Questions and Answers Solicitation SPE603-20-R-0510
Fort Sill, Oklahoma
CONTRACTING QUESTIONS
Q1. Will the Government please provide a list of the Pre-Proposal Conference attendees?
A1. The Sign-In Sheet is provided as an attachment to Amendment 0001.
Q2. Can the Government clarify is this is a new requirement? If not, can you please identify who the incumbent contractor is?
A2. This is a new requirement with DLA Energy. The incumbent contractor is:
Chenega Facilities Management, LLC 5726 W. Hausman Road, Suite 100 San Antonio, Texas 78249
Q3. Ref. Instructions to Offerors, Vol II: Past Performance, paragraph 1. Item (a) states that the offeror is to submit “three references from whom DLA Energy can expect to receive Past Performance Questionnaires …” Item (b) asks for two additional references “relating to DLA Energy contracts”. Please clarify if the government expects offerors to submit a total of five references including two DLA contracts, or is it acceptable for DLA contracts to be included in the three references required by item (a)?
A3. Referencing Vol II: Past Performance, paragraph 1. Item (a) and (b), the total number of references is three (3) including DLA Energy or private sector as long as they are recent and relevant.
Q4. Ref. Instructions to Offerors, Vol II: Past Performance, paragraph 1. Item (a) states that the offeror is to submit “three references from whom DLA Energy can expect to receive Past Performance Questionnaires …” Item (b) asks for two additional references “relating to DLA Energy contracts”. If a PPQ has been previously submitted for a contract reference and POC for a previous DLA Energy solicitation, are offerors required to send a new PPQ to that POC for this solicitation?
A4. Referencing Instructions to Offerors, Vol II: Past Performance, paragraph 1. Item (a) If a PPQ has been submitted to DLA Energy under a different solicitation, the offeror should indicate the point of contact and context (i.e., contract number) of that PPQ on the Past Performance Reference List for DLA to retrieve independently. Therefore, no new PPQ is required when the same period of past performance has already been reported in a PPQ submitted for a different solicitation.
Q5. Ref. Attachment II Past Performance References. Please indicate where on this form offerors are to indicate that a PPQ had been previously submitted to DLA for another solicitation.
A5. Referencing Attachment II Past Performance References, list previously submitted PPQs under DLA Energy contracts.
Q6. During the Site Visit it was stated that this fuels function is currently part of a larger contract. Will the government please provide the name of the current contractor as well as the current contract number?
A6. The name of the current contractor is Chenega Facilities Management, LLC and the contract number is W52P1J-14-G-0034.
Q7. Is there a collective bargaining agreement associated with this procurement?
A7.There is not a collective bargaining agreement associated with this procurement.
Q8. Reference RFP, Section L, there is a 80 page limit for the Technical Proposal.
However, slide #30 of the contracting presentation states that proposals “shall be limited to 70 double sided 8 ½ x 11 size pages including Appendices and Attachments.” The same slide later states technical proposals are no more than 80 single sided pages including Appendices and Attachments.
a. Please confirm the page limit for the Technical Proposal and clarify if the Table of Contents, Resumes, Appendices and Attachments are included in the page count.
A8. The table of contents is not included in the page limit, resumes per PWS shall be submitted within 30 days of contract award. Therefore, resumes are not required when submitting proposals during the solicitation phase.
The 70 double sided pages was an error stated during the pre-proposal presentation, the correct page limit is stated within the solicitation which is – the limit for technical proposals are 80 single sided 8 ½ x 11 size pages including Appendices and Attachments.
Additionally, in Amendment 0001 the preproposal presentation was updated with the correct page limit for technical proposals.
Q9. Reference Contracting Presentation, Slide 24. The reference under FAR 52.217- 9 states the total duration of the contract including the exercise of options shall not exceed 9- years. However, Slide 6 and Slide 11 states the contract is a 4-year base with a 5-year option period and a 6-month extension for a total of 9 years and 6 months. Please clarify the total duration for this contract.
A9. The total duration for this contract is 9 years and 6 months.
