Question
1 Question: Is 8,000 barrels per hour necessary to the dock? Is this for vessel loadings or will also be a requirement for barges?
Answer: PWS para 2.2 requires loading rates of 2000 BPH for barges and 8000 BPH for tankers.
2 Question: Please provide as much detail on the type of filtering system required.
Answer: API 1581 ATA 103 specification type M (Or is it M100 due to the additives in JPTS?) EI 1581 spec type M
3 Question: Do the storage tanks need a liner?
Answer: If yes, what specific type and does the entire inside of the tank need to lined or only a portion? If only a portion, please advise to what extent. Is there a specific policy for JPTS? From 42B-1-1, JPTS tanks shall have a full interior epoxy polyamide coating or equivalent coating system per the UFGS for tank interior/exterior coatings. Tank interior coatings must be intact with no evidence of peeling, cracking, blistering, or delamination.
4 Question: Are temperature compensating meters necessary if the trucks are loaded on a scale?
5 Question: For the one or two vessel loadings annually, please advise the Length Overall (“LOA”) for each barge or vessel to be loaded along with the volume for each shipment.
Answer: The Contractor’s berthing and mooring facility shall be capable of handling a minimum 38,000 dead weight ton (DWT); at a minimum, berth vessels with length of 280 feet LOA, 60 feet WOA and 15 feet maximum loaded at mean low water from the Contractor’s berthing and mooring facility to the open ocean.
6 Question: Has the DLA conducted business at a facility that utilizes a Public Dock? If yes, can the DLA advise on how much demurrage was incurred at that facility during a given contract year? No
7 Question: Please confirm that the selected facility should anticipate receipt into the terminal of 70,000 barrels of JPTS per contract year (excluding the initial fill).
Answer: PWS para 2.1 states this as our expectation.
8 Question: Please confirm that the selected facility should anticipate delivery out of the terminal of 70,000 barrels of JPTS per contract year (excluding final shipment).
Answer: PWS para 2.2 states this as our expectation.
9 Question: Please advise the quantity, in barrels, of JPTS transported per rail car. If this is a range, please advise of same.
Answer: Railcars hold approx. 30,000 USG but this question seems more specific to our JPTS shipments. (Defer to Region Office) Average railcar receipt from the current JPTS supplier is between 22-25K USG.
10 Question: Do samples taken by the contractor under the requirements of this contract have to be retained on site or can they be retained off site by a subcontractor hired by the contractor?
Answer: (defer to Quality for response) No issues for off-site as long as they are in the local vicinity of the terminal, kept under good condition from the elements and kept for the prescribed time
11 Question: Requirement states that contractor will furnish personnel and equipment on site for sampling and testing. Can this be hired out to a subcontractor?
Answer: PWS paragraph 2.5.3 states testing can be subcontracted. If the contractor provides a subcontractor for sampling, they are, in fact, meeting this requirement.
12 Question: The solicitation states that the “entire facility shall be enclosed by a fence suitable to deter unauthorized access.” Our water side border does not have a fence. Is this a problem?
Answer: Request an exception with your offer.
13 Question: Trailer carriers – will the government use only approved carriers by NuStar?
Answer: The government will only use carriers listed on the “Approved Carriers” list. These carriers have been vetted and certified for government use by Military Surface Deployment and Distribution Command (SDDC).
Although we will not be using only carriers supplied by NuStar, the government approved carriers may have to go some type of vetting/acceptance by NuStar.
14 Question: How long will rail cars remain in the Port facility’s yard prior to being nominated for loading at the terminal? Unable to provide a good estimate. If supplier change the answer will change.
15 Question: Vessels/barges – will the government hire a third party surveyor to inspect/gauge cargo tanks prior to marine transfers?
Answer: No, PWS paragraph 1.6 states that the contractor will acquire and/or provide labor, materials, etc…for these type of operations. Also, a USG QAR will be present to oversee these operations and will participate in the vessel inspections.
16 Question: How often are sediments an issue? Where would they even come from?
Answer: (Defer to Region Office) Sediment frequencies cannot be anticipated and are a part of fuel handling…proper filtration/flushing of lines, etc. will minimize the risk for high particulate matter in the product.
17 Question: Will the product sampling and testing procedures be the same as those conducted at our Selby, CA terminal?
Answer: Product sampling and testing procedures will be IAW MIL-STD- 3004 as specified in the PWS.
18 Question: We are trying to gain a better understanding of what the Port charges would resemble. Will all the modes be used on a monthly or annual basis? If on a monthly basis, can the DLA advise on how many rail cars, trucks, vessels and/or containers could be seen? I apologize for not having a clear picture of how this looks based on the below breakdown.
Answer: All receipts are normally via rail tank car and occur monthly.
Expectations are that all shipping modes are accessible and expected to occur one-two times a month.
