STATEMENT OF OBJECTIVES

1. DESCRIPTION OF REQUIREMENT: Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Nitrogen. The Contractor shall deliver product f.o.b. destination to Norfolk Naval Base & Norfolk Naval Ship Yard located in Portsmouth with the necessary equipment, tools, supplies and labor to convert the contractor-supplied Nitrogen into Gaseous Nitrogen and charge gaseous to the ship and supply Liquid Nitrogen to customer carts/tanks.

Liquid Nitrogen (LN2)

2. The following conditions apply to LN2 into Customer Carts/Tanks deliveries and/or to gasify on-site at time of delivery directly to the ship:

2a. QUALITY CONTROL: At time of delivery the Contractor shall provide Laboratory Test Reports to certify the quality of the LN2 being delivered.

3. PRODUCT SPECIFICATIONS: Liquid Nitrogen, (NSN 6830-01-663-6199) shall meet the requirements of Type II, Grade B, 99.5 % minimum purity, Commercial Item Description A-A-59155, 5 March 2003.

One copy of the Certificate of Analysis (COA) for the sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF) invoice. In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination.

5. THE CONTRACTOR SHALL PROVIDE THE FOLLOWING EQUIPMENT AT TIME

OF PRODUCT DELIVERY TO SHIP N2 BANKS:

5a. The Contractor shall provide N2 conversion and charging equipment that vaporizes the LN2 to gas and pressurizes it at the target pressure of 5100 psi into the ship Nitrogen compressed gas N2 banks.

5b. The Contractor shall provide a new filter (956 MP0693, Norman Equipment Co., part number 535G-10DM, or approved equivalent) to be used for each delivery for N2 charging operations. The filter shall be 10-micron nominal, rated for 6,000 PSI. The filter housing and element is constructed out of CRES with Teflon seals.

5c. Pumping truck must have an Oxygen grade clean connection to mate with ½ inch male or female CPV union.

5d. If adaptors are required on charging hose, ensure fitting cleanliness standards are maintained and adapted to suit using CRES/Monel fittings rated for a working pressure of at least 5,100 PSIG.

6. PRODUCT DELIVERY:

6a. Product shall be delivered and loaded within 5 days after receipt of an order.

6.b Delivery hours are Monday – Friday 0620-1550, possible weekend and closed on US Federal Holidays.

6c. Delivery time, day, and specific pier location shall be identified by the ordering POC at the time of order.

6d. Product deliveries shall be made to the following addresses:

Norfolk Naval Ship Yard, Portsmouth, VA (Gas - SPECIFIC LOCATION TBD) Norfolk Naval Base Norfolk, VA (Liquid - SPECIFIC LOCATION TBD)

7. PRODUCT ORDERING: Product delivery shall be accomplished against a Government Delivery Order.

7a. Order Cancellations: The Government may cancel orders 24 hours prior to scheduled delivery at no charge to the Government.

8. EQUIPMENT CLEANLINESS REQUIREMENTS:

8a. The degree of cleanliness for charging lines, fittings and filter after the compressor shall be “OXYGEN CLEAN.” The surface must be free of all loose scale, rust, grit, filings, other foreign particles, oil, grease and other organic materials. The acceptance criterion is, no visible particles using a white plate visual inspection method and the quantity of hydrocarbons does not exceed 5 ppm. Equipment (with exception of the compressor) not made or treated specifically for oxygen service must not be used.

9b. All connections prior and up to delivery, must be sealed with metal plugs and then appropriately bagged with “oxygen clean” stickers applied on the poly-bag cover.

9. GENERAL CHARGING OPERATION SAFETY:

9a. Commencement of any charging operations must be coordinated with and approved by Ship’s Force.

9b. Slowly pressurize the charging line at a rate not to exceed 200 PSI per second. If the charging equipment cannot supply N2 against a dead headed system, inform Ship’s Force that the leak test must be performed while the Nitrogen Cart is charged in lieu of conducting the leak test first prior to charging. The Contractor shall provide delivery system that can achieve the required 5,100 psi GN2 charging pressure.

9c. Soap-test all mechanical joints of the temporary charging line when pressure has been brought up to 50 PSIG and then when full charging pressure has been obtained.

Conduct soap test at intermediate pressures as deemed necessary.

9d. Secure the charging operation if there are any indications of leaks, pump malfunctions, icing of the charging line, abnormal conditions of ship’s systems or any other failures.

9e. After the Nitrogen Cart has been charged to the required pressure, secure delivery system stop valves, equipment operator depressurize the charging line and disconnect as required.

10. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin. Quantity determination and acceptance shall be at destination.

11. METHOD OF MEASUREMENT: Quantity determination shall be performed by use of a calibrated flow meter or calibrated weight scale.

12. MISCELLANEOUS SERVICES: The Contractor shall deliver and load the required product which includes the mobilization, setting up and dismantling on completion of the requirement.

13. SECURITY AND BADGING REQUIREMENTS:

Any new contractor, vendor or supplier requesting base access AFTER 31 May 2017 will be required to obtain a DBIDS credential. NCACS credentials will no longer be issued.

Only DBIDS credentials will be issued to ALL contractors, vendors and suppliers seeking base access AFTER 14 August 2017. Defense Biometric Identification System (DBIDS) increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point.

If you currently have a Navy Commercial Access Control System (NCACS) card, the following is required to get a DBIDS credential:

Present your NCACS Card and a completed copy of the SECNAV FORM 5512/1 to the base Visitor Control Center representative.

The VCC will pull up your information in the computer, ensuring all information is current and correct.

Once your information is validated, a temporary DBIDS credential is provided.

Your temporary credential will have an expiration date, prior to which you will need to obtain your permanent DBIDS credential (~ 90 days).

For each additional U.S. Navy installation to which you need access, the first time you visit you only need to bring your DBIDS credential and statement of purpose for base access when arriving at the Visitor Control Center.

The representative will enter base access authorization and then you may proceed to work.

If you do NOT have an NCACS Card, the following is required to obtain a DBIDS credential:

Present a letter or official document from my government sponsoring organization that provides the purpose for your access.

Present valid identification, such as a passport or Real ID Act-compliant state driver's license.

Present a completed copy of the SECNAV 5512/1 form to obtain your background check.

Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential.

One-Day Passes: Participation in the DBIDS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the DBIDS.

Portable Electronic Devices (PEDs):

In accordance with COMSUBLANT/COMSUBPACINST 2075.1C, the use of Portable Electronic Devices (PEDs) while in or on Department of Navy Submarine spaces are prohibited. A portable electronic device (PED) is defined as any non-stationary electronic apparatus with singular or multiple capabilities of, but not limited to recording, storing, and/or transmitting data, voice, video, or photo images (e.g., cell phones, laptops, tablets and wearable devices such as fitness bands and smart watches). PEDs are not allowed within the Norfolk Navy Shipyard Controlled Industrial Facility (CIA).
