50 iii. Exceptions – Offerors shall state any exceptions taken to the Terms and Conditions of the Solicitation. If no exceptions are being taken to the Terms and Conditions of the Solicitation, offerors shall so state in an affirmative statement in this section.
Can offeror submit an offer in Korean won, not dollar according to iii. Exceptions?
(Contractor can be paid in dollar with exchange rate of the month applied to conversion if payment must be made in dollar)
In accordance with FAR 52.214-35, offers received in other than U.S. dollars shall be rejected. Offerors should submit offers in dollars and monthly payments should not fluctuate.
51 Can offeror submit the different monthly offer for each year of Line Item 0001 and 0002/Option 1?
The monthly usage charge for Line Items 0001 and 0002 should not fluctuate monthly. It is the
Korean government determined min hourly wage of KW7,530 for FY 2018 (1 Jan through31 Dec 2018). This comprises a 16.4% increase. And the current government/administration has publicly vowed to increase the minimum hourly wage to KW10,000 by 2020 which translates into KW2,090,000 for a monthly salary and the minimum hourly wage for FY 2019 shall be announced around July 2018. Increases of this sharp minimum hourly wage are above and beyond any offeror’s control/best forecast. Accordingly, in multiple period contracts such as this solicitation, the provision of an equitable adjustment due to unforeseeable circumstances (including this example of the minimum hourly wage increase) will be essential. There is a precedent, for example, the Public Procurement Service (조달청), Korean government agency responsible for government-wide contracts including ones for ROK MND (국방부) accepts equitable adjustment requests to cope with salary adjustments, such as a change to the minimum hourly wage, for multiple period contracts.
offerors responsibility to estimate all costs as expressed in the PWS and Appendix AF.
52 Will such an equitable adjustment provision be included in the contract arising from this solicitation in accordance with following?
52.222-43 Fair Labor Standard Act and Service Contract Act-Price Adjustment (Multiple Years and Option Contract)
52.222-44 Fair Labor Standard Act and Service Contract Act-Price Adjustment (Referencing B34.01)
The Service Contract Labor Standards Act does not apply to Service Contracts outside the United States. 52.222-43 and 52.222-44 does not apply to this solicitation; therefore, equitable adjustment will not apply.
53 If offer must be proposed only in dollar, exchange rate fluctuation is above and beyond offeror/resultant contractor’s forecast. Will such exchange rate fluctuation be subject to equitable adjustment when Lint Item 0002 (Option 1) is exercised while all costs to manage the contract shall be incurred in Korean won as place performance is in ROK and employees to be hired are all Koreans
Equitable adjustment will not apply to Line Item 0002 (Option 1). It is the offerors responsibility to estimate all costs as expressed in the PWS and Appendix AF.
54 Can CPARS which has been issued within last 3 years substitute Attachment III. Contractor Performance Assessment For because CPARS covers most of the element ratings?
No, CPARS cannot substitute Attachment III.
55 Please clarify Retail Service described in Section C-5.2.4.3. Does a Retail Service Station include on-base commercial gas station also? (Attachment I. Section C-5.2.4.3)
N/A Refer to Appendix AF, page 1, section 2.
56 For required personnel arrangement, should accountants(primary and alternative) be on-site at all time during normal operation hours?
(Attachment I. Appendix D)
Refer to Appendix AF, page 1, section 2
57 Please clarify if there is a fixed ceiling amount for minor maintenance repair which a contractor is responsible for. If so, does a ceiling amount rule the same for each repair occurrence? (Attachment I. Section C-5.3.1)
Refer to PWS Section C-5.3.3
58 In regard to solicitation No.: SPE603-18-R-0512, for Osan AB, Korea; Kadena AB, and Misawa AB, Japan which stated that a separate contract award would be issued per location, we are interested in participating by bidding only for the location at Osan AB, in Korea. Therefore, I would like to know if it is possible to submit a proposal only for Osan AB, Korea, instead of for all three ABs including the two Japanese ABs?
Offerors are not required to submit proposals for each location and can submit proposals only for the locations they are interested bidding on.
59 PWS C-5.3 Maintenance
a. Parts or Supplies are not specific which items are repaired by Contractor’s cost or Government Cost. If possible, please list up the maintenance items included in the firm fixed contract amount. Is there any part price limit to be covered by Contractor’s firm fixed amount?
b. Both C-5.3.2.1 Contractor Performed PM and C-5.3.2.2 Government Performed PM mentions maintenance IAW UFC 3-460-03, which is not clear for the limit of responsibility of Contractor and Government.
Refer to PWS Section C-5.3.
Refer to Appendix AF page 1, section 2b
60 Will current contract issue the delivery orders or Task orders which are beyond the responsibility of firm fixed price, which will be contract modification?
This is a firm fixed price contract. The price should include the contractors expected estimated expenses for overtime and maintenance as expressed in the PWS and Appendix AF.
61 There is no office furniture provided on the GFE
Please see attached GFE document.
62 What is the contractor’s responsibility for OWS?
Refer to Appendix AF Section 3

(4) BASE SPECIFIC REQUIREMENTS
Provide any additional requirements not standard or applicable to all bases.
- Misawa receives a large amount of snow and although the base plows roads in Contactor areas, the Contractor will be responsible for removing snow from sidewalks, around fillstands, and other points that require access.
- Currently the base provides ice melt products; however, products can be limited and if products are not available the contractor shall be responsible for providing it.
- Due to the heavy snow fall and cold temps, the Contractor shall equip personnel with adequate cold weather protective gear due to the length they are exposed to the elements.
- It is recommended that the Contractor’s vehicles be four-wheel drive to navigate snow covered roads.
- Ground product usage vary by the season. During the winter months it is very common to receive diesel fuel every weekday with the exception of Tuesday. Tuesday is the usual diesel transfer day to the base boiler plant. During summer month’s ground product receipt are much rarer since the boiler plant is not required to be ran.
