About this file
This amendment modifies a solicitation for a pipeline fuel delivery requirement. The amendment clarifies product sampling and testing requirements for jet fuel deliveries to Altus Air Force Base via pipeline. Suppliers must collect hourly samples during pumping and an "all level" sample from the acceptance tank after delivery completion for specification testing. Failure of testing will require the supplier to remove all product from the tank, clean the tank, and provide a replacement shipment at no additional cost. The amendment also removes a prior solicitation note and replaces it with the new sampling and testing language. The underlying solicitation is for a three-year pipeline fuel contract for Altus AFB in Oklahoma, with two optional one-year extensions. Annual quantities of 230.56 million gallons of Jet Propellant-8 are estimated, for delivery via pipeline from April 2024 through March 2029.

Block 14 continued
The changes set forth herein are incorporated into Solicitation SPE602-22-R-0717
Solicitation Note 10 has been deleted in its entirety and replaced with the following verbiage:
Note 10. For FOB Destination Jet A pipeline CLINs, Supplier shall be responsible for collecting hourly samples on the incoming pipeline after the shipment start and throughout the pumping to serve as a representative of the parcel; these samples will be used as a required retain sample as well as subject to a B-1 testing series to confirm product meets specification. Due to the remote location of the pipeline junction, the installation of an automatic sampler is strongly recommended. Once shipment has completed, supplier shall be responsible for collecting an “All Level” sample from the Acceptance tank and perform a full specification, A-level test.
Failure of full specification test will require the contractor to remove all product in the tank, clean the tank, and provide a replacement batch that will cover the received amount as well as the amount of product that was in the tank prior to the off-spec condition as soon as possible.
Quantity determination shall be done by gauging of the acceptance tank.
