Fort Sill, Oklahoma

TECHNICAL QUESTIONS

Q1. Given the site visit is being conducted virtually, would the Government please provide a site map with building names/numbers for both locations?

A1. Site Map was provided with virtual pre-proposal documents.

Q2. Reference PWS C-2.2.3, Ground Fuel Deliveries and PWS Appendix A, GOCO Ground Fuel Delivery Refueling Requirements Range Location table Does the contractor deliver JAA as indicated in C-2.2.3? If so, please provide the same information for it as that included in the Range Location table for DS2 and GUR products.

A2. JAA is delivered to a 6,000 Gal motor pool tank located 2 miles from the Bulk/Retail point.

It has an average monthly delivery of 2,500 gallons.

Q3. Reference PWS C-2.1, Personnel Staffing Objective and PWS C-3.2 Operator Maintenance Is the facility maintenance mentioned in C-2.1 one and the same as C-3.2’s fuel facility maintenance? If not, please define the requirements intended by C-2.1.

A3. Maintenance referenced is all required contractor performed maintenance actions under Section C-3.

Q4. Reference PWS C-2.2.1, Ground Fuels Operations and Appendix A C-2.2.1 refers to the ground fuel services stations listed in Appendix A, however there are none listed. Appendix A and Table II indicate the Contractor travels to the range locations and dispenses the DS2 or GUR from a retail nozzle via their fuel pods or tank trucks.

Please clarify the retail fuel requirements and dispensing method(s).

A4. The first table in Appendix A lists the particulars of the Retail point, Bldg 2245.

Q5. Reference PWS C-2.3.1, After Hours Response and PWS C-2.5, Issue Fuel, (2nd bullet) Please provide a breakout of weekend and after-hours support, by shift, over the last 3 years (provided by the current fuels provider) at:

a) the Retail/Bulk Station

b) the Range Locations

Are there transient aircraft supported?

Q6. Reference PWS C-2.14.1, Permit and License Compliance Please confirm that the contractor is not responsible for the cost of the applicable licenses and permits.

Q7. Reference PWS C-2.15.5, Spill Response Supplies What is the annual average facility spill kit replacement?

A7. Spill kits provided at contract start will be maintained/replenished by contractor.

Q8. Reference PWS C-2.19, Contractor Equipment (CE)/Items What is the make/model of overfill protection used at the Retail/Bulk Station?

A8. DLA installed Scully

Q9. Reference PWS C-2.19.1, Contractor Vehicles and Appendix G Base Property Listing Appendix G suggests some Government vehicles are provided, e.g. #1 Veh Fuel MOGAS, #9 Veh Fuel Diesel, #10 Tk Trk LD/UNLD and #11 Tk Trk LD/UNLD. Are these GFP? If so, please provide more details about them such as use, size, capacity, age, Contractor maintenance responsibilities etc.?

A9. Examples provided in this question are the Real Property fillstands and bulk off-load headers. However, there is GFP provided, including a GSA leased 2007, Navistar 4000 fuel truck and a 2013 Chevy pickup with split load fuel pods on it.

Q10. Reference PWS C-3.1.1, Minor Painting and Spot Painting Are there any MILCON RM/MR projects pending for the retail and outlying bulk storage areas? When was the last coating survey conducted and what were the results?

A10. The Bulk/Retail has had a complete recoating project done that finished in March 2020.

Q11. Reference PWS C-3.5.2, Manual Records Is the government supplying existing manual records?

A11. None are available

Q12. Reference PWS C-3.6, Building and Grounds Maintenance (4th Bullet) Similar solicitations have deleted this requirement. Please confirm this is a requirement for Fort Sill.

A12. References to cutting and maintaining grass and paragraph C-3.6.1 has been removed.

Q13. Reference PWS C-3.6.1, Grounds Maintenance Specifics (All bullets)

Please provide the approximate size (square yards, square feet, etc) of grounds maintenance that is required to be performed by the contractor. This paragraph appears to reference another contract “HAAF.” Are the bulk tanks surrounded by earthen berms that will need mowing?

A13. C-3.6.1 has been removed.

Q14. Reference PWS C-3.7, Storage Tank Cleaning When was the last time the storage tanks were cleaned?

A14. These are all STI tanks and were last inspected January 2010, no cleaning was performed.

