2. PRODUCT REQUIREMENTS:

2.1. For Space Launch Complex (SLC)-6, LOX (NSN 9135-01-665-3259) shall meet the requirements of Type II, Grade A, MIL-PRF-25508H, dated October 27, 2011, Propellant, Oxygen. The filter outlined in paragraph 3.3 of the performance specification is required.

2.2. Contractor shall provide at time of delivery, a Certificate of Analysis (CoA) specifying the product, sample location (tanker, bulk storage, or other) for which analysis was performed, sample date and date container/tanker was filled. This certificate shall provide evidence that delivered product meets all requirements of the specification. This certificate must be reviewed and approved by a customers representative prior to container/tanker connection to customers facility. If individual tanker product contents delivered are from the same facility bulk storage volume, then a single CoA would be valid for all tankers containing the same certified propellant after initial tankers are certified. A bulk storage sample for a planned quantity of tankers extending over several days would be acceptable if bulk is not replenished. A fresh bulk storage sample would be required if a significant change has been made to the plant storage tank or 30 days has elapsed since the last delivery.

2.3. In addition to the reports required elsewhere within this contract, one copy of a Certificate of Analysis for each sample required by the specification shall be submitted as an attachment to the applicable Wide Area Work Flow (WAWF) Combo document.

2.4 Inspection for quality shall be at origin. Quantity determination and acceptance shall be at destination using calibrated weight scale certificate. Unit of issue for LOX shall be TN (ton) for all documentation. Conversions: Quantity determinations by weight shall use a conversion of 210 gallons of LOX equals one (1) ton.

3. PRODUCT ORDERING:

3.1 The DLA Energy Contracting Officer (CO) shall issue Delivery Orders (DD Form 1155) for obligation of funds for orders to be issued during that specific timeframe by the appointed Delivery Scheduler.

4. PRODUCT DELIVERY:

4.1 Product shall be supplied in Contractor provided tankers to Space Launch Complex 6, (SLC-6) at Vandenberg AFB (VAFB). SLC-6 has a 300,000 gallon main storage tank.

All tanker offload areas for SLC-6 feature 5 offload bays utilizing local control for offload valves, vent line purges, and flare stack.

4.2 LOX shall be delivered to the following address at Vandenberg AFB, CA:

Aerospace Maintenance & Operations Center United Paradyne Corp. Bldg 7525 Vandenberg AFB, CA 93437-5398

4.2.1 Contractor shall deliver within 7 days of issuance of the delivery order unless a longer period of time is specified on the delivery order.

4.3 It is the intent of the Government designated Delivery Scheduler to accept all quantities ordered into available storage tanks and to off-load as efficiently as possible by scheduling between three (3) and up to five (5) tankers for off load at a time. Normal operations calls for 3 tankers per day for top filling of tank(s), and up to 5 tankers per day for WDR operations, launch operations, and/or scrub turn-around. On rare occasions due to customer scheduling, at no fault to the Contractor, the tanker truck may be held on stand-by pending off load for up to 24 hours and/or the Contractor may be required to return full tankers to their facilities.

4.4. All tankers must arrive at same time for off-load at the same time.

4.5 Upon notification by the Government assigned Delivery Scheduler(s), the Contractor shall be required to fill, schedule product inspection, complete all support documentation, and deliver products within a specific timeframe as requested by the Delivery Scheduler to meet Customers unique schedule and usage demands on a 24 hour/365 day basis. Orders for multiple tankers in a day must arrive on site at the same time since tankers are off-loaded in groups. No detention costs shall be charged for delays caused by the late arrival of a tanker at VAFB. The Contractor shall allow up to three (3) hours detention time for LOX deliveries to VAFB before charging for detention costs. A schedule of any applicable fees assessed by the Contractor shall be provided to the customer. The final acceptance of product shall occur at point of off load into the customers storage tank.

4.6. Contractor shall provide at time of delivery a certified weight ticket identifying the product quantity in each tanker.

4.7. Delivery Communications: Contractor shall provide a point of contact (POC) and one back up person to be available 24 hours/365 days for delivery to SLC-6. The customer site will have a designated individual to communicate directly with the Contractor POC about any schedule changes, cancellation, and any other changes that will affect the delivery of the product from the Contractor. The customer launch site communication POC will be responsible for notifying the Contractor of any changes to operations prior to tanker departure from Contractor facility. The customer launch site communication POC will be responsible for notifying the Contractor within 12 hours of any schedule changes. Contractor shall confirm notification of schedule changes within 2 hours.

4.8 During launch and wet dress rehearsal (WDR) operations, changes or modifications to the commodity delivery date and time or the volume of commodity delivered may be made no later than six (6) hours in advance for launch and WDR scrub replenishments, due to usage variability.

4.9 Contractor will be provided an annual launch schedule for projecting product need dates and quantities. Launch and WDR(s) schedule will be confirmed within 45 days of a scheduled launch, and updated upon any schedule changes.
