STATEMENT OF OBJECTIVES, 11 Jun 19

Scope: DLA Energy is seeking the delivery of liquid nitrogen, liquid, argon, and liquid oxygen to Aberdeen Proving Grounds (APG), Maryland using both customer-owned and contractor-provided dewar tanks. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of requested products f.o.b. destination to the APG locations specified.

6830-01-649-9073 – Liquid Argon, Grade E, NSN 6830-01-649-9073, shall meet the requirements of the Compressed Gas Association, CGA G-11.1 – 2016, Commodity Specification for Argon.

Delivered f.o.b. destination into Contractor-provided dewars.

6830-01-666-3659 – Liquid Nitrogen, Type II, Grade Q, NSN 6830-01-666-3659, shall meet the requirements of the Compressed Gas Association, CGA G-10.1 – 2016, Commodity Specification for Nitrogen.

Delivered f.o.b. destination into Government-owned dewars.

6830-01-666-3595 – Liquid Nitrogen, Type II, Grade L, NSN 6830-01-666-3595, shall meet the requirements of the American Welding Society, AWS A5.32M/A5.32, 2011.

Delivered f.o.b. destination into Government-owned dewars.

6830-01-666-4004 – Liquid Oxygen, Type II, Grade B, NSN 6830-01-666-4004, shall meet the requirements of the American Welding Society, AWS A5.32M/A5.32, 2011.

Delivered f.o.b. destination into Government-owned dewars.

PRODUCT DELIVERY: The Contractor may be required to either fill dewars, in place, or be required to remove the containers in order to service, fill, and then return dewars as directed by the Delivery Scheduler.

The Contractor shall fill multiple Government-owned liquid nitrogen dewars in order to maintain a minimum 25% level of product at all times, unless otherwise instructed by the APG designated POC. For all locations, the Contractor shall fill standard or high pressure liquid nitrogen dewars at a rate of 50 liters per minute or higher utilizing a truck mounted flow meter to accurately determine the quantity delivered.

For Bldg 363 deliveries, the Contractor shall be required to make bulk deliveries of liquid nitrogen directly from vendor’s delivery truck into Customer-owned dewars located on site at APG.

For Bldg 400 and 361 deliveries, it is the Contractor’s responsibility to determine the most appropriate delivery method to supply liquid nitrogen into Customer owned dewars on site at APG.

For all products, the Contractor shall ensure product delivery, fill methods, and equipment meets or exceeds industry safety standards and APG safety requirements.

The Contractor shall be solely responsible to provide all manpower and equipment, to include hoses in the appropriate sizes, for filling of Government-owned containers. The Contractor shall also provide all equipment required to load and unload all dewars from the Contractor’s delivery truck into the Customer’s storage areas. Government-owned lifting equipment will not be available to transport and/or move containers.

Routine product deliveries for all products shall be accomplished between 0700 and 1600 hours, Monday through Thursday, excluding federal holidays. Deliveries on Fridays can occur only if the appropriate APG representative is available to receive product deliveries. For routine deliveries, the Contractor shall deliver all products to the destination within three (3) work days or longer if approved by the Government Delivery Scheduler.

Emergency deliveries may be required within 24 hours from time order is placed. The Contractor shall deliver the products within the specified timeframes, to pre-designated delivery sites as coordinated with the APG Delivery Scheduler.

The Contractor shall obtain signature acceptance of deliveries and attached acceptance to iRAPT invoice submittal for payment processing.

CONTRACTOR-OWNED DEWARS:

All Contractor-owned dewars shall meet or exceed the safety standards for commercial industrial gases, CGA standards, or American Welding Standard (AWS). The Contractor shall provide all maintenance and repair of Contractor-owned containers in order to provide continual support to the Customer, to include replacement of Contractor-owned containers, if required.

In the event a Contractor-owned dewar is held by the Government in excess of 90 days from date of delivery, a demurrage fee may be assessed and billed monthly. The demurrage fee shall be calculated using a per container per day calculation and reported on the monthly delivery summary report as identified in the paragraph entitled

PRODUCT DELIVERY.

GOVERNMENT-OWNED DEWARS:

The Contractor shall repair Government-owned dewars, if ordered by the APG Delivery Scheduler. The Contractor shall be responsible for any container removed from APG for repair and shall be required to return the repaired container to the correct building as determined by the APG Delivery Scheduler.

The Contractor shall perform re-certification of the Government-owned dewars IAW DOT, Title 49, Code of Federal Regulations (49 CFR) Parts 100-185.

The Contractor shall repair or replace valves (re-valve) of Government-owned dewars IAW CGA standards and with the procedures identified in MIL-STD-1411B.

The Contractor shall re-gauge Government-owned dewars IAW CGA standards. In addition, if other repairs are required on a dewar other than those described herein, the DLA Energy CO will negotiate those repairs on a case-by-case basis.

The Contractor shall notify DLA Contracting Officer and Customer if repair of dewar exceeds 50% of dewar replacement value.

INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin.

Quantity determination and acceptance shall be at destination.

METHOD OF MEASUREMENT: Method of measurement shall be by truck mounted calibrated flow meter.

SECURITY REQUIREMENTS: Unescorted access into the APG restricted areas shall be granted to Contractor personnel who possess a current security clearance issued by the Defense Industrial Security Clearance Office (DISCO) or who were the subject of a favorably completed National Agency Check (NAC) or National Criminal Information Check (NCIC). Unescorted access shall be authorized provided no more than 24 months have lapsed since the date of the termination of the security clearance or break of service and there is no known adverse information. The Contractor is responsible for providing individuals eligible for unescorted access to deliver products and service equipment. Since the work to be performed is inside a secure area and all non-U.S.

persons are escorted, no foreign nationals (non-U.S. citizens) will be used in this contract.

The Contractor shall have completed a SSB Form 1199, Application for Civilian ID Card/Security Badge, and FD 258, Application Finger Print Card, for each employee requiring unescorted access who does not meet one of the requirements above. Upon contract award, the Contractor shall obtain required forms from the APG Delivery Scheduler and return the completed forms to the Delivery Scheduler within 10 working days. Until a favorable NCIC is completed, Contractor personnel shall be continually escorted into, out of, and within the restricted areas by other Contractor personnel who possess a photographic security identification badge. Processing time for the NCIC is approximately 30-45 days. The Contractor shall advise employees that the NCIC shall be used to review criminal history records and that adverse information may result in an employee being denied access into the restricted areas. The Contractor shall be responsible for delays in the performance under this contract caused by the disqualification of employees for unescorted access security badges.

Security badges will only be issued to Contractor personnel IAW APGR 190-4. Security badges shall be approved and issued by APG Security personnel to Contractor personnel upon written request from the APG Delivery Scheduler and after the investigation or security clearance has been verified. Contractor personnel shall wear the security badge above the waist at all times while in the restricted (security) areas of APG. Contractor personnel shall only display the security badge while inside the security area and ensure that it is out of sight once they exit the security area. The badge WILL NOT be used as identification to gain access to the installation or for identification off the installation. The Contractor is responsible for ensuring compliance by Contractor personnel.

The Contractor shall provide a 2” x 1” nametag (black lettering with white background) with the company name and the word Contractor below it. The Contractor shall ensure all personnel prominently display their nametags at all times while at APG. Contractor shall provide the names of at least two employees/drivers designated to conduct UNESCORTED weekly deliveries. Personnel shall be US citizens and will be subject to background investigations.