Q15. Reference PWS Appendix A, Performance Requirements, Site Specific Information, Hours of Operation Please provide a workload summary with historical data per shift and per week period (days, swings, and mid-shift, Mon-Fri, Sat-Sun/Holidays), for normal and surge operations (issues, receipts, transient aircraft etc.).

A15. Hours of Operation listed in Appendix A first table (0730-1600). No historical after-hours support has been provided for the last 3 years.

Q16. Reference PWS Appendix A, Performance Requirements, Site Specific Information, GOCO Retail/Bulk Station Are the tanks equipped with ATG? If yes, 1) please identify the type and manufacturer and 2) if bottled nitrogen is required to operate the equipment, who is providing it and what is the estimated annual usage?

A16. Veeder Root model TLS 350+, no nitrogen is required.

Q17. Reference PWS Appendix A, Performance Requirements, Site Specific Information, GOCO Ground Fuel Delivery Please provide a breakdown of how many ground fuel deliveries are accomplished each month.

A17. Information is listed on the table in the bottom section (The Contractor shall perform an estimate of 10-15 deliveries per month.)

Q18. Reference Sections L & M, Sub-factor 4 Safety Please confirm there are no confined spaces or permit-required pits to enter at any of the locations. If there are, please provide the number of pits the Contractor is required to maintain.

Q20. Reference Appendix H, WEX /Card Lock System Instruction Which version of FMD is in use at Fort Sill? Is Fort Sill a thick or thin client?

A20. Thin Client

Q21. Can the Contractor service its on-base fuel vehicles on site at Fort Sill? If so, please identify the exact maintenance locations. Does the Contractor turn in its used oil to Base Environmental for disposition?

A21. No vehicle maintenance facility for Contractor vehicles is provided.

Q22. Reference PWS Appendix A, Equipment Listing Is the Government providing fuel for the Government furnished vehicles?

A22. Government provided vehicles are GSA Leased and have a VIL key provided.

Q23. Are the Government vehicles equipped with radios or any other communication equipment available for Contractor use?

A23. No

Q24. It was stated during the pre-proposal conference that Government furnished lab equipment would be added to the list. Is a Hyrdo-Lite being added, and if so, will the Government pay for its semi-annual calibration?

A24. The Equipment includes Aqua-Glo type test kit.

Q25. Reference PWS 2.11, Ensure Fuel Quality Is the Government providing the Aqua-Glo for sampling?

A25. Yes

Q26. Other than the packing, marking, shipping and associated costs of the sample itself, is the Government paying the testing costs of the 6 types of sampling listed in Table 1?

A26. The contractor is not charged by the Army Petroleum Lab (APL) for testing of the samples submitted. Consumables, such as AEL Pads, Matched Weight monitors, sample cans, etc are the contractor’s responsibility.

Q27. Reference PWS C-2-19 – C-2-19.4 During the virtual briefing it was stated that the Government was providing vehicles for contractor use. However, the PWS, pages 13-14, paras C-2.19, - C-2.19.4 all indicate that the contractor will provide vehicles and fuel for the vehicles.

If government vehicles were to be provided, the PWS does not stipulate the requirement for normal industry / military standard procedures for daily operator inspection and correction and/or reporting to the military fleet maintenance operation for repair.

A27. Vehicles provided are GSA Leased and include maintenance/fuel.

Q28. The C-300 parked in the bulk receiving area as shown in the photos provided, is not painted in standard Army green or desert tan. Is this C-300 a contractor owned vehicle?

A28. The vehicle pictured is GSA Leased and will be provided under the contract.

Q29. If the Government provides vehicles for contractor use, will the contractor be required to reimburse the Government for the fuel consumed in the performance of the contract?

A29. Vehicles provided are GSA Leased and include fuel costs in the lease.

Q30. Reference PWS paragraph C-2.3.1, After Hours Response:

Please provide historical data for the overtime hours.

A30. No overtime used on current contract.

Q31. Reference PWS Paragraph C-2.11, Ensure Fuel Quality:

What fuel lab equipment will be provided by the Government?

Q32. Will maintenance be required by the contractor on the C300 or split-truck?

A32. No, they are both GSA Lease and include maintenance on the lease.

Q33. If so, how will this maintenance be accomplished?

A33. N/A

Q34. If this is a new requirement, can the Government describe how fuel services are currently being provided? Is it through military personnel with military equipment?

