About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for a contract modification.
The Defense Logistics Agency (DLA) Energy's Bulk Petroleum Products Division seeks to procure an unspecified quantity of Turbine Fuel, Aviation (JAA) in U.S. Gallons from Phillips 66 Company as a modification to contract SPE602-26-D-0465 under the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation SPE602-25-R-0711. The total estimated dollar value for this modification is $3,390,030.00, increasing the contract value from $213,855,605.81 to $217,245,635.81. The period of performance runs from October 1, 2026, through March 31, 2027, with delivery via an unspecified method to an unspecified location.
The justification for single-source procurement under 10 U.S.C. §3204(a)(1) is based on technical quality and transportation constraints specific to the IEG region, where only a limited number of suppliers can meet the Government's requirements. Market research conducted on October 7, 2026, through a Sources Sought Notice identified multiple companies expressing general interest; however, only Phillips 66 demonstrated the ability to provide JAA meeting required quality specifications while simultaneously delivering via the specified transportation method within the required timeframe. The contracting officer determined the anticipated cost of $3,390,030.00 to be fair and reasonable based on historical competitive prices under the IEG program, current market indicators, and price analysis in accordance with FAR 15.404-1(b). DLA Energy committed to conducting ongoing market research for future acquisitions to increase competition when feasible.
