWS. Please clarify if this additional workload will be required for this solicitation and if so, please include details in Appendix M.

Answer: Mississippi Department of Environment Quality (MDEQ) requires Keesler AFB to comply with

Mississippi Baseline General Storm Water Permit, MSR00. The base Civil Engineering Environmental

(CEV) office ensures compliance with this permit. Storm Water Discharge Visual Assessment Form is documented to identify color, odor, clarity, floating solids, settled solids, suspended solids and foam prior to release. This form must be on file and readily available for internal/external compliance inspections. CEV is contacted when any of the above-inspected items are present. Anytime accumulated water is detected inside the secondary containment area, it must be inspected and documented per protocol. This is the extent of the actions related to the workload criteria.

24. Article 24; Section 24.08 of the CBA indicates, and the base requires, the contractor to provide personnel for Hurricane Ride-Out and Rapid Response Teams who are required to remain on-site during hurricane conditions for the duration of the storm. This information is not provided in Appendix M. Please clarify if this additional workload will be required for this solicitation and if so, provide details of team composition (i.e., numbers of persons required) and typical or anticipated duration in Appendix M.

Answer: HURCON Ride-Out Team is primarily composed of additional employees on an as required by base mission. Anticipated duration will depend on the damage inflicted by a catastrophic storm event, (TBD). Reference Appendix M, Section 2 and C-5.2.

25. The current contractor is required to provide paid stand-by personnel to respond

After normal operating hours, however this requirement is not identified in Appendix M. Please clarify if the stand-by requirement will be required for this solicitation and the specific hours applicable.

Answer: Yes. Stand-by is required for afterhours fuel requests. Contractor has a 24-hour responsibility to perform. After normal operating hours is between 2400-0700 hours M-F and 1600-0700 hours

Saturday-Sunday or weekend period. Historically, the standby employee has been assigned out of the routine employee staff on a rotating basis. Reference Appendix M, Section 2 and C-5.2.4.3.

26. What fringe benefits are used, the EO 13706 or the CBA?

Answer: The CBA applies to the current contract and is provided by Attachment V to the solicitation.

Please see FAR 52.222-41 Service Contract Labor Standards referenced in the RFP. Offerors should price in all labor cost considering the entire term of the CBA but not escalate beyond the term of the CBA. The contract price will be adjusted when actual increases or decreases occur to applicable wages and fringe benefits when a CBA is extended or amended.

27. Where does pricing for submission off offers, information go.

Answer: See Volume III: Price: Price Proposal (See Section B).

28. Section L, Proposal Format and Content, NOTE:

a. Question: The Note specifies that Offerors may submit an offer for one or BOTH locations.

Please clarify the indication that there is another location beside Keesler AFB that require Fuels Services.

Answer: The only location is Keesler. Please refer to Amendment 0004.

29. What is the final deadline for questions? The RFP shows a date that was prior to the issuance of the RFP.

Answer: February 18, 2022. See Amendment 0004.

30. Section F-0001, F1.11 DIBBS: How far in advance will orders be issued?

Answer: Once the solicitation, evaluation and notification and award are executed. The executed award/contract will be posted to DIBBS and SAM.gov. No exact date will be given.

31. H-0002, H-14, Contractor Personnel Security Requirements: Will the clearance of personnel already cleared by DoD be accepted (even if in another military base) or should they go through another screening specific to Keesler?

Answer: Security requirements are different for each position. PWS page 25 paragraph 2a dispatching operations and procedures also see PWS C-5.2.1. Security operations see PWS C-5.5 contractor maintains information, communications, operations, physical and personnel security. COR will inspect contractor security plan monthly. PWS Appendix G pg. 32 Common Access Cards (CAC) requirements.

If CACs are issued under this contract, the Contractor shall complete and comply with the following steps to obtain, control, and turn-in Government-issued CACs, as well as establish procedures to always control and account for Contractor CACs. This process is only for the issuance and accountability of CACs. Contractors may be required to provide additional forms and follow additional procedures for other forms of access and/or background/security checks depending on local site/installation requirements.

32. H-0002, H-14, Are there any positions that DLA will require the personnel to have a SECRECT

Clearance?

Answer: No.

33. Per 52.212-1 (c) Instructions: Volume III, the RFP states the contractor shall hold the prices offered firm for a period of at least 180 days. The contract is set to begin in September 2022. Will there be an amendment with a request for FPR or are the prices quoted in this current bidding phase to be held firm until the contract award date?

Answer: In the event the 180 days is exceeded, the government will request a price confirmation.

Offerors should price in all labor cost considering the entire term of each CBA but not escalate beyond the term of a CBA. The contract price will be adjusted when actual increases or decreases occur to applicable wages and fringe benefits when a CBA is extended or amended. Please preface FAR 52.222-

41(f), Successor contracts, at acquisition.gov.

34. Proposal Format: Cover Letter, Exception to Terms, Terms of Express Warranty, Solicitation Fill in Section, Acknowledgement of SF1449 and Amendments, and Teaming Arrangement Declaration.

Which volume should all of these items be included in?

Answer: Volume III.

35. Proposal Format: Volume II says page limit 2 pages. It this per past performance reference?

Answer: Yes.

36. Proposal Format: Volume II. Will DLA accept at least one past performance reference of a subcontractor?

Answer: Yes, but only with a consent form signed by the subcontractor or prime contractor entity. Per

Attachment II of the solicitation, Present and Past Performance Information concerning joint venture partners cannot be disclosed to a private party without the teaming joint venture partner’s consent.

An example is found within the attachment.

37. Attachment III: PPQ forms. As we do not control COR / CO response expediency, can we provide the PPQ form and a copy of the email that was sent to them as proof that we performed our duties in this process?

Answer: Past Performance Questionnaire (PPQ) forms are only accepted by the entity writing the past performance reviews. Emails from the offeror will not be acceptable.

38. DFAR 252.223-7999, Ensuring Adequate COVID-19 Safety Protocols For Federal Contractors. This clause directs contractors to ensure vaccinations for COVID-19 protocols are enforced. This clause does not appear in the contract requirements specifications. As in other DLA contracts, will this clause be held in abeyance until further notice?

Answer: Correct. DFAR 252.223-7999 does not apply to this solicitation.

39. Can you provide the Total Contract Value for the existing 9 year contract?

Answer: Individual costs for contractors to perform is proprietary. However, prices for the current contract, are published under, SP060012C5200.

40. Due to the past due time constraints in the existing solicitation, could the current bid due date be extended to 14 February 2022?

Answer: Reference Amendment 0005