A34. Requirement is being performed under a Service Funded BOS contract.

Q35. The RFP in Section M, Factor 1, Subfactor 8, requires the contractor to “identify any Contractor-furnished vehicles, equipment, facilities and supplies for use in performing operations. The proposal must also identify any Contractor-furnished safety items such as Personal Protective Equipment (PPE) or confined space equipment. The proposal shall address quantity, condition, age, capabilities, maintenance, and/or replacement of contractor-furnished items to ensure sufficient support is continually provided.” Can the Government provide any clarification on the type of vehicles, equipment, and PPE currently employed to support fuel services at Ft. Sill? Is there a minimum age that all vehicles, equipment or PPE must be for acceptable use on this contract?

A35. Equipment is listed in A19. The only requirement is that all equipment is free of defects and is able to function as it was manufactured to.

Q36. The PWS Appendix G lists a number of items but does not provide a description of the Base Equipment available for use on this contract. Can the Government provide a description of the Base Equipment to include a description of the age and condition of each piece of equipment?

A36. Answered in A19 and added to PWS revision.

Q37. Can the Government provide copies of the Ft. Sill Safety and Hazardous Material operating procedures?

A37. Ft Sill SPCCP-ISCP will be provided.

Q38. Reference Solicitation E35 Nonconforming Supplies and Services: the first bullet states “The Government may, at its discretion, accept nonconforming supplies or services.

In such cases, the Contractor must obtain a deviation or waiver from the Contracting Officer prior to acceptance.” Are there any deviations and/or waivers currently in place and if so what do they cover?

A38. No deviations or waivers are currently in place.

Q39. During the Site Visit it was stated that since Building 2245 does not have internet access, the accounting function is performed in another building. How far from the bulk fuel yard is this location?

A39. 200-300 Yards (Bldg 2243)

Q40. Reference PWS paragraph C-2.11, Ensure Fuel Quality: this paragraph states in part, “No petroleum product shall be received or issued until product quality determinations have confirmed conformance with specifications.” As there was no mention of a local lab on the call Tuesday, how is this accomplished?

A40. Type C test is accomplished by contractor IAW MIL-STD-3004-1.

Q41. Reference PWS paragraph C-2-14.1 Permit and License Compliance; the paragraph states “In coordination with the appropriate installation organization, ensure the environmental permits and licenses required to operate the fuel facilities are obtained and maintained.” As we are not the owner of the operation, shouldn’t the requisite permits and licenses be obtained by the Government?

If it is in fact the contractors’ responsibility, please identify the appropriate installation organization and which permits and licenses are required.

A41. Contractor Responsibility in Coordination with Ft Sill DPW Environmental Office.

Q42. Reference PWS paragraph C-2-19.1 Contractor Vehicles: with the Government now providing the refueling vehicles/equipment, is their sufficient equipment available in order to cover for something that may be taken out of service for maintenance reasons?

A42. No, there is no back up.

Q43. Reference Appendix A GOCO Ground Fuel Delivery Refueling Requirements: the Total # of issues/Locations column appears to show 15 Issues and 9 locations, while the note below the chart appears to be opposite and states that “The Contractor will be required to perform ground fuel delivers to approximately fifteen (15) locations.” And “The Contractor shall perform an estimate of 5-10 deliveries per month.” Please clarify.

A43. The numbers are in fact transposed, the correct information is 10 Locations with 10-15 deliveries per month.

Q44. Reference PWS C-1.1.1 and Appendix G, Base Property Listing. The PWS shows one facility for Contractor use, Bldg. 2245. During the pre-proposal teleconference, we were informed this building does not have internet capability and that the TM and Accountant operate from a different building. Please confirm the TM and Accountant work from a separate location.

a. Appendix G lists Bldg. 2246 along with Bldg. 2245. Please clarify if this is the building used for the TM and Accountant or is this an additional building provided for Contractor use.

b. Please confirm that internet is provided by the Government in the building used by the TM and Accountant so they have access to process and review FMD and EBS.

A44. Bldg 2246 is part of the fuel system. Office Space (not an entire building) will be provided in the LRC (bldg. 2243) for the TM and accountant. The office will have connectivity for FMD/EBS access.

