The Government's response to Question 42 in the Technical QA Final file. Indicated there are no backup vehicles/equipment for the Government Provided Vehicles which are leased.
Q81. Clarification Question 1: Does the Government's lease contract provide for the timely replacement of the leased vehicles during maintenance?
A81. No they do not, however there has never been an impact to the mission due to equipment being down for maintenance. Contractor must coordinate scheduled maintenance with customers to ensure mission coverage.
Q82. Clarification Question 2: Does the Government expect the Contractor to provide backup vehicle/equipment capability to ensure requirements are covered in the event one or more of the Government Leased vehicles are not available for use (e.g. under maintenance)?
A82. Since there are multiple provided equipment to ensure mission coverage there is no need for the contractor to provide additional equipment.
Reference Amendment 0002 Technical Q and A #A9, PWS dated 29 June 2020, Appendix A, GOCO Ground Fuel Delivery Refueling Requirements and PWS dated 29 June 2020, Appendix G, Equipment List. The answer to question #9 states that the GFP being provided includes "a GSA leased 2007, Navistar 4000 fuel truck and a 2013 Chevy pickup with split load fuel pods on it." Appendix A "GOCO Ground Fuel Delivery Refueling Requirements" under tank type shows delivery via Trailer/Support Vehicle and Appendix G Equipment List mirrors answer #9 regarding the 2007 Fuel Tanker and a Special Fuel Delivery /4x4 Pickup 2013 Chevy 3500 but no trailer as referenced in Appendix A.
Our questions are:
Q83. What products are assigned to the equipment being provided? For example, fuel truck for Jet A and split fuel pod for DS2/GUR?
A83: Fuel Truck - JAA, Fuel Trailer (added to GFP list in Appendix G) - DS2 or JAA when required, Fuel pod in Pick-up - Split load GUR/DS2
Q84. What is the capacity of each of the fuel tanks/pods?
A84. Fuel Truck - 1,200 Gal, Fuel trailer - 400 Gallon, Split load tank in Pick-up - 90 Gallon total capacity
Q85. Is there actually a tank mounted trailer used for deliveries that is not shown as GFP as there was one visible in the 3rd slide of the COR Fuel Point Power Point Presentation.
A85. There is a Trailer mounted 400 Gallon tank/pump that is now added to Appendix G
Q86. Reference PWS paragraph C-2.18.1. This was added to the first bullet item via Amendment 0002:
"Maintenance and upkeep of 125 LB wheeled fire extinguishers will be the Contractor's responsibility and shall include the price under the fixed monthly price". We request that the Government identify for us when the 6 year and 12 year tests are due on the 6 systems now shown in the Appendix G equipment list. The cost of these tests (in particular the 12 year) is such that it is almost equal to the cost of replacing the unit itself (which run anywhere from $3500 to $4000 each). Without this information, the awardee could possibly end up having to absorb a 20 - 30 thousand dollar expense if not proposed correctly.
Additionally, the model number provided in the equipment list is actually for an Ansul 150lb system not 125 as stated. Please clarify that this is indeed the model number and if the system is 150lb, not 125lb.
