About this file
This document is an Amendment of Solicitation (Standard Form 30) for a federal contract (SPE60125R0315) issued by DLA Energy Aerospace, involving the procurement of Gaseous Helium for Navy Diving operations. The amendment makes several key corrections and updates, including adjusting the estimated total quantity to 1,498,000 cubic feet (CF) of helium, distributed across five contract years from 2/01/2026 to 1/31/2031, with 299,600 CF allocated per year. The amendment also corrects administrative details such as the name in block 7a and reduces the number of tanks from 40 to 1, and includes two attachments: a Schedule of Supplies Pricing Form and an updated Statement of Objectives (SOO) for the Navy Diving Helium contract.

STATEMENT OF OBJECTIVES
09 SEP 2025
1. DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, acting as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and services, requires the delivery of Gaseous Helium. The contractor shall deliver the specified quantity of helium to Naval Support Activity (NSA) Panama City, Florida. Upon gaining access to the facility, the contractor shall coordinate with a Navy Dive Team Unit representative to receive parking instructions for the tank trailer. The contractor shall then unhitch the trailer from the truck and provide the necessary equipment for the customer to offload the helium. The customer will transfer the helium into a government-owned storage facility within three days and notify the contractor when the empty trailer is ready for pickup.
2. PRODUCT SPECIFICATIONS:
2.1 Gaseous Helium shall conform to the requirements of 9135-01-665-9551, Type I, Grade B of specification MIL-PRF-27407E, dated 23 Apr 2024, Propellant Pressurizing
Agent Helium.
2.2 One copy of a Certificate of Analysis (COA) for each sample required by the specification shall be attached to the container inside the rear cabinet of the tank trailer and shall also be submitted as an attachment to the applicable document in Wide Area
Workflow (WAWF).
3. PRODUCT DELIVERY:
3.1 Product shall be delivered within 7 calendar days after receipt of an order from the appointed Delivery Scheduler.
3.2 Delivery is permitted Monday through Friday, between 0800 and 1600 CST. Once the contractor’s trailer arrives at the designated off-load location, the customer assumes responsibility for the trailer and begins the offloading process. The initial off-load involves cascading helium from the higher-pressure contractor trailer into lower-pressure flasks located in the Navy’s bottle farm. As the pressures begin to equalize, the customer connects the contractor’s trailer’s outlet hose to Navy-owned compressors to continue offloading gas until the trailer pressure reaches approximately 50 PSI. This entire process typically takes between one and three days to complete. During this time, the customer will securely store the vendor trailer until it is ready for pickup.
4. GOVERNMENT-OWNED HELIUM TANK: Helium shall be delivered into the following Government-owned storage tank listed below.
Location Tank Capacity Navy Experimental Diving Unit 600,000 SCF Attn: LCDR Ryan Sawyer 321 Bullfinch Road
Panama City, FL 32407-7015
5. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin. Quantity determination and acceptance shall be at destination. Contractor shall obtain customer signature for delivery at each location for acceptance of quantity. A copy of the signed quantity acceptance document must be attached to the WAWF invoice submittal for payment.
6. METHOD OF MEASUREMENT: Quantity determination to be performed at delivery location by use of Weight Ticket or Meter Ticket.
7. SECURITY REQUIREMENTS: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federally issued photo ID that displays the driver’s full name and date of birth. Deliveries to Military installations will require delivery personnel provide social security number and be subjected to background checks. Driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on facility.
8. Services: Miscellaneous Services (Cascading of Trailer) SE0000189