Q45. Reference PWS C-2.3.1. Please provide historical information on the number of times the Contractor was called out to perform services outside normal operating hours at both locations.

A45. No after-hours support provided on current contract.

Q46. Reference PWS C-2.4, please clarify the escort requirement for commercial tank truck deliveries. Our understanding of the paragraph is that during normal operations, the Contractor will escort trucks to and from the gates within the Contractor facility; however, FPCON measures (real or exercise) will require the Contractor to escort delivery trucks to and from the installation gate and Contractor facility. Since there is no site visit due to Covid-19, please provide the distance between the entrance to the installation and the Contractor offload facilities.

a. Please provide any historical data (if available) on the number of times the Contractor has been required to escort trucks to and from the installation gate due to FPCON conditions (exercise or real).

A46. Approximately four miles, no escorts required in the last five years.

Q47. Reference PWS C-2.9 and C-2.10, please clarify what is meant by the use of “Accountable Property System of Record (APSR) hardware and software…” is this another way to describe FMD software or is the contractor expected to process transactions in two separate systems?

A47. This term is describing the FMD and any point of sale (POS) device currently in use.

Q48. Reference PWS C-2.11, please provide the historical cost associated with packing, marking, and the shipping of fuel samples. Please provide the frequency for shipping fuel samples.

A48. Historical Cost not available. Frequency is listed in referenced paragraph and MIL-STD- 3004-1.

Q49. Reference PWS C-2.11, Table 1, is any of the lab equipment, specifically the Aqua- Glow tester, provided by the Government?

A49. Answered in A19 and A31

Q50. Reference PWS C-2.14.1, please provide copies of the pertinent environmental plans so that we can determine the number, location and contents of the spill kits the contractor is required to provide and maintain. If DLA Energy cannot provide copies of the environmental plans, please provide the number of locations where spill kits are required by the plans.

Q51. Reference PWS C-2.17.1 and Appendix E – This paragraph does not mention a requirement for the primary Accountant and the alternate/back-up Accountant to have completed the Base-level Defense Fuel Management Course IAW DLA P-32. Is this training required? Will DLA Energy fund personnel to attend the required training? The reference does mention the Accountable Property System of Record course; is this course the equivalent to the Base Level Defense Fuel Management course required by DLA Energy?

A.51 The Base Level Defense Fuel Management Course has been renamed to APSR Course and yes, it is required.

Q52. Reference PWS C-2.17.2. The Contractor is required to provide training for military personnel on the operation of the bulk-loading racks and on the operation of the aviation refueling systems. Please clarify if there are any aviation refueling systems applicable to this contract.

a. Please provide historical information on how often training occurs. Also, please clarify that training is only on Government provided fuel facilities.

A52. Ft Sill does not have any Aviation refueling systems. Hands-on training for Military Refueling Unit Operators on Fillstand operations may be required on an as needed basis.

Q53. Reference PWS C-2.17.2, the Contractor is required to provide confined space training for employees. Please provide the number of permit-required pits that the Contractor is required to enter/maintain.

A53. There are no confined spaces at this facility.

Q54. Reference PWS C-2.18.1, does the Government provide any collection containers, i.e.

bowsers or tanks, for the collection of recyclable and recoverable fuels collected from facility/vehicle tank bottoms and maintenance activities?

A54. Limited to 55gal drum.

Q55. Reference C-2.19.1. The reference states that the Contractor provides commercial vehicles and equipment to meet the ground refueling requirement. However, our understanding from the pre-proposal teleconference is that refueling vehicles and equipment used for delivery of ground fuels is provided by the Government. Please clarify.

a. Reference preproposal teleconference, COR Presentation, Slide 3. The photo shows a refueling vehicle and a trailer equipped with a tank/pumping equipment. During the preproposal conference, we understood the vehicle/equipment in the photo will be provided to the

Contractor to use for ground fuel deliveries and that the Contractor is not required to provide ground refueling vehicles. Please confirm.

A55. Equipment added to PWS can be found under A19.

