C. ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (JAN 2017) paragraph a. is revised to read: FAXED PROPOSALS ARE NOT AUTHORIZED. Please e-mail your proposal to: bidcustodian@dla.mil and cc:

nakia.shaw@dla.mil. All e-mail proposals MUST include three volumes as outlined below. Late proposals will be processed in accordance with FAR 15.208 – Submission, Modification, Revision, and Withdrawal of Proposals.

D. To provide responses to the following questions:

Q1. pp. 103 -- The offeror shall demonstrate that their firm has performed projects and/or tasks of similar scope and complexity.

In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?

A1. Please refer to Section M, Clause 52.212-2 Factor 2 Past Performance in solicitation SPE603-18-R-0517 for information on how the government intends to evaluate past performance.

Q2. pp. 103 -- The offeror shall demonstrate that their firm has performed projects and/or tasks of similar scope and complexity.

In light of recent GAO rulings, please confirm that the Government will permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter.

A2. Please refer to Section M, Clause 52.212-2 Factor 2 Past Performance in solicitation SPE603-18-R-0517 for information on how the government intends to evaluate past performance. Also please refer to Addendum to 52.212-1 Instructions to Offerors – Commercial Items (JAN 2017) regarding instructions for submitting contractor past performance information.

Q3. ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (JAN 2017) p. 100 All e-mail proposals MUST be followed-up with the hard copy (consisting of three volumes as outlined below) NO LATER THAN (5) business days after solicitation closing. The referenced section below mentions electronic copies only. Please confirm that hard copies are not required.

A3. Hard copies are not required. Please refer to section B of this amendment.

Q4. p. 104 ATTACHMENT III – PAST PERFORMANCE QUESTIONNAIRE included in this solicitation…must be submitted by the reference DIRECTLY to the Government. Please confirm that the Government will again accept PPQs recently completed, submitted, and on file with DLA-E from other similar procurements.

A4. Past Performance Questionnaires (PPQ) must be submitted in response to solicitation SPE603-18-R-0517. A reference to previously submitted PPQs will not be accepted for this solicitation. Completed PPQs must be submitted to POC responsible for this solicitation. The Questionnaire should reference Solicitation SPE603-18-R-0517. Please refer to Addendum to 52.212-1 Instructions to Offerors – Commercial Items (JAN 2017) regarding instructions for submitting contractor past performance information.

Q5. M. FACTOR 1: TECHNICAL /MANAGEMENTp. 110 -- For purposes of this solicitation, Factor 1, Technical/Management and Factor 2, Past Performance are hereby combined to determine technical acceptability. Please confirm that the Government will weight Factors 1 and 2 equally when combining them to determine technical acceptability.

A5. Per 52.212-2 of this solicitation, "For purposes of this solicitation, Factor 1, Technical/Management and Factor 2, Past Performance are hereby combined to determine technical acceptability." Past Performance will be rated as acceptable or unacceptable. To receive an overall rating of “Acceptable” for technical acceptability both Factor 1, Technical/Management and Factor 2, Past Performance must receive a rating of “Acceptable”. If one or both Factor(s) receives a rating of “Unacceptable”, then the overall rating will be “Unacceptable”.

Q6. In Section L, Proposal Organization, 3. Volume III Past Performance, item i. states “A list of three (3) contracts that the Offeror has held in the past 3 years, in which services of similar scope and complexity were performed. A minimum of three (3) referenced contracts with a point of contact information (i.e. phone number and email address) shall be included.”

Sentence one and two seem to conflict. Is the Offeror to submit only 3 projects or are more permitted?

A6. Three (3) reports are the required minimum. Offerors may submit more if they so choose.

Q7. The tables on page 2 and 100 indicate that only pdf electronic submission is required. However, on page 100 – a.

Q10. Please clarify that to meet the most current standards listed in in PWS C-3.1 the Government is requiring all offerors to provide new or updated vehicles for this contract. In light of the LPTA evaluation process referenced in Section M. 52.121-2 a) Basis for Award, an approach that allows the incumbent to simply provide maintenance records but requires new contractors to purchase new or used equipment would seem to give the incumbent an unfair advantage.

A10. Please refer to the PWS C-3.1., All vehicles and equipment must meet the performance requirements of the latest version of National Fire Protection Agency (NFPA) 407, Standards for Aircraft Fuel Servicing, Department of Transportation (DOT) 406, National Fire Protection Agency (NFPA) 385 Standard for Tank Vehicles for Flammable and Combustible Liquids, ATA Spec 103 Standards for Jet Fuel Quality Control at Airports, and other Federal Policies/Laws as applicable. Also refer to PWS C-3.1.1, The contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of contractor-furnished vehicles and equipment.
