REQUIREMENT FOR INDUSTRY DAY

This is a Request for Information (RFI) only. This RFI is for market research and planning purposes and does not constitute an Invitation for Bid, Request for Proposal (RFP) or Request for Quotes (RFQ). The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred to the interested parties for responses. No awards will be made from the responses to this announcement.

However, responses may be used to determine the appropriate acquisition strategy for a future procurement.

The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, is seeking delivery of Gaseous Nitrogen (GN2) f.o.b. destination to:

Pratt & Whitney 17900 Beeline Highway Jupiter, FL 33478

Currently Pratt & Whitney receives GN2 via pipeline from a liquid/gas conversion facility outside their plant boundaries. The pipeline is scheduled for decommissioning in the near future.

The intent of this request is to solicit solutions for replacing the GN2 supply.

The GN2 (NSN 9135-00-823-8115) shall meet the requirements of Type I, Grade A of specification MIL-PRF-27401F, dated January 10, 2008, Propellant Pressurizing Agent, Nitrogen.

This requirement calls for uninterrupted delivery (with the exception of coordinated downtime for maintenance) of GN2 product, 24 hours a day, 7 days a week. Delivery is f.o.b. destination through a calibrated flow meter into the pipeline interface at Pratt & Whitney.

Estimated product requirements are 19,000,000 scf per month at operating pressures between 3,600 – 5,000 psi. Average flow rates range between 10,000 – 11,000 scf/hr for normal operations, to 115,000 – 138,000 scf/hr for high flow events, which may last up to 24 hours.

Real Estate within P&W’s plant perimeter for the placement of a conversion facility or other equipment may be made available.

DLA Energy is seeking industry input for solutions to provide the above GN2 support and are inviting interested parties to attend an industry forum at P&W on 18 April at 0730 for a tour of the facility and a detailed presentation of the requirements. This will also provide the opportunity to make inquiries and further discuss the requirements with the technical personnel at P&W.