Q56. Reference PWS C-2.19.4. Since fuel used in contractor provided vehicles must be included in our CLIN 0001 price, please provide the historical annual fuel costs reimbursed to the current service provider so we can accurately forecast this additional expense. Our understanding from the pre-proposal teleconference is that the Government provides ground fuel delivery vehicles and the Contractor only provides utility vehicles such as pick-up trucks, vans etc. Therefore, the requested historical annual fuel cost would be for these type of vehicles

a. Please confirm the Government provides fuel for the Government provided ground fuel vehicle.

b. The reference mentions that the Contractor provides the necessary federal, state and local “environmentally approved storage tank, dispensing system, meter and security devices which implies refueling vehicles/equipment. Please clarify the Contractor is not required to provide refueling vehicles or equipment.

c. Will the Government permit a fuel purchase agreement if contractor furnished utility vehicles are capable of operating using fuel products available at the facility?

A56. Fuel for Government Provided vehicles is not the responsibility of the contractor. Fuel costs of current contractor is not available. Government provided equipment can be found under A19. An FPA can be sought by the contractor.

Q57. Reference C-3.1.1, all vertical surfaces “above” 10-feet from existing secure footing that require spot painting will be accomplished by the Contractor. Please confirm this requirement is correct as written. Typically, vertical surfaces above 10’ feet are not considered operator maintenance and are performed by the RMMR contractor.

A57. PWS should include the words “RM/MR” before contractor.

Q58. Reference C-3.5.2. Please clarify which, if any, of the manual records listed are provided by the Government, for example the manufacturers equipment manuals, as-built Fort Sill SPE603-20-R-0510 Questions Jun 11, 2020 drawings, etc. Are the records currently on-hand or will they provided to the Contractor after award?

A58. The government will provide available records, if any, upon award.

Q59. Reference C-3.6. During the pre-proposal teleconference it was mentioned that the Contractor does not provide grounds maintenance services for this contract. Please confirm.

A59. C-3.6.1 has been removed from PWS.

Q60. Reference C-3.7. When prepping tanks for cleaning and once installed transfer pump prime is lost, who is responsible for pumping out any remaining usable fuel? If the contractor is responsible is the equipment provided, such as portable pump and hoses?

A60. If maintenance is required in storage tanks the maintenance contractor (RM/MR, SRM) is responsible for all tasks required to perform this operation.

Q61. Reference PWS Appendix A. The table indicates that the (3) F-24 tanks, (1) GUR tank and (1) DS2 tank are equipped with ATG. Please indicate the type and manufacturer and also if bottled nitrogen is required to operate the ATG equipment. If nitrogen is required, please provide the estimated annual usage.

Q62. Reference Appendix A, GOCO Retail/Bulk Station table, the site receives an average of (5) F-24 tank trucks per month.

a. If applicable, please provide the established hours of operation for receiving tank truck deliveries

b. What is the frequency of F-24 tank truck receipts (weekly, once a month, etc.)?

c. The table shows there are two F-24 receipt headers. Please confirm if two F-24 tank trucks can offload simultaneously.

d. Please provide the average number of bulk sales/truck fills that occur per day or week.

Q63. Reference Fuel Point COR Presentation, slide number 10. The slide is titled “Bulk offload area for tactical vehicle”; however, it appears to be a loading rack. Please clarify. If this is a loading rack, it appears to have 4 top loading arms. Please clarify if top loading of trucks occurs, and if so how often do these occur?

A63. Yes the referenced facility is the loading racks (top and bottom loading). The majority of bulk truck fills are done by Top Loading.

Q64. Reference Appendix A, GOCO Ground Fuel Delivery Refueling Requirements Table.

During the preproposal teleconference, it was mentioned that the Contractor also delivers F-24; however the table only shows DS2 and GUR. Please confirm if the Contractor is required to deliver F-24 and that the delivery vehicle/equipment is provided by the Government.

Q65. Reference Appendix G. The equipment listing table does not show any equipment.

Q66. Reference preproposal teleconference COR Presentation, Slide 1. The layout of the fuel point shows the tanks as storing JP-8, Bio-Diesel and Mogas/Gasohol. However, Slide 7 and the PWS, Appendix A list the products stored at the site as F-24, GUR and DS2. Please confirm the product grades listed in Appendix A are correct.

A66. Products in Appendix A are correct.

Q67. Reference Appendix E. We recognize that the TM and Accountant shall not have collateral duties. However, since this a small site, does the current Contractor have a policy waiver in place IAW DLA Energy P-10 paragraph 2.2.13? Alternatively, is the current Contractor exempt from requesting a waiver IAW DLA Energy P-10, paragraph 2.3?
