VAFB SLC-6 STATEMENT OF OBJECTIVES – 23 Sep 2019
GENERAL DESCRIPTION OF REQUIREMENT
The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Liquid Hydrogen (LH2) f.o.b. destination to the location listed in the below paragraph titled “Product Delivery”. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of
LH2.
PRODUCT SPECIFICATIONS AND TESTING REQUIREMENTS
LH2 (NSN 9135-01-666-1259) shall meet the requirements of Type II, IAW MIL-PRF-27201E, dated 17 May 2013, Propellant, Hydrogen. The filter outlined in paragraph 3.3 of the performance specification is required.
The Contractor shall provide at time of delivery, a Certificate of Analysis (CoA) specifying the product, sample location (tanker, bulk storage, or other) for which analysis was performed, sample date and date container/tanker was filled. This certificate shall provide evidence that delivered product meets all requirements of the specification. This certificate must be reviewed and approved by a customer representative prior to container/tanker connection to customer’s facility. If individual tanker product contents delivered are from the same facility bulk storage volume, then a single CoA would be valid for all tankers containing the same certified propellant after initial tankers are certified. A bulk storage sample for a planned quantity of tankers extending over several days would be acceptable if bulk is not replenished. A fresh bulk storage sample would be required if a significant change has been made to the plant storage tank or 30 days has elapsed since the last delivery.
In addition to the reports required elsewhere within this contract, one copy of a Certificate of Analysis for each sample required by the specification shall be submitted as an attachment to the applicable Invoice, Receipt, Acceptance, and Property Transfer (iRAPT) Combo document.
Inspection for quality shall be at origin. Quantity determination and acceptance shall be at destination using calibrated weight scale certificate. Unit of issue for LH2 shall be “Pound” (LB) for all documentation. Conversion: Quantity determination by weight shall use a conversion of one (1) gallon of LH2 equals 0.591 pounds.
